Book excerpt: Excerpt from Report of the Chief of the Bureau of Agricultural Economics, 1935 At first, in 1932 - 33, cooperating ginners were furnished a copy Of the daily classification sheet Showing how the samples they transmitted were classed. The sheets did not carry the numbers identifying the bales from which the samples had been taken. Because of their interest in the classing activities, these ginners agreed to furnish samples free during the 1933 - 34 season in exchange for daily classification Sheets carrying numbers identifying the bales, although in previous years they had received payment for samples. In 1934 - 35 cooperating ginners again furnished the samples free on the same basis. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: Excerpt from Report of the Chief of the Bureau of Agricultural Economics, 1933 The ultimate application of an effective land-use program must be largely in terms of specific areas. This requires special study of the conditions, problems, and prospects of particular regions. Such a study was completed last year of land utilization in 13 hill towns of Vermont characterized by extensive farm abandon ment. This study revealed clearly the waste and misery that attend the slow natural adjustment Of an old settled area to the forces of decline and showed forcefully the need for a prompt and energetic program of reorganization with the help of the State. Book excerpt: Excerpt from Report of the Chief of the Bureau of Agricultural Economics, 1941 An outstanding and a difficult part of the work during the year was the effort to summarize the work and thinking of all the State and county agricultural planning committees into a single report on agri cultural policy in relation to the defense Situation. The analyses and recommendations Of the State agricultural planning committees as to the current situation and measures needed to meet the impact of the war and the probable Shocks of the following peace have already had a direct effect upon the several programs Of the odepartment. Some Of the measures suggested have already been put into effect, others are incorporated in the suggested national production goals for 1942, and others, it is hoped, will be made a part of the Department's program to meet the shocks Of the post-defense period. Only a brief summary of these recommendations can be given here, but they are important as an indication of the scope and Spirit of current farm thinking. Book excerpt: In the mid 1930s, North America's Great Plains faced one of the worst man-made environmental disasters in world history. Donald Worster's classic chronicle of the devastating years between 1929 and 1939 tells the story of the Dust Bowl in ecological as well as human terms. Now, twenty-five years after his book helped to define the new field of environmental history, Worster shares his more recent thoughts on the subject of the land and how humans interact with it. In a new afterword, he links the Dust Bowl to current political, economic and ecological issues--including the American livestock industry's exploitation of the Great Plains, and the on-going problem of desertification, which has now become a global phenomenon. He reflects on the state of the plains today and the threat of a new dustbowl. He outlines some solutions that have been proposed, such as "the Buffalo Commons," where deer, antelope, bison and elk would once more roam freely, and suggests that we may yet witness a Great Plains where native flora and fauna flourish while applied ecologists show farmers how to raise food on land modeled after the natural prairies that once existed.

Available in PDF, EPUB and Kindle. Book excerpt: The classic case for why government must support science—with a new essay by physicist and former congressman Rush Holt on what democracy needs from science today Science, the Endless Frontier is recognized as the landmark argument for the essential role of science in society and government’s responsibility to support scientific endeavors. First issued when Vannevar Bush was the director of the US Office of Scientific Research and Development during the Second World War, this classic remains vital in making the case that scientific progress is necessary to a nation’s health, security, and prosperity. Bush’s vision set the course for US science policy for more than half a century, building the world’s most productive scientific enterprise. Today, amid a changing funding landscape and challenges to science’s very credibility, Science, the Endless Frontier resonates as a powerful reminder that scientific progress and public well-being alike depend on the successful symbiosis between science and government. This timely new edition presents this iconic text alongside a new companion essay from scientist and former congressman Rush Holt, who offers a brief introduction and consideration of what society needs most from science now. Reflecting on the report’s legacy and relevance along with its limitations, Holt contends that the public’s ability to cope with today’s issues—such as public health, the changing climate and environment, and challenging technologies in modern society—requires a more capacious understanding of what science can contribute. Holt considers how scientists should think of their obligation to society and what the public should demand from science, and he calls for a renewed understanding of science’s value for democracy and society at large. A touchstone for concerned citizens, scientists, and policymakers, Science, the Endless Frontier endures as a passionate articulation of the power and potential of science.

Available in PDF, EPUB and Kindle. Book excerpt: What's good for the United States may well turn out to be good for international economic policy coordination. In this post-cold war era marked by pressing domestic social concerns and fiscal deficits, Robert L. Paarlberg says that the U.S. government should take an inward-first approach to global economic policy. Unless the domestic front is secured, he believes that international initiatives cannot succeed for lack of domestic support. It's a contrary view. The outward-first approach has dominated U.S. policy in the post-war and cold war eras. Paarlberg holds that the period was exceptional in the longer history of the nation and its relations with other nations. In the future, this sort of policymaking will be increasingly difficult to sustain. The U.S. economy is not as strong as it once was in relation to other economies. The security imperatives of the cold war have largely evaporated. And Congress is certainly no longer deferential to the executive branch. Under these new circumstances, outward-first international conferences, international negotiations, and international agreements may not work as a starting point for international economic cooperation. In this highly readable book, part of the Brookings Integrating National Economies Series, Paarlberg offers an in-dept examination of the merits of an inward-first approach to economic policy leadership. He contends that this approach should not be equated with protectionism, because it refers only to policy sequence, not to content. To the extent that inward-first is unilateral, he maintains that unilateral action at home can pave the way for cooperative actions abroad. He tests his argument with more detailed studies in several different policy arenas—including international fiscal policy coordination and discipline, agricultural policy reform, and global environmental policy. Leadership Abroad Begins at Home presents an instructive survey of American political and policymaking institutions, and of America's changing position in the world. A volume of Brookings' Integrating National Economies Series

Available in PDF, EPUB and Kindle. Book excerpt: Biological Control in Agricultural IPM Systems covers the proceedings of the 1984 symposium on Biological Control in Agricultural IPM Systems, held in the Citrus Research and Education Center of the University of Florida at Lake Alfred. The symposium summarizes the status and practical use of biological control in agricultural integrated pest management (IPM) systems in the United States. The book is organized into seven parts encompassing 31 chapters that cover the biological control of arthropods, weeds, plant pathogens, and nematodes. After briefly discussing the status and issues of biological control in IPM, the book deals with the basic principles of IPM programs and their related costs, risks, and benefits in biological control. The text also describes the compatibility of plant resistance with biological control of arthropods and the chemical mediated host or prey selection behaviors of entomophagous insects attacking herbivorous insect pests. It explains the development of microbial insecticides; the genetic improvement of insect pathogens; the use of entomogenous nematodes in cryptic and soil habitats; and the techniques for integrating the influences of natural enemies into models of crop/pest systems. The fourth part of the book focuses on the biological control of weeds. The following part considers the general concepts relating to the unique characteristics of plant diseases affecting aerial plant parts. This part also examines the biological control of soil plant pathogens in IPM systems and the use of soilborne viruses, bacteriocins, and hypovirulent strains of fungi as biological control agents. The concluding parts describe the biological control of nematodes and the status and limits to biological control in selected commodity IPM systems, such as citrus, grapes, alfalfa, cotton, and soybean. Entomologists, plant pathologists, weed scientists, nematologists, toxicologists, and economists will find this book invaluable.
