Book excerpt: Colombia’s long path towards peace was heavily marked by the signing of a peace agreement in 2016 that was supposed to officially put an end to the longest-running conflict in modern Latin America. Nevertheless, even after more than four years since that historic milestone, violence continues to plague the country, endangering the transition towards a real transformation. Although the conflict’s origin is complex and multicausal, some of its root causes, such as socioeconomic inequality, limited political participation and the State’s absence in several regions, remain unsettled. Colombia faces a still tremendous challenge: the implementation of the peace accords – which independently of their actual fulfillment – rely on a broad reconciliation and consensus-seeking process. The European Trust Fund for Colombia (EUTF for Colombia) – established in December 2016 – embodies the EU’s aim to contribute to sustainable development in the long run. This premise builds the essence of the EU Development Policy. The following thesis attempts to examine the EU peacebuilding strategy in Colombia in the aftermath of the conflict. The main question guiding the research is: To what extent has the EUTF for Colombia contributed to the building of a just and sustainable peace in the country during the post-conflict era?

Book excerpt: Prefiguring Peace: Israeli-Palestinian Peacebuilding Partnerships, a longitudinal study of more than ten years (1993-2008), focuses on the major peacebuilding initiatives with an educational encounter-based approach in Israel and Palestine. It examines how non-governmental peacebuilding initiatives adapt to radically changing environments, the challenges they face, and why some are able to adapt and survive while others do not. Michelle I. Gawerc explores two aspects of adaptation--the ability to maintain resources and legitimacy with critical constituencies outside the organization, and the ability to continue to function effectively as an organization. Her study shows that when the environment became more tumultuous and hostile, the effectiveness and even survival of these organizations depended to a significant degree on their ability to manage the power asymmetry between the two sides and work as equally as possible. Indeed, it became critical for building and maintaining trust and respect in the partnership; for preserving legitimacy with one's partner; for maintaining staff and active participant commitment; for managing internal conflict; and even for managing resources. Organizations that failed to deal effectively with matters of equality, and the needs and desires of both sides, ended up struggling to maintain commitment or were doused in conflict that could have been tempered if they strived for more equality. Encompassing various fields, this research contributes to the broad fields of peace and conflict resolution, social movements, and organizational studies. It offers critical insight into how organizations adapt to sudden and drastic changes: what is problematic, what is possible, and what allows some groups to survive while others do not. In addition, it has great import for building sustainable coalitions across inequality, asymmetry, and difference.

Over the past twenty years, the majority of peace operations have been deployed on this continent, most of them established by the UN Security Council, sometimes in cooperation with the African Union and other African regional organizations, with contributions from the European Union and NATO. In some cases, the African Union has invoked its ‘primary responsibility for promoting peace, security and stability in Africa’, thus questioning the legal partnership between UN and regional organizations provided for in Chapter VIII of the UN Charter. The peace operations deployed in Africa have sometimes received a very robust mandate, which also includes the use of force and the protection of civilians’ human rights. The implementation of this broad mandate, which goes well beyond the traditional ‘peacekeeping approach’, requires considerable human and economic resources. Moreover, it raises several issues of concern with regard to the impact on the economic and political systems of the states in which the operations are deployed and, more generally, on the exercise of sovereignty over their territorial communities by these states. Offering an update for lawyers in practice and in academia interested in the field of international law, the book also contributes to the theoretical studies concerning the activities of international organizations, focusing on one of the most challenging issues to emerge in recent times.
