Book excerpt: Key messagesAs Nepal goes through a process of creating a new decentralized federal system of government, a CIFOR-ForestAction project used Participatory Prospective Analysis - a foresight method for co-elaborating future scenarios and developing strategies - to understand emerging issues and to bring the issues and scenarios to forest policy making at the provincial and federal levels.Forestry experts identified several external factors likely to impact the rights of community forest user groups under the new federal structure. These factors include national legal frameworks, macroeconomic policies, the emergence of new sub-national governments, and a changing political context. Experts also considered how the future of community forestry might be influenced by internal factors, such as the rules of community forest user groups, governance arrangements, strategies, plan implementation, conflict management systems, and relationships with local governments. To strengthen the rights of community forest user groups, experts recommended the following: the adoption of good governance principles in community forest user groups; networking and capacity building; a strengthening of relationships with local government and other stakeholders; the use of improved technology; forest-based enterprise development; and poverty reduction.Participatory Prospective Analysis was found to be a good methodological tool for effective planning, and participants thought it could improve local environmental planning. With some customization and contextual refinement, it can be adopted by community forestry groups, local government ward offices and municipalities to assist Nepal's forestry sector in its transition to a decentralized system.
Book Synopsis Ecuador and the CGIAR Centers by : Rafael Posada Torres
Download or read book Ecuador and the CGIAR Centers written by Rafael Posada Torres and published by . This book was released on 1986 with total page 94 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report begins with a review of the principal macroeconomic features affecting Ecuador's agricultural sector and of the institutional system for the generation and dissemination of agricultural technology. It presents an historical summary of the development of Ecuador's national agricultural research system, the Instituto Nacional de Investigaciones Agropecuarias (INIAP), which was created in 1959 and carried out more than 14,000 trials and delivered 98 varieties of various crops to farmers. The core of this report begins with a description of the existing constraints on better interaction between the national research system and the international centers. The report goes on to describe the major types of interactions that have taken place in Ecuador, which include the exchange of genetic material; the exchange of information; personnel training; advisory assistance by scientific personnel; and equipment and financing. A product-by-product analysis of the relationships between the national program and the corresponding international centers focuses on potatoes, wheat, rice, maize, beans and other legumes, pastures and livestock, sorghum and other oil crops and cassava.
Book Synopsis Burkina Faso and the CGIAR Centers by : Ibrahim Firmin Ouali
Download or read book Burkina Faso and the CGIAR Centers written by Ibrahim Firmin Ouali and published by . This book was released on 1987 with total page 138 pages. Available in PDF, EPUB and Kindle. Book excerpt: Burkina Faso is a country with all the characteristics of underdevelopment. Agriculture is the main activity of 95 percent of the population. The country's economy is predominantly free enterprise. Since February 1985, Burkina Faso has been evolving a national program for agricultural and zootechnical research and has become involved in bilateral and multilateral cooperation. In particular, it has collaborated with the institutes of the CGIAR, but within a new framework reinforcing the capacities for managing the research activities of the national agricultural research system (NARS). Until recently, the NARS has been managed by bilateral and, to a certain extent, multilateral scientific cooperation. Chapter 2 describes the structure of research and chapter 3 outlines the impact the CGIAR centers have had on that structure. It is shown that there is no objective national program of agricultural research in Burkina Faso; those research activities which are being pursued in the country are most often associated with "development projects" supported from abroad. The results of this research have been adopted by the rural community.

Book Synopsis Syria and the CGIAR Centers by : Hisham El-Akhrass
Download or read book Syria and the CGIAR Centers written by Hisham El-Akhrass and published by . This book was released on 1986 with total page 70 pages. Available in PDF, EPUB and Kindle. Book excerpt: The agricultural research system in Syria is composed of several agencies with no coordination between them. Two directorates of the Ministry of Agriculture and Agrarian Reform (MAAR), the Scientific Agricultural Research Directorate (SARD) and the Soils Directorate (SD) conduct most of the research work. Other research bodies focus on commodities. For the International Center for the Improvement of Maize and Wheat (CIMMYT), these activities include the utilization of germplasm for wheat and maize cultivation as well as the annual provision of training opportunities. The strategy of the International Center for Agricultural Research in the Dry Areas (ICARDA) has followed two directions: first, it has emphasized the building up of Syria's research capacity; and second, it has stressed the importance of increasing the productivity of dry-farming crops, especially barley and chickpea. A collaborative Research and Training Program, agreed upon by MAAR and ICARDA, has been the vehicle used to implement ICARDA's strategy. Under the program, new varieties of wheat, barley and chickpea have been developed; some of them have been prematurely released and need further verification. Research on farm practices is promising, but understandably more time is needed for concrete results.
Book Synopsis Analyzing the investment effects of forest rights devolution in Nepal’s community-managed forest enterprises by : Adhikary, A.
Download or read book Analyzing the investment effects of forest rights devolution in Nepal’s community-managed forest enterprises written by Adhikary, A. and published by CIFOR. This book was released on 2019-11-22 with total page 44 pages. Available in PDF, EPUB and Kindle. Book excerpt: Forest rights devolution in Nepal from the late 1980s created different types of community-based forest management institutions, in particular community forestry user groups. Effective forest regeneration led to a new focus on entrepreneurial opportunities for improving livelihoods and social equity, resulting in considerable if unstable enterprise growth. Employing the concept of enabling and asset investments, the study examines how user groups have established and managed forest-based enterprises, taking account of regulatory and non-regulatory factors. The study is based on primary data from interviews with 12 community-managed forest enterprises as well as secondary data from the published, government and grey literature. In light of the high export demand for non-timber forest products from India and elsewhere, there has been gradual policy support for enterprise development from the government. Enabling investments by the government, donors and non-governmental organizations have built momentum and contributed to success. Forest-based enterprises have the potential to change the face of Nepal’s rural economy. However, complex and poorly harmonized regulatory requirements have kept many community-managed forest enterprises in a state of informality and unable to attract asset investment. An emerging second generation of community-managed forest enterprises can benefit from reductions in regulatory burdens and attract asset investments capable of overcoming current obstacles to growth.
Book Synopsis The context of REDD+ in Nepal: Drivers, agents and institutions by : Naya S. Paudel
Download or read book The context of REDD+ in Nepal: Drivers, agents and institutions written by Naya S. Paudel and published by CIFOR. This book was released on 2013-01-23 with total page 44 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report provides an overview of Nepals initiatives on readiness for Reducing Emissions from Deforestation and forest Degradation (REDD+). It presents the status of forest cover change; identifies the drivers of deforestation, institutional and distributional factors in the country; analyses the political economy of land use change; revisits the REDD+ process; and assesses prospects for effective, efficient and equitable outcomes of the same. Nepal has a high rate of deforestation and forest degradation, though there exists no robust, comprehensive orupdated information to show the precise rate. Multiple driverssuch as high dependency on forests, over harvesting, weak governance, landlessness and high opportunity costs for agricultural expansioncontribute to deforestation. The governments capacity to monitor and address these drivers and underlying causes appears inadequate. Forest officials, civil society organisations and donors exhibit strong enthusiasm for and active involvement in REDD+. Over half a dozen diverse REDD+ readiness initiatives are being implemented by the government and non-state actors. REDD+ implementation has adopted a participatory and multi-stakeholder process usually involving government agencies, civil society organisations and development partners. However, this process is largely detached from the complex dynamics of deforestation and appears to be limited to technical, administrative and peripheral issues. The core issues of forest tenure security and governance reform have not received adequate attention. A robust policy, legal and institutional foundation for community forestry and well-functioning community institutions provide a strong foundation for REDD implementation in Nepal. However, there are enormous challenges from the larger political and socio-economic context, the paucity and diversity of institutional arrangements and the unique nature and distribution of forest types.

Book Synopsis Agricultural Transformation in Nepal by : Ganesh Thapa
Download or read book Agricultural Transformation in Nepal written by Ganesh Thapa and published by Springer Nature. This book was released on 2019-11-25 with total page 652 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book addresses some key strategic questions related to agriculture in the context of major contemporary developments and emerging challenges in Nepal such as the changing role of agriculture with economic growth, structural transformation in reducing poverty, improving nutritional outcomes, and addressing the challenges of climate change. The book also suggests policy measures to improve the delivery of critical inputs and services and ensure the participation of marginal and smallholders in high-value chains. Further, it discusses how the new federal system and governance structure will affect the delivery of agricultural technology and services. The book is divided into five parts. Part I discusses macro-issues in the agriculture sector, while Part II focuses on agricultural productivity growth and its main drivers. The third part explores diversification in the agricultural and non-agricultural sectors by farmers and other rural people for livelihood improvement, while the fourth part deals with agricultural trade and marketing issues, highlighting policy implications and recommendations in the areas of immediate focus and further research. Lastly, Part V addresses institutions and governance issues, which are vital for agricultural development. In the final chapter, the editors summarize and synthesize the book’s main findings and develop a policy agenda for addressing the many challenges faced by the agriculture sector in Nepal, so as to make it more productive, competitive, sustainable, and inclusive. The book offers a rich source of analytical information on various aspects of agricultural development in Nepal and will be of immense value to policymakers, development partners, civil society, students, and those interested in the economic and agricultural development of not only Nepal, but also other developing countries.
Book Synopsis Remoteness, farm production, and dietary diversity in Nepal by : Singh, Tushar
Download or read book Remoteness, farm production, and dietary diversity in Nepal written by Singh, Tushar and published by Intl Food Policy Res Inst. This book was released on 2024-01-24 with total page 39 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper explores the relationship between agriculture, dietary diversity, and market access in Nepal, testing the complex causal chains involved, and the nuanced connections between production diversity and dietary diversity among smallholder farmers. While diversifying farm production could enhance dietary diversity, the case of Nepal indicates a varied and context specific relationship. Market access emerges as a crucial factor, often exerting a more significant impact on smallholder farm households than production diversity. Access to markets not only influences economic viability but also contributes directly to food and nutrition security, offering a practical solution to address dietary needs. Focusing on Nepal's diverse terrain, the study analyzes the interplay of remoteness, market access, irrigation availability, and complementary inputs in shaping farmers' decisions, providing valuable insights into sustainable agricultural strategies for improved dietary outcomes in low- and middle-income countries.

Book Synopsis The International Agricultural Research Centers by : Robert Eugene Evenson
Download or read book The International Agricultural Research Centers written by Robert Eugene Evenson and published by . This book was released on 1987 with total page 90 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since CGIAR centers have been in existence for a number of years, this paper addresses the impact of these centers on national research and extension programs and crop productivity. The study estimates that the CGIAR Centers have had a positive impact on investment in national research programs in each of the crops for which CGIAR crop programs exist except cassava. Estimates for livestock and horticultural crop research programs show a significant positive CGIAR impact as well. National extension spending is also stimulated by CGIAR programs. These estimates are based on an econometric specification that takes into account the impact of several economic development aid initiatives in addition to the activities of the CGIAR impacts. The study estimates that CGIAR Center programs have had significant impacts on crop productivity for maize, millets, sorghum, rice, wheat, beans, cassava and potatoes in all the regions studied. National research programs have had a positive impact on crop productivity in most of these crops as well. In addition, national extension programs have been productive in some crops. These estimates are based on crop production data in 25 countries.
Book Synopsis Growth and Productivity in Agriculture and Agribusiness by :
Download or read book Growth and Productivity in Agriculture and Agribusiness written by and published by World Bank Publications. This book was released on 2011 with total page 202 pages. Available in PDF, EPUB and Kindle. Book excerpt: The report assesses the World Bank Group?s support for growth and productivity in the agriculture sector. Enhancing agricultural growth and productivity is essential to meeting the worldwide demand for food and to reducing poverty, particularly in the poorest developing countries. Between 1998 and 2008, the period covered by this evaluation, the World Bank Group (WBG) provided $23.7 billion in financing for agriculture and agribusiness in 108 countries (roughly 8 percent of total WBG financing), spanning areas from irrigation and marketing to research and extension. However, this was a time of declining focus on agricultural growth and productivity by both countries and donors. The cost of inadequate attention to agriculture, especially in agriculture-based economies, came into focus with the food crisis of 2007-08. The crisis added momentum to an emerging renewal of attention and stepped-up financing to agriculture and agribusiness at the World Bank and International Finance Corporation (IFC), as well as at several multilateral and bilateral agencies. World Bank financing rose two and a half times from 2008 to 2009, though that increase in lending seems to have been accompanied by a decline in analytical work, which this review finds valuable for results. This evaluation seeks to provide lessons from successes and failures to help improve the development impact of the renewed attention to the sector. Ratings against the World Bank?s stated objectives and IFC?s market-based benchmarks for agriculture and agribusiness projects have been equal to or above portfolio averages in East Asia, Latin America, and the transition economies in Europe, with notable successes over a long period in China and India. But performance of WBG interventions has been well below average in Sub-Saharan Africa, where IFC has had little engagement in agribusiness. Inconsistent client commitment and weak capacity have limited the effectiveness of WBG support in agriculture-based economies, particularly in Sub-Saharan Africa, and constraints on staffing and internal coordination within the WBG have also hurt outcomes. Financial sustainability has been constrained by insufficient government funding and the difficulty of maintaining agricultural services and infrastructure. The WBG has a unique opportunity to match the increases in the financing for agriculture with sharper focus on improving agricultural growth and productivity in agriculture-based economies, notably in Sub-Saharan Africa. Greater effort will be needed to connect sectoral interventions and achieve synergies from public and private sector interventions; to build capacity and knowledge exchange; to take stock of experience in rain-fed agriculture; to ensure attention to financial sustainability and to cross-cutting issues of gender, environmental and social impacts, and climate; and to better integrate WBG support at the global and regional levels with that at the country level.
