Book excerpt: By Terry Eastwood This book reports the findings of a research project on the means of protecting the integrity of active and semi-active electronic records. The project, which is commonly referred to as "the UBC Project," was conceived by two of the authors of this book, Luciana Duranti and Terry Eastwood, and conducted between 1994 and 1997. The third author, Heather MacNeil, who worked formally as the principal research assistant on the project, acted as an equal in the research and in the writing of this book. The project investigated a number of fundamental questions that have arisen over the past decade as a consequence of the rapid development and use of computer technology for the creation, maintenance, and preservation of recorded information. One of the first comprehensive studies of the issues associated with the management of electronic records was conducted by the United Nations. The study, commonly known as the ACCIS report, aimed to "develop guidelines for implementation of electronic archives and records management programmes for use by United Nations organizations, taking into account traditional archives and records management practices. " The report of the study of electronic records in eighteen United Nations organizations identified a number of enduring issues. It recognized that the United Nations had to "distinguish between record and non-record material. "l It recognized the problem of ensuring the authenticity of records, which, rather narrowly, it construed as "assuring legality.

In 1998, the National Archives and Record Administration (NARA) launched its Electronic Archives (ERA) program to create a system to preserve and provide access to federal electronic records. To assist in this project, NARA asked the NRC to conduct a two-phase study to provide advice as it develops the ERA program. The first two reports (phase one) provided recommendations on design, engineering, and related issues facing the program. This report (phase two) focuses on longer term, more strategic issues including technology trends that will shape the ERA system, archival processes of the ERA, and future evolution of the system. It also provides an assessment of technical and design issues associated with record integrity and authenticity.

Libraries are rearranging budgets and raising funds for digital image conversion. They must take steps to ensure long-term access to digital image files. The proposed context for preservation action, or conditions that need to exist as steps are taken, puts a premium on the library's sense of itself as custodian of materials with social value, an organizational structure that allocates resources to preservation, and cooperative effort among institutions. Preservation action should ultimately place priority on the longevity, choice or selectivity, quality, integrity, and accessibility of the images. NARA plans to commence the initial procurement for a production-quality ERA in 2003 and has started a process of defining the desired capabilities and requirements for the system. As part of its preparations for an initial ERA procurement, NARA asked the National Academies' Computer Science and Telecommunications Board (CSTB) to provide independent technical advice on the design of an electronic records archive, including an assessment of how work sponsored by NARA at the San Diego Supercomputer Center (SDSC) helps inform the ERA design and what key issues should be considered in ERA's design and operation."Building an Electronic Records Archie at the National Archives and Records Administration" provides preliminary feedback to NARA on lessons it should take from the SDSC work and identifies key ERA design issues that should be addressed as the ERA procurement process proceeds in 2003.
