This affects the competitiveness of the Indian manufacturing sector and has implications for government deficits. Excessive dependence on indirect taxes and subsidies to regulate markets introduces distortions and is incompatible with free market principles. The book analyses welfare implications of fiscal and trade policies for India. To put the results in perspective, developments in trade theory, public finance and Computable General Equilibrium (CGE) modelling are covered. Theoretical results are juxtaposed with empirical findings from these models. Methodology to construct CGE models is also covered. The trade model covers tariff cuts under various assumptions besides incorporating "new trade theory". On the one hand, the computable general equilibrium (CGE) analysis, a standard tool mostly used to quantify the impact of economic measures or changes in the structural data of the economy. On the other hand, the multiple criteria decision-making (MCDM) approach, an op- misation technique that deals with problems with more than one objective. Ty- cally, CGE is well suited for the analysis of the interactions of multiple agents from the point of view of a planner single objective. Combining this technique with the MCDM approach allows developing models in which we ?nd many interacting agents and a decision maker with several objectives. The contribution of this work is partly methodological and partly applied. It provides a framework for the analysis of this type of problems, as well as a series of applications in which the strength of the approach is made clear. The consideration of environmental problems, as a speci?c ?eld in which this technique of analysis can be used, is particularly well chosen. The environmental concern keeps growing steadily and has already become an issue in most of the standard economic decisions. It is therefore extremely important to ?nd systematic ways to introduce such a concern in the models with which we evaluate the impact of policy measures.

Some of its grounding assumptions are: all prices are fully flexible; an auctioneer appropriately manipulates all prices according to the law of supply and demand; every con sumer has only one budget constraint; all agents are perfectly informed; no actions are taken by agents before a vector of prices has been found such that all markets clear. Indeed, when all markets clear every agent can implement her/his chosen (opti mal) action and nobody is urged to change his/her decisions. Under these assumptions it is generally said that in a (one pe riod, competitive) general equilibrium model there is no place for money. The present monograph takes general equilibrium as the ba sis on which to build the model presented. But its first aim is to completely dispense with the Walrasian auctioneer by giving firms the task of choosing their output price~ period after period.
