Book excerpt: This paper uses panel data on 46 African countries from 2001 to 2014 to estimate the impacts of the Comprehensive Africa Agriculture Development Programme (CAADP), an agriculture-led integrated framework of development priorities in Africa, on agricultural expenditure and productivity, income, and nutrition. A difference-in-difference treatment-effects model (based on when a CAADP compact is signed and the level of CAADP implementation reached) and different estimation methods and model specifications are used. The results show that CAADP has had a positive impact on agricultural value-added and land and labor productivity. The impact on agriculture expenditure is generally negative, suggesting that there is a substitution effect between the government’s own funding and external sources of funding for the sector. The estimated impact on income and nutrition is generally insignificant. There are some puzzling results from the interaction between specific period of compact signing and level of implementation reached. Implications for maintaining the positive impacts, as well as for further research to understand the puzzling results, are discussed.

Book excerpt: It is widely agreed that reducing poverty in Africa south of the Sahara (SSA) depends largely on stimulating growth in agriculture. To this end, heads of state in Africa rallied to form the pan-African Comprehensive African Agriculture Development Programme (CAADP) with the goal of raising investments and improving strategy implementation. However, while implementing an agricultural agenda under the CAADP framework, more and more countries have realized that increasing public investment in agriculture alone is not enough. Policy can play an important role not only to make public investment more efficient, but also is crucial for incentivizing private sector and farmer investment in agriculture. Against this backdrop this paper takes stock of current agricultural policies in SSA with a view to identifying policies that are working as well as areas for improvement. The paper examines policies to encourage the adoption of agricultural inputs, initiate greater private-sector investment in agriculture and agro-industries, and manage price volatility while encouraging openness. The paper further reviews successful land tenure policies and property rights systems, reviews the evidence on the synergies between agriculture and nutrition, and examines how CAADP is laying the institutional architecture for improved policy formulation in Africa. In general, the paper finds that although substantial progress has been made, there is considerable scope for improvement. This is not surprising given the relatively primitive and deeply rooted nature of smallholder farming in Africa. Evidence synthesized in the paper supports the view that most policies cannot be implemented in isolation. Rather, policies tend to be most effective when implemented along with complementary policies and public investments.

Book excerpt: The main purpose of this study is to assess the contribution of agricultural investment to the achievement of Côte d'Ivoire's development objectives. More specifically, it aims to analyze the extent to which the implementation of the National Agricultural Investment Programme can contribute to the achievement of the objectives and targets of the Comprehensive Africa Agriculture Development Program (CAADP), the United Nations’ Sustainable Development Goals (SDGs) and the African Union's Agenda 2063. The methodological used combines a computable general equilibrium (CGE) model and a microsimulation model to assess the impact of agricultural investment options on different outcomes related to the different agendas above. The simulation results indicate that the implementation of the NAIP would enable Côte d'Ivoire to make significant progress and achieve some of the CAADP, SDGs and the African union’s 2063 Agenda’s targets. Thus, the country could achieve investment targets by slightly exceeding the 10% share of public expenditure in total government expenditure and a significant increase in private investment in agriculture. This progress in terms of investment could result in an acceleration of agricultural growth so that Côte d'Ivoire's agricultural GDP would increase at a growth rate above the target of 6% per year. It would also make it possible to achieve several SDGs by 2030, as well as certain targets of the African Union's Agenda 2063. However, despite progress in terms of productivity in some segments of the agricultural value chain, the fight against poverty will remain a major challenge that the country will not be able to meet.

Yet little research has focused in developing countries on how various actors and players in a policy system work together to achieve a set of policy goals. In this paper, we study the factors contributing to the effectiveness of a policy system. The process of policy design, adoption, implementation, and refinement requires an effective policy system as well as a capacitated and supportive institutional structure. External actors both through technical and financial assistance often support policy systems in developing countries. Poor coordination and harmonization of such assistance among various actors and players within the country can often result in undermining the very policy systems they try to strengthen. This is typical in the African agricultural development process. In this paper, we develop a conceptual framework for understanding the policy and institutional architecture of food and agriculture policy system and for improving the coordination and harmonization of the roles of policy actors and players. Applying the framework to Ghana, we map and analyze the organizational contributions of various actors and their functional characteristics. We show how such analysis can aid various policy actors in setting priorities and strategies for increasing their capacity and the effectiveness of their roles. Finally, we draw lessons for strengthening the food policy systems in developing countries through effective coordination among local and external actors.

Book excerpt: The African agricultural and food market is expanding quickly as indicated by World Bank projections that show that the value of Africa’s agriculture and agribusiness industry is expected to more than triple to reach USD 1 trillion by 2030, compared to 2010 (World Bank, 2013). This provides an opportunity to not only boost trade in food and non-food agricultural commodities and services within the continent but also enhance food security in Africa. Regional integration is also gaining momentum as evidenced by progress in the creation of customs unions and the initial steps in setting up a common external tariff at the regional level in a number of regional economic communities (RECs) such as the East African Community (EAC) and the Economic Community of West African States (ECOWAS). The establishment of the African Continental Free Trade Area (AfCFTA) further reinforces the gains achieved in regional integration and opens new market opportunities for farmers and other economic operators.It has been shown that the export of higher value-added products made in Africa is greater in regional markets than in external markets outside Africa, which are typically dominated by raw material exports. However, more than a decade after the adoption of the Comprehensive Africa Agriculture Development Programme (CAADP) in Maputo in 2003 by the New Partnership for Africa’s Development (NEPAD) in response to the stagnation of African agriculture, Africa continues to remain a marginal player, accounting for only 2.7 percent of world trade in goods and 5 percent of world agricultural trade (Bouët and Odjo, 2019).These figures are likely to trend downwards significantly in the near term due to the economic shock caused by the onset of the COVID-19 pandemic in 2020. The continent currently depends to a significant degree on extra-African sources for imports of food and agricultural products. The share of intra-African agricultural trade has been consistently below 20 percent in recent decades (Bouët and Odjo, 2019; AGRA, 2019). Comparable figures for intraregional agricultural trade are higher for Asia and Europe (more than 60 percent).

Book excerpt: To improve the quality of data and reporting for the fourth cycle of the Comprehensive Africa Agriculture Development Programme (CAADP) Biennial Review (BR),1 the African Union (AU) conducted a critical analysis of the process, data, and reporting associated with the third BR. Improving the quality of the BR data will increase the reliability of policy implications derived from rigorous analysis of the data, which may in turn encourage policymakers to implement the resulting recommendations to accelerate agricultural transformation and achieve the goals and targets of the Malabo Declaration. This note summarizes the critical analysis conducted by the technical working group for Theme 2 (TWG2) on enhancing investment finance in agriculture.2 The analysis is based on review of the BR technical documents, evaluation of the processes for data collection and management, and a check of data consistency, including analysis of outliers, illogical or implausible values, and discrepancies with other publicly available datasets. Preliminary findings of the analysis were discussed at several meetings with stakeholders interested in the theme. The results and recommendations were presented at a general meeting organized by the AU with all the TWGs and stakeholders on August 1–5, 2022, in Yaoundé, Cameroon. This note will be useful for the AU and its technical partners for developing standards and guidelines for conducting uniform critical analyses across the various BR technical working groups.
