Book excerpt: An insider's account of America's ineffectual approach to some of the hardest defense and intelligence issues in the three decades since the Cold War ended. Insanity can be defined as doing the same thing over and over again but expecting a different result. As a nation, America has cycled through the same defense and intelligence issues since the end of the Cold War. In Insanity Defense, Congresswoman Jane Harman chronicles how four administrations have failed to confront some of the toughest national security policy issues and suggests achievable fixes that can move us toward a safer future. The reasons for these inadequacies are varied and complex, in some cases going back generations. American leaders didn’t realize soon enough that the institutions and habits formed during the Cold War were no longer effective in an increasingly multi-power world transformed by digital technology and riven by ethno-sectarian conflict. Nations freed from the fear of the Soviets no longer deferred to America as before. Yet the United States settled into a comfortable, at times arrogant, position as the lone superpower. At the same time our governing institutions, which had stayed resilient, however imperfectly, through multiple crises, began their own unraveling. Congresswoman Harman was there—as witness, legislator, exhorter, enabler, dissident and, eventually, outside advisor and commentator. Insanity Defense is an insider’s account of decades of American national security—of its failures and omissions—and a roadmap to making significant progress on solving these perennially difficult issues.

Available in PDF, EPUB and Kindle. Book excerpt: Whether it's guns and ammunition or multidimensional anti-terrorism systems, the defense industry is dynamic, complex, and ubiquitous. It is also mysterious, powerful, and controversial, involving thousands of players worldwide—from suppliers and producers to government and military procurers to shadowy figures that trade in the black market. This comprehensive, two-volume reference will explore, on a global scale, the various issues, concepts, problems, and controversies surrounding the rise of the modern defense industry. Unparalleled in its scope and insight, The Modern Defense Industry will prove invaluable to the industry's critics and champions alike. The phenomenon of a more-or-less permanent defense industry—especially one so wide in scale, breadth (air, sea, land, and space), technology, and geography—is still relatively new. Until now, its implications for politics, economics, and technology have not been adequately discussed in an authoritative, accessible format for scholars and researchers, business people, journalists, policymakers, and interested laymen. The Modern Defense Industry addresses the period from 1945 to the present, covering the United States, Europe, Russia, China, Israel, and other important arms-producing and arms-procuring countries. Including essays by experts from around the world, a glossary, data on firms and governments, laws and policies, primary documents, case studies, and a host of other elements, this set will be a unique resource for anyone interested in the arms industry. It will also offer penetrating insights into topics like international relations and diplomacy, arms proliferation, and contemporary politics. Volume I comprises chapters by experts in the field on topics like the relationship between the industry, military, and government; how new modes of warfare are changing the industry; the implications of globalization on the industry; the black and gray areas of the arms trade; and much more. Volume II features an extensive A-Z glossary of terms, lists of defense firms and government agencies, annotated primary documents, lists of leading defense contractors and key weapons systems, an analysis of key legislation, and professional organizations. The Modern Defense Industry sets the standard for state of the art overviews of an industry that has, for better or worse, come to infuse nearly every aspect of world affairs in the early twenty-first century.

Book excerpt: In this damning expose, a veteran senate defense advisor argues that since Sept 11, 2001, the conduct of the U.S. Congress has sunk to new depths and endangered the nation's security. Winslow Wheeler draws on three decades of work with four prominent senators to tell in lively detail how members of Congress divert money from essential war-fighting accounts to pay for pork in their home states, cook the budget books to pursue personal agendas, and run for cover when confronted with tough defense issues. With meticulous documentation to support his claims, he contends that this behavior is not confined to one party or one political philosophy. He further contends that senators who sell themselves as reformers and journalists covering Capitol Hill are simply not doing their jobs. Pork is far from a new phenomenon in Washington, yet most Americans fail to understand its serious consequences. Wheeler knows the harm it does and challenges citizens to take action against lawmakers pretending to serve the public trust while sending home the bacon. Dubbed a "Hill Deep Throat" who participated in the game he now criticizes, he fills his book with evidence of Congressional wrongdoing, naming names and citing specific examples. Pointing to the extremes that have become routine in the legislative process, he focuses on defense appropriations and Congress's willingness to load down defense bills with pork, in some cases with the Pentagon's help. On the question of deciding war, he accuses today's members of Congress of lacking the character of their predecessors, often positioning themselves on both sides of the question of war against Iraq without probing the administration's justifications. Wheeler concludes with a model for reform that he calls twelve not-so-easy steps to a sober Congress.

Book excerpt: It is still easy to underestimate how much the collapse of the Soviet Union and the end of the Cold War?--and then the terrorist attacks of September 11, 2001?--transformed the task of American foreign and defense policymaking. In place of predictability (if a sometimes terrifying predictability), the world is now very unpredictable. In place of a single overriding threat and benchmark by which all else could be measured, a number of possible threats have arisen, not all of them states. In place of force-on-force engagements, U.S. defense planners have to assume "asymmetric" threats?--ways not to defeat U.S. power but to render it irrelevant. This book frames the challenges for defense policy that the transformed world engenders, and it sketches new tools for dealing with those challenges?--from new techniques in modeling and gaming, to planning based on capabilities rather than threats, to personnel planning and making use of "best practices" from the private sector.

Book excerpt: It is not yet 60 years since the first artificial satellite was placed into Earth orbit. In just over a half century, mankind has gone from no presence in outer space to a condition of high dependence on orbiting satellites. These sensors, receivers, transmitters, and other such devices, as well as the satellites that carry them, are components of complex space systems that include terrestrial elements, electronic links between and among components, organizations to provide the management, care and feeding, and launch systems that put satellites into orbit. In many instances, these space systems connect with and otherwise interact with terrestrial systems; for example, a very long list of Earth-based systems cannot function properly without information from the Global Positioning System (GPS). Space systems are fundamental to the information business, and the modern world is an information-driven one. In addition to navigation (and associated timing), space systems provide communications and imagery and other Earth-sensing functions. Among these systems are many that support military, intelligence, and other national security functions of the United States and many other nations. Some of these are unique government, national security systems; however, functions to support national security are also provided by commercial and civil-government space systems.
The importance of space systems to the United States and its allies and potential adversaries raises major policy issues. National Security Space Defense and Protection reviews the range of options available to address threats to space systems, in terms of deterring hostile actions, defeating hostile actions, and surviving hostile actions, and assesses potential strategies and plans to counter such threats. This report recommends architectures, capabilities, and courses of action to address such threats and actions to address affordability, technology risk, and other potential barriers or limiting factors in implementing such courses of action.

Available in PDF, EPUB and Kindle. Book excerpt: Defense forces have always invested a great deal of their resources in training. In recent times, changes in the complexity and intensity of operations have reaffirmed the importance of ensuring that warfighters are adequately prepared for the environments in which they are required to work. The emergence of new operational drivers such as asymmetric threats, urban operations, joint and coalition operations and the widespread use of military communications and information technology networks has highlighted the importance of providing warfighters with the competencies required to act in a coordinated, adaptable fashion, and to make effective decisions in environments characterized by large amounts of sometimes ambiguous information. While investment in new technologies can make available new opportunities for action, it is only through effective training that personnel can be made ready to apply their tools in the most decisive and discriminating fashion. There are many factors which can have an impact on the efficacy of training and many issues to consider when designing and implementing training strategies. These issues are often complex and nuanced, and in order to grasp them fully a significant investment of time and energy is required. However, the requirement to respond quickly to ever-changing technology, a high operational tempo and minimal staffing may preclude many in today's defense forces from seeking out all such resources on their own. This edited collection provides brief, easy-to-understand summaries of the key issues in defense training and simulation, as well as guidance for further reading. It consists of a collection of short essays, each of which addresses a fundamental issue in defense training and simulation, and features an up-to-date reference list to enable the reader to undertake further investigation of the issues addressed. In essence, this book provides the optimum starting point, or first resource, for readers to come to terms with the important issues associated with defense training and simulation. The contributions are written by leading scholars from military research institutions in the US, UK, Canada, Australia and New Zealand, as well as selected researchers from academic and private sector research institutions.

The issue has turned out to be one of the most divisive of the past generation taking into account the Russian position and their threat or perceived threat and the technical difficulties of actually implementing any missile defence. The Bush Administration claims that for the first time an effective missile defence is technically possible and that the threat of weapons of mass destruction has spread to many nations and groups other that Russia. The two factors, according to them, make missile defence an urgent priority justifying the breaking of the widely-revered ABM Treaties. Their argument rests partially on a bet that the Russians have now fallen so far behind since the Yeltsin government took over that they cannot keep up technologically. Although terrorism groups will not be deterred by the missile defence being planned, countries like China, North Korea etc., might well be. This book frames the current debate and also presents the legal considerations for withdrawal from the ABM Treaties.

This first-of-its-kind volume sketches the diversity implicit in United States criminal law doctrine through its examination of a range of criminal laws pertaining to murder, sexual assault, drug offenses, the insanity defense, and more and the way in which different states deal with those issues. In addition to providing insights into the most widely invoked standards in criminal law, it raises awareness of the enormous discrepancies among the criminal laws of states, documenting them using dozens of visually coded maps that showcase geographic, political, and socioeconomic differences to explain patterns of agreement and disagreement. Mapping American Criminal Law: Variations Across the 50 States is for political scientists, criminologists, sociologists, legal scholars, policy advisors, legislators, lawyers, judges, and scholars and students of these fields. In addition, each chapter is highly accessible to laypersons and includes an explanation of the subject matter as well as explanations of the various approaches to criminal law taken by states.
