Bergquist draws on thirty years of experience in both traditional and nontraditional colleges and universities to take a provocative look at the often tense interplay between the objectives of quality and access in American higher education. Quality without access, Bergquist argues, is untenable in light of today's diverse student populations, just as access without quality is sham education. Bergquist begins by showing how traditional definitions of quality, which tend to reflect the world of four-year residential colleges and universities, fail to embrace the realities of today's commuter students, returning adults, and multicultural populations. Using the example of a hypothetical collegiate institution, Bergquist reveals the pressures that can build up in traditional academic settings when quality and access are in conflict with each another. He then redefines quality in light of the need for access and points to the experience of nontraditional institutions to demonstrate how quality and access can be equal and achievable objectives in today's postsecondary environment. Achieving access with quality, Bergquist notes, will require changes not only within academic institutions, but also in assessment and accreditation policies and practices. He proposes new methods of assessing and determining quality, sets out quality-management procedures for ensuring ongoing commitment to access with quality, and concludes with advice to institutional leaders for promoting these dual and essential objectives.

They represent almost 40% of all primary school-aged children. This situation has come to be called the global learning crisis and it is one of the most critical challenges facing the world today. Work to address this situation depends on how it is understood. Typically, the global learning crisis and efforts to improve primary education are defined in relation to two terms: access and quality. This book is focused on the connection between them. Through a mixed-methods case study, it provides detailed, contextualized analysis of Ugandan primary education. As one of the first countries in Sub-Saharan Africa to enact dramatic and far-reaching primary education policy, Uganda serves as a compelling case study. With both quantitative and qualitative data from over 400 Ugandan schools and communities, the book analyzes grade repetition, private primary schools, and school fees, viewing each issue as an illustration of the connection between access to education and education quality. This analysis finds evidence of a positive association, challenging a key assumption that there is a trade-off or disconnect between efforts to improve access to education and efforts to improve education quality. Embracing the complexity of education systems, and focusing on dynamics where improvements in access and quality can be mutually reinforcing, can be a new approach for improving basic education in different contexts around the world.

Although it is a national program, it adjusts payments to hospitals and health care practitioners according to the geographic location in which they provide service, acknowledging that the cost of doing business varies around the country. Under the adjustment systems, payments in high-cost areas are increased relative to the national average, and payments in low-cost areas are reduced. In July 2010, the Department of Health and Human Services, which oversees Medicare, commissioned the IOM to conduct a two-part study to recommend corrections of inaccuracies and inequities in geographic adjustments to Medicare payments. The first report examined the data sources and methods used to adjust payments, and recommended a number of changes. Geographic Adjustment in Medicare Payment - Phase II:Implications for Access, Quality, and Efficiency applies the first report's recommendations in order to determine their potential effect on Medicare payments to hospitals and clinical practitioners. This report also offers recommendations to improve access to efficient and appropriate levels of care.
