Book excerpt: This is the Commitee's scrutiny of the draft Apprenticeships Bill which was published on 16 July 2008. While putting much of the current arrangements for apprenticeships onto a statutory basis, the draft Bill provides greater flexibility to allow employers to design and bring forward for approval their own apprenticeship frameworks. The extent of this flexibility was not clear as a key document, the specification of apprenticeship standards, which will determine the core components of frameworks was not published with the draft Bill. Nor did the Government set out in detail how the National Apprenticeship Service would be resourced or organised, or how the legislation would apply in Wales. These as key omissions impeded the scrutiny process. With this in mind it was concluded that in general the legislation is justified because it has the potential to strengthen the structure for apprenticeshipsin England. However there was a major concern of volume at the expense of quality.The Government must ensure that the draft Bill is re-written to promote, monitor and report on the quality of apprenticeships. Without provisions underpinning quality, the legislation risks the devaluation of apprenticeships, and employers, parents and young people as well as adults will cease to see apprenticeships as a progressive route through to a future career.

Not all young people thrive in a school or college environment: some find the world of work more stimulating and a better place to learn. The Committee welcomes much of the Government's policy in seeking to raise the standards of apprenticeships, including some of the measures contained within the Draft Apprenticeships Bill. They are not convinced, however, that legislation is strictly necessary to achieve this. The real bite in the Draft Bill lies in the duty to be placed on the Learning and Skills Council (and, in due course, successor bodies), to secure the availability of apprenticeship places for anyone above compulsory school age but under 19, and who holds the necessary entry level requirements. Given the economic downturn, they have grave doubts about whether such a statutory duty can be met. Even if it can, it is feared that the pressure of that duty could lead to the quality of apprenticeships being compromised. The Government's aspiration for a greater supply of apprenticeships and greater diversity of entry to apprenticeships is very much dependent for success on the ability of the public sector to take up the apprenticeship challenge. The Committee also strongly supports group apprenticeship schemes, in which an organisation would have links to smaller firms which, singly, would find it difficult to offer the breadth of experience or continuity of work required for an apprenticeship. Concerns about the impact of the challenging economic circumstances extend beyond apprenticeships. The Government plans to introduce legislation in the 2008-09 Parliamentary Session to transfer responsibility for funding and delivering education and training for 16 to 18-year-olds from the Learning and Skills Council to local authorities. This will be a dramatic change and, caution is strongly urged

The Commission made the following recommendations, including: that the adult minimum wage rate should increase from £5.73 to £5.80 in October 2009; that youth development should increase from £4.77 to £4.83 and the rate for 16-17 year olds from £3.53 to £3.57 from October 2009. Also, that 21 year olds should be entitled to the adult rate of the National Minimum Wage and that a minimum wage for apprentices should be introduced under the National Minimum Wage.

Book excerpt: In its report examining the impact of Lord Leitch's 2006 review of skills ("Prosperity for all in the global economy - world class skills", 2006, ISBN 9780118404860), the Innovation, Universities, Science and Skills Committee says the Government must place re-skilling at the heart of its skills policy in order to meet the challenges of recession and redundancies. Re-skilling rather than up-skilling should be the priority as redundancies force people to move to other sectors. Government focus should be on tackling skills shortages and approaching skills as part of wider national economic development planning. The Committee recommends that more flexibility is built into training support to ensure skills development meets current and future demand. The abolition of the Learning and Skills Council and the creation of a new Skills Funding Agency for post-19 training could add to existing confusion about training and skills provision. The system must be simplified and the Government should quickly provide clarity on the roles of the different organisations and ensure the system can be understood by its users. It is essential that the Government's Train to Gain programme is made flexible enough to deal with rapid adjustments for unemployed people who need quick re-training. Aspects of Train to Gain are currently failing to satisfy different demands and unless the programme is radically re-focused one of Leitch's central reform planks will be lost. The sustainability of co-funded higher education courses is a concern and the Committee warns that the current economic downturn may affect the willingness of employers to meet the required level of investment.

Whilst some progress has been made towards developing a strategy for 16-24 year olds, the Committee urges the Government to move more quickly to establish a seamless, overarching strategy for this age group. Young people make progress at different rates and many require tailored provision well beyond the age of 18. The Committee recommends extending current policies to a wider range of young people. In the Netherlands, the equivalent of the Jobseeker's Allowance is dependent on compulsory participation in education, employment or training. This may be the way forward for the UK. Many young people looking for work or training need better access to advice on claiming benefits, housing support, or health matters. Providing all these services in a 'one-stop shop' could well meet this need and prove more cost-effective. The Committee was deeply impressed by the work done by some local authorities to increase participation rates among 16-18 year olds. However, existing rewards and incentives offered by the Government are not sufficient to drive widespread improvement. The Government should consider strengthening the incentives offered to local authorities who are successful in raising rates of participation

The Committee also states it is particularly concerned about the quality of evidence demonstrating cost-effectiveness of different programmes and further recommends that the Government reviews its guidelines on RCT design; it says even Wikipedia is more thorough and informative. The Committee also concludes, that: the Government's focus on early literacy interventions and phonics-based teaching is based on the best available evidence; the use of Reading Recovery is based on a lower quality of evidence than the Committee is comfortable with and that the decision to introduce Reading Recovery nationally is not evidence based. The Committee further expressed alarm that there was a complete lack of randomised controlled trials using standardised test scores for the Reading Recovery programme in the UK school system, before national implementation of the programme.

The Committee also says that the culture at the top of the sector should change. The Committee found defensive complacency in the leadership of the sector and no appetite to explore key issues such as the reasons for proportional increase in first and upper second class honours degrees in the past 15 years. Support for and treatment of part-time and mature students should be improved - the current system amounts to a form of discrimination. The Government's forthcoming review of fees needs to examine all aspects of support for these students. The report also says: further education colleges should play a larger role in the development of higher education; the Government should help create a credit transfer system which will allow credit earned in one institution to be transferred to another; schemes such as those run by Leeds University for students from disadvantaged backgrounds should be standard practice across the sector; there is a lack of consistency across the higher education sector and codes of practice applying to all institutions receiving public money should be introduced; elements of chance in the admissions process should be reduced so that students get a fairer deal on access to university.

The road to economic recovery will depend, in part, on exploitation of the UK's research base, which in turn requires efficient translation to generate returns on investments. Some areas of bioengineering, such as stem cells, have clearly benefited from strong Government leadership and support, backed up by generous levels of funding from both the public and private sectors. Others, such as genetically modified (GM) crops, are less well supported and funded. This is curious when GM crops are considered by the Government to be safe and offer potential benefits. GM crops are certainly the poor cousin in the bioengineering family, and we strongly urge the Government to signal its support for GM crops as well as improving the regulatory situation in Europe. Regulation of bioengineering is complex and researchers have found that regulations inhibit research and translation, either because of regulatory complexity (stem cells) or a flawed operation of the regulatory process (GM crops). There are good indications that the UK is learning from past experiences in bioengineering when handling new emerging technologies, such as synthetic biology. The Government and Research Councils have recognised the value of synthetic biology early, and are providing funding. The Committee is also concerned that while research is well funded there is not enough forethought about synthetic biology translation, for example developing DNA synthesis capability, which would provide the UK with an excellent opportunity to get ahead internationally. If this is not addressed, synthetic biology runs the risk of becoming yet another story of the UK failing to capitalise on a strong research base and falling behind internationally.
