This book was released on 2006-02-13 with total page 32 pages. Available in PDF, EPUB and Kindle. Book excerpt: The National Military Strategy (NMS) to Combat Weapons of Mass Destruction (WMD) is derived from the Department of Defense's (DOD) mission to dissuade, deter and defeat those who seek to harm the United States, its allies, and partners through WMD use or threat of use and, if attacked, to mitigate the effects and restore deterrence. Its purpose is to provide DOD Components guidance and a strategic framework for combating WMD. The strategy uses an "ends, ways, means" approach to planning, executing and resourcing, and emphasizes those combating WMD missions in which the military plays a prominent role. Guiding Principles Six guiding principles underpin the National Military Strategy to Combat WMD. These principles should be used as a foundation for the development of all combating WMD concepts of operations and plans. Active, Layered, Defense-in-Depth. In order to protect the United States and defeat aggressors, the U.S. Armed Forces must establish an active defense. The U.S. Armed Forces will focus military planning, posture, operations, and capabilities, in accordance with mission essential tasks, on the active, forward and layered defense of our nation, our allies, partners, and interests. Situational Awareness and Integrated Command and Control. The decision to employ specialized combating WMD capabilities for simultaneous operations demands a highly flexible and adaptive command and control process informed by timely, credible, and actionable intelligence. Global Force Management. Any combating WMD capabilities we develop in the future must be visible to combatant command planners and include responsive and agile forces that can be rapidly task organized and equipped to accomplish assigned missions. Capabilities-Based Planning. We must plan for and develop capabilities that could be employed against a range of threats and associated capabilities while balancing the requirements for targeted strategies against known proliferators. Effects-Based Approach. We will use an effects-based approach in planning, execution, and assessments to achieve efficient results and reduce risk to mission and campaign objectives, as well as to our combating WMD-related resources. Assurance. Where possible, we will encourage action by like-minded States, work with our international allies, partners, and operate through regional States to combat WMD actively.

Combating weapons of mass destruction (WMD) and their means of delivery is one of the greatest challenges the U.S. faces. DoD defines counter-proliferation as "those actions taken to defeat the threat and/or use of WMD against the U.S., our military forces, friends, and allies." This is a report on DoD and interagency counter-proliferation activities, including the extent to which: (1) existing strategies for the combating WMD mission are effective and the strategic framework encompasses a common lexicon; (2) DoD has developed comprehensive plans that are integrated across combating WMD mission areas; and (3) counter-proliferation programs and related funding support DoD plans and strategies. Includes recommendations. Charts and tables.

Book excerpt: In 2002, the National Security Council recognized the change in our greatest threat to the nation and prepared the first comprehensive strategy to limit the dangers posed by Weapons of Mass Destruction. This strategy provides a comprehensive approach relying heavily on both diplomacy and military strength. It leverages means already available to our nation while adding several critical new aspects. Nearly four years later the Joint Staff published a National Military Strategy to Combat Weapons of Mass Destruction. Like the National Strategy it relied on means already in existence or in development and lessons learned during the interim period. To date the US State Department had worked to advance efforts such as Proliferation Security Initiative. However, it is unclear that actions across all elements of national power are synchronized or inclusive of the entire interagency with regard to Combating Weapons of Mass Destruction. Now seven years into the strategy it is time to review the strategy identify what is working well, and what aspects require updating, such as possibly a framework for national level synchronization.

Available in PDF, EPUB and Kindle. Book excerpt: The Cold War phrase “weapons of mass destruction” continues to be used despite significant changes in international political cultures, military concepts of operation, and technology advances. Today, the term “weapons of mass destruction” (WMD) is used to address many things, from grams of ricin and barrels of industrial chemicals to megaton nuclear weapons. As a direct result of the decision to refer to all nuclear, biological, and chemical (NBC) weapons as well as biological, chemical and radiological (CBR) hazards as “WMD,” we have lost the ability to accurately develop, assess, and discuss policy concerns relating to the contemporary use of unconventional weapons on the battlefield and within the homeland. This book uses a public policy framework to examine how the U.S. government, and in particular the U.S. military, should address the potential use of unconventional weapons in the 21st century. It defines the problem, identifies the policy actors and reviews policy options. It discusses past policy efforts before offering a critical review of current strategies and how WMD issues are integrated into the current military Joint Operating Concepts (deterrence, cooperative security, major combat operations, irregular warfare, stability, and homeland security), and proposes new national framework for countering WMD. The aim is to answer such questions as what does counterproliferation mean and whether the U.S. government is adequately prepared to protect U.S. citizens and its armed forces from adversaries developing unconventional weapons.

We have done much to degrade al-Qaida and its affiliates and to undercut the perceived legitimacy of terrorism. Our Muslim partners are speaking out against those who seek to use their religion to justify violence and a totalitarian vision of the world. We have significantly expanded our counter terrorism coalition, transforming old adversaries into new and vital partners in the War on Terror. We have liberated more than 50 million Afghans and Iraqis from despotism, terrorism, and oppression, permitting the first free elections in recorded history for either nation. In addition, we have transformed our governmental institutions and framework to wage a generational struggle. There will continue to be challenges ahead, but along with our partners, we will attack terrorism and its ideology, and bring hope and freedom to the people of the world. This is how we will win the War on Terror.

Available in PDF, EPUB and Kindle. Book excerpt: Combating weapons of mass destruction (CWMD) and their means of delivery is one of the greatest challenges the United States (US) faces. Weapons of mass destruction (WMD) have the potential to severely disrupt and damage the United States, its forces, allies, multinational partners, and other friendly nations. It is important for commanders and their staffs to keep the perspective that WMD is not an adversary, but a capability an adversary can use. Adversaries may use WMD as a tool to inflict casualties on civilian populations, degrade the instruments of our national power, or to counter US military superiority. CWMD is a global mission crossing geographic areas of responsibility (AORs) boundaries, requires an integrated and synchronized effort, and requires numerous interagency and multinational partners for effective mission accomplishment. Rather than a discrete, specialized mission, CWMD requires a continuous campaign conducted and supported by the entire United States Government (USG). CWMD actions are conducted across the range of military operations and DOD will often be acting in support of another lead agency, or even supporting a multinational effort. The National Security Strategy (NSS) of the United States of America identifies as an essential task to prevent our enemies from threatening us, our allies, and our friends with weapons of mass destruction for ensuring national security. The United States advances this strategy through strengthened alliances, the establishment of new partnerships, proactive counterproliferation (CP) efforts, modern technologies, and increased emphasis on intelligence collection and analysis. The National Strategy to Combat Weapons of Mass Destruction (NS-CWMD) provides additional guidance concerning CWMD: nonproliferation (NP), CP, and WMD consequence management (CM), as highlighted in the NSS, and introduces the construct of the three pillars which provides a common framework for the interagency conduct of CWMD activities. The National Military Strategy to Combat Weapons of Mass Destruction (NMS-CWMD) provides Department of Defense (DOD) components with guidance and a strategic framework for CWMD. The NMS-CWMD uses an ends, ways, and means approach to planning, executing, resourcing, and emphasizes those CWMD missions in which the military plays a prominent role. It defines strategic end states, strategic enablers, military strategic objectives, and eight military mission areas (MMAs) the Armed Forces of the United States may be called upon to perform.

Book excerpt: With our highly connected and interdependent world, the growing threat of infectious diseases and public health crisis has shed light on the requirement for global efforts to manage and combat highly pathogenic infectious diseases and other public health crisis on an unprecedented level. Such disease threats transcend borders. Reducing global threats posed by infectious disease outbreaks – whether naturally caused or resulting from a deliberate or accidental release – requires efforts that cross the disaster management pillars: mitigation, preparedness, response and recovery. This book addresses the issues of global health security along 4 themes: Emerging Threats; Mitigation, Preparedness, Response and Recovery; Exploring the Technology Landscape for Solutions; Leadership and Partnership. The authors of this volume highlight many of the challenges that confront our global security environment today. These range from politically induced disasters, to food insecurity, to zoonosis and terrorism. More optimistically, the authors also present some advances in technology that can help us combat these threats. Understanding the challenges that confront us and the tools we have to overcome them will allow us to face our future with confidence.

Book excerpt: The U.S. National Military Strategy states that the continued proliferation of weapons of mass destruction, particularly chemical and biological weapons, has made their use by an adversary increasingly likely In both a more theater war and smaller scale contingencies. These weapons are capable of causing mass casualties, and their threat or use can disrupt the planning and conduct of military operations. DOD believes effective deterrence against the use of these weapons depends on a range of nuclear and conventional response capabilities, as well as active and passive defenses and supporting command, control, communications, and intelligence. DOD estimates that for fiscal year 2001 it will invest over $7.3 billion on the research, development, and acquisition of such conventional response capabilities, with about $5.3 billion of that investment on missile defense. Although an unclassified estimate is unavailable, additional funding is spent to provide intelligence support for counter proliferation.
