Book excerpt: The general review of the European Union’s budget scheduled for the years 2008 and 2009 offers a unique opportunity for reflections. Explicitly this review is “without taboos” so that also substantive changes can and should be debated. Without doubt much better budgetary systems can be imagined compared to the status quo of the EU budget which is the outcome of a path-dependent process and where many details are only understandable by taking account of the historical context of past decisions. However, even if much better systems could be designed in theory, each reform suggestion, in the end, must pass the reality check of fi- ing unanimous support from all 27 member countries. This restriction heavily l- its the universe of available reform options. Faced with that difficulty the ZEW project team embarked on the adventure to think about possible reform options for the future EU own resource system. This volume documents the conclusions. At first sight our reform suggestion may - pear to be of a rather piecemeal nature since we recommend a reform model with strong ties to the status quo. Nevertheless, we are convinced that our seemingly minor changes will set the budget on a path towards a more rational European budget which, in the end, will create leeway for financing European policies with a true European value added. In October 2016, as part of its mid-term review of the EU's Multiannual Financial Framework (MFF 2014-2020), the European Commission marked starting points for reforms on the expenditure side of the EU budget. Now, the EU is turning its attention to the revenue side. The European Commission must draw up its proposals for the next MFF, applicable after 2020, by the end of 2017. With many countries, about 50 percent of total expenditures and income pass through the budget via taxes, charges and expenditures. In recent years many countries, e. g. in the OECD and the EU, have tended to use this influence in an environmentally rational way. Tradi tional environmental policy has relied on command-and-control and cnd-olpipc technologies that have proven to be insufficient in coping with the challenge of glo bal change. Hence, many countries have started to investigate the environmental impacts of their budgets by looking at existing taxes and charges, as well as tax allowances and exemptions and other relevant regulations and expenditures -even to have a special impact on the environment. The implementation of those not meant such findings is now broadly discussed in these countries. This publication will contribute to the debate. It is a result of a wider project called Green Budget Reform -Prospects in Central and Eastern Europe. initiated by Vida Ogorelec Wagner, managing Director of Umanotera, The Sloven ian Founda tion for Sustainable Development, and then jointly developed. proposed to the EC and carried out in partnership with Kai Schlegelmich of the Wuppertal Institute in Germany. Book excerpt: The recent European crisis has put the issue of government efficiency high on national policy agendas. Policy measures that result in a reduction of bureaucratic slack or red tape can alleviate the trade-off between consolidation and public service provision. Since 2007 the role of the EU budget in support of administrative reforms has been strengthening, at least in formal terms. However, the extent to which the various EU budgetary instruments have encouraged public administration reforms is unclear. Against the background of the overall European approach towards public administration reforms, this study reviews the current budgetary instruments that directly or indirectly support such reforms, and analyses the coherence, EU added value and complementarities within them. Case studies on four Member States and an analysis of current networks and award initiatives to disseminate best practices complete the study. Based on extensive desk research and a set of semi-structured interviews, the analysis finds a positive but modest impact of the EU budget and existing networks on reform activity. Some of the key recommendations are to improve the consistency of Country Specific Recommendations related to administrative reforms, increase the effectiveness of the Structural Reform Support Programme, and to ensure coherence and complementarity between all EU-funded interventions as well as their monitoring and evaluation processes. As to the role of learning and policy-diffusion, the study recommends to promote focused peer-to-peer exchange among public sector managers, and to develop a more credible evaluation of public sector awards.

Before the end of 2016, EU institutions will undertake a mid-term review of the EU’s 2014-2020. This comes in a context of severe turbulences for the EU project: a difficult economic and social situation in most member states, huge migration pressures and new security threats stemming from an unstable environment, and the Britain’s decision to leave the EU. At the same time, EU countries need to face up to climate change and engineer a smooth transition towards an innovation-based sustainable economic model. The EU’s very survival depends on the ability to respond to these multiple challenges in the next few years. Making a smarter and more strategic use of the €960 billion MFF has become a necessity. Can the EU Spend Better? argues that the scope for a substantial revision of the MFF is limited in the short-term. At most, pressing issues such as terrorism and the deteriorated social situation will lead to greater flexibility in the use of existing envelopes. However, the debate starting in 2017 over the next MFF provides with the opportunity of more substantial shifts in four main directions: more investment- and performance-oriented spending; the expansion of climate conditionality to all spending areas; more targeted redistributive spending matched with greater reform conditionality; a more outward-looking budget.

The way it has developed over decades, both as concerns revenues and expenditure, superposed to a complex decision-making process, where member states retain veto rights in crucial respects, means that it currently displays a significant inertia, while its size and structure are not the most appropriate for endowing the Union with the means allowing it to best react to the present-day challenges. Tensions are also rising between the national interests of individual members and the common interest, which previous attempts to reconcile by way of special treatments granted to some countries are clearly unsustainable, while inducing additional rigidities to the budgetary construction. This obviates the need for a comprehensive reform, which the 2008/2009 budget review that the Commission was mandated to undertake may set in motion. Book excerpt: Why did the European Union experience a stark variation in the levels of conflict between the late 1970s, when budgetary disputes dominated European politics, and the 1990s, when political actors were able to settle upon budgetary agreements without major conflicts? This book responds to this key question with a two-step argument: Its first part shows that decision-making rules can be regarded as a key determinant of the level of conflict in EU budgetary politics. It details far-reaching reform in 1988 reduced conflict, because it introduced an institutional setting for multiannual budget planning that corrected the deficiencies of the original budget treaty. Having identified institutional change as the trigger for the reduction of conflict, the second part of this study focuses on the 1988 reform. It shows how a number of ‘reproduction mechanisms’ prevented major institutional change in the 1970s and early 1980s. When these ‘reproduction mechanisms’ lost force, a reform became possible and a new institutional setting emerged in 1988. These findings deliver a sharp insight into the interplay between rules and conflict in the still evolving political system of the EU. Moreover, by identifying precise conditions for the occurrence of institutional change, and by linking political performance of institutions to their stability this is a significant contribution to institutionalist research in social science. This book is an excellent resource for students and scholars of the European Union, Political Science, International Relations, Public Policy and Public Finance.
