Book excerpt: "This publication contains the main report of a study championing the case for increased public support to agricultural and food security in sub-Saharan Africa (SSA). It advances four main reasons why agriculture in SSA deserves more public support. The first is a moral imperative: SSA governments cannot and should not ignore a sector on which about 70 percent of their population directly depend for their livelihoods if they are serious about their commitment to MDG1. Second, in spite of its generally poor performance, SSA countries do not have any realistic strategic option that they can rely upon for achieving sustainable economic development other than agriculture. Third, there is evidence from a number of SSA countries that appropriate policies and direct public sector investment have combined to trigger agriculture sector-led economic growth. This publication argues for countries to build on their success stories and for others to explore such opportunities, taking into account their specific environmental, economic and social conditions. Fourth, on average, agriculture in SSA has generally performed better than most other sectors, except in countries endowed with mineral resources."--Publisher's description.

Book excerpt: In the first decade of the twenty-first century, countries within Sub-Saharan Africa reached milestones that seemed impossible only ten years ago: macroeconomic stability, sustained economic growth, and improved governance. Continuing this pattern of success will require enhancing the region’s agricultural sector, in which a large proportion of poor people make a living. The authors of Strategies and Priorities for African Agriculture: Economywide Perspectives from Country Studies argue that, although the diversity of the region makes generalization difficult, increasing staple-crop production is more likely to reduce poverty than increasing export-crop production. This conclusion is based on case studies of ten low-income African countries that reflect varying levels of resource endowments and development stages. The authors also recommend increased, more efficient public investment in agriculture and agricultural markets and propose new directions for future research. The last ten years have been an encouraging time for one of the world’s poorest regions; this book offers an analysis of how recent, promising trends can be sustained into the future.

The lack of food and the degradation of agricultural land have forced policymakers to reassess agricultural strategies for the region. This paper provides such a reassessment by identifying policies and investments that have worked and those that have not. The author sets out the common elements required for agricultural and rural development throughout the region. The strategy presented in this paper comprises elements from several development sectors, including transport, water supply, education, finance, and the environment. The author makes five broad recommendations to promote Region: adoption of policies to promote private sector farming and agricultural marketing, processing, and credit development and distribution of new technologies inclusion of farmers in decisions affecting their livelihood development of infrastructure and social programs in support of agriculture improved management of natural resources Projections of the likely effects of the proposed policies and investments are included. Tables throughout the text present statistics on agricultural growth rates, commodity prices, and deforestation in the region. An annex contains more general tables, with information on population growth and fertility rates, land use, agricultural exports, and droughts. Book excerpt: Changes in the global environment have led some to question whether the conventional wisdom on the role of agriculture in economic development is still relevant to Africa today. This report critically examines the literature on this issue, taking both the conventional and skeptical views into account. It complements this review with case studies of five African countries. The findings indicate that agricultural growth will play an essential role in promoting overall economic growth and reducing poverty in most of Africa's agrarian-based economies. This holds true even for countries that have the potential for industrial growth driven by natural resources. The results also show that only smallholder food-staple and livestock production can generate broadbased agricultural growth. By demonstrating that Africa's agricultural and food subsector cannot be bypassed, this report contributes to an important ongoing debate in development studies.

Book excerpt: This study assesses the development effectiveness of World Bank assistance in addressing constraints to agricultural development in Africa over the period of fiscal years 1991-2006. This IEG review of World Bank assistance to agriculture in Africa has a twofold purpose. First, it is a pilot for the proposed IEG study on Bank-wide assistance in agriculture scheduled for fiscal 2009. Second, the review provides timely insight into specific issues relevant to the Bank's renewed focus on agriculture in Africa, especially as expressed in the Africa Action Plan. The central finding of the study is that the agriculture sector has been neglected both by governments and the donor community, including the World Bank. In order to effectively support the implementation of the Africa Action Plan and its appropriate focus on agricultural development as a key priority, the study has three recommendations for the Bank. First, it should focus attention on achieving improvements in agricultural productivity. Second, it should increase the quantity and quality of analytical work and ensure that policy advice and lending are grounded in its findings, and rebuild its technical skills. Third, it should establish clear benchmarks for measuring progress.
