In detail the purpose of this study is to provide recommendations for planning development budget in developing leading sectors in the future. Based on the background, then the problem in this research is how is the ability of Regional Expenditure Budget to finance the development of the economy in Jakarta Indonesia? The projection shows that the Gross Regional Domestic Product/GRDP in Jakarta Indonesia increased from IDR. 543.02 trillion in 2016 to IDR. 565.42 trillion in 2017. Furthermore GRDP numbers continue to increase and reach the figure of IDR. 659.32 trillion in 2021. Similarly, regional expenditure, the projection also shows that in 2017 regional expenditure has decreased to IDR. 39.37 trillion (18.07%) of regional revenue in 2016 amounting to IDR. 48.06 trillion.

This report describes the challenges and achievements of TRAMPIL project activities. It presents TRAMPIL’s policy recommendations in the context of Indonesia’s economic and legal parameters on regional autonomy.

Book excerpt: The Indonesian authorities are exploring options for the establishment of subnational government endowment funds and the Ministry of Finance (MoF) has drafted regulations in that context. However, the motivations and objective for establishing an endowment fund at the subnational level diverge across various stakeholders. Clarity of the objectives and purpose of the endowment fund will be critical for informing features of its architecture, and the endowment fund should be aligned with the national fiscal policy objectives. Establishing such funds at a time of fiscal deficit entails a “borrowing-to-save” approach which is not optimal from a fiscal policy perspective. Currently, there is a misalignment between the design of inflow and outflow rules, the endowment fund’s objectives, and the fiscal/economic context. In addition, the current draft MoF regulations restrict the investment policy to conform with the law on decentralization enacted in 2022. This report emphasizes that regardless of the structure of the endowment fund, it needs to be fully integrated within the budget. The report also provides recommendations on assessing the full cost of the subnational government endowment fund, its design and implementation, and provides suggestions to improve the draft MoF regulations.

Book excerpt: The ongoing political decentralization in Asia, with central governments devolving to local governments the responsibilities of delivering key development projects and public services, calls for sound local government finance. Local government finance in the region exhibits several problems: deterioration of the fiscal health in many countries, mismatch between the delegated responsibilities and revenue-generating authority, resultant continued heavy reliance on central government transfers, and lack of political will to develop an external financing strategy to tap long-term private resources. In order for local governments to mobilize private savings for long-term infrastructure projects, it is imperative to develop municipal credit markets. Two models of municipal credit markets can be considered: the bank model popular in Western Europe and the bond model widely used in North America. The bond model has theoretically more advantages than the other. However, Asian local governments may start with either model considering the countries' social-cultural-political milieu and keep a proper combination of both models serving different segments of local credit markets.
