Book excerpt: Measures of teacher effectiveness have become a major research and policy issue due to the increased focus on teacher accountability during the past decade. Growing concerns about the variability in the quality of teaching and traditional approaches to measuring teacher effectiveness led to federal and state policies calling for more rigorous measures of teacher effectiveness (Kane & Cantrell, 2010; Weisberg et al., 2009). One of the increasingly used teacher effectiveness measures is student surveys of instructional practice. These surveys are now being given in grades K-12 for accountability purposes, to provide teachers with feedback to improve their teaching, and to guide professional development (Bill & Melinda Gates Foundation, 2012). Given student surveys are widely used to assess and improve teacher effectiveness, it is important to examine the reliability and validity of these measures. This dissertation focused on the secondary Tripod Survey, which is the most widely used off-the-shelf student survey instrument for use in middle and high schools (Ferguson, 2010). The Tripod survey asks students to provide feedback on teacher practices and student behavior, which are operationalized as the Tripod 7Cs framework of teacher effectiveness. The seven domains are Care, Control, Clarify, Challenge, Captivate, Confer and Consolidate (Ferguson, 2012). According to the survey developer, over 100,000 teachers have received feedback using Tripod surveys (Tripod Project, 2016). Despite this widespread use, astonishingly little has been published regarding the psychometric properties of the instrument, the reliability of subscales, or the predictive validity of the survey (Camburn, 2012). In this dissertation, I describe an innovative methodological approach for exploring the dimensionality and collecting validity evidence to support the use of the Tripod survey as a measure of teacher quality. This approach uses a multilevel extension of full-information item factor analysis models. Item factor analysis (IFA) models are widely used in educational measurement research (Wirth & Edwards, 2007), though these models have traditionally ignored the hierarchical, nested structure of educational systems and treated all individuals as independent. Multilevel IFA models enable the data to be treated in an appropriate manner, instead of reducing our inferences to a single level. However, multilevel IFA models have not yet been widely applied in educational contexts due to computational challenges associated with the dimensionality and complexity of these models. The aims of this dissertation are two-fold. First, I provide an introduction to the multilevel item factor analysis (IFA) modeling framework, and demonstrate the flexibility and efficiency of this model in various educational settings. It is essential to establish that the multilevel IFA model can be estimated under realistic data conditions prior to using this modeling technique to answer important educational policy questions regarding student surveys. Second, I use multilevel IFA models to examine the dimensionality, reliability, and validity of the Tripod student survey. More specifically, I investigate the following research questions: 1. Can I efficiently and accurately estimate multilevel IFA models in the context of educational assessment and survey data? 2. Is possible to detect sources of model misfit in multilevel IFA models using a newly developed goodness-of-fit statistic? 3. Can I use the multilevel IFA model to produce estimates of teacher practice scores that clarify the degree to which the seven dimensions of teacher practice measured by the Tripod survey simultaneously predict student learning? 4. Using data from six urban school districts collected by the Measures of Effective Teaching (MET) Project, is there validity evidence that supports the use of the Tripod survey for summative and formative teacher evaluation purposes? The findings from this dissertation contribute to methodological and substantive bodies of work. Methodologically, I demonstrate that the multilevel IFA model can be used to make reliable group-level inferences across a variety of educational contexts. Additionally, I propose a limited-information goodness-of-fit statistic for multilevel IFA models to address the current limitation of these models that there is no established consensus on how to assess the model fit. In addition, this dissertation contributes to the field of teacher evaluation by analyzing the validity of the secondary Tripod survey. This work represents the first systematic review of the psychometric and validity properties of the Tripod survey. The findings call into question whether the current practice of reporting feedback in terms of the 7Cs is warranted. In particular, the gathered evidence does not support distinguishing among the six of the 7Cs teacher practices (Care, Clarify, Consolidate, Confer, Challenge, and Captivate). Therefore, I propose combining the items from these sub-domains into a single Teacher Support scale. Both Support and Control scores are found to be related to teacher observation scores, but only teachers' level of Control is predictive of student achievement. In summary, this study provides promising evidence that the widely used Tripod survey is a useful tool for measuring two important dimensions of teacher effectiveness.

Book excerpt: As public school teachers in the United States today confront unparalleled standards of accountability for student achievement and increasingly challenging working conditions, there is a need for a clear understanding of those factors that have the potential to impact teachers’ effectiveness and influence teachers’ decisions to remain in the workforce. Large national surveys such as the MetLife Survey of the American teacher (Met Life Foundation, 2013) have traditionally provided to professional educators highly accessible demographic, descriptive, and trend information about teaching from the teacher’s perspective. Results from these are accessible to the public by means of print and online media. This study posited that national datasets hold additional value as a secondary data source for educational researchers. The advantages of utilization of secondary data sources have been explicated in the literature (Crossman, 2014; Elder, Jr., Pavalko, & Clipp, 1993). With the application of exploratory analysis techniques, this study explored the potential to impute additional significance to an existing national education dataset. The purpose of this quantitative study was to seek empirically-determined factors associated with upper elementary teachers’ beliefs, attitudes, and perceptions about their work. Exploratory factor analysis procedures were conducted with selected elements of the existing dataset provided in the public-use file of the 1998-99 ECLS-K Spring 2004 Fifth Grade Teacher Questionnaire (ECLS-K 5th Grade ). Data pre-screening established a sample size of 1,314 teachers who met the study delimiters. Implementation of principal components analysis and exploratory factor analysis procedures resulted in 26 questionnaire items constituting a five-factor solution. Chronbach’s Alpha (? > .70) was conducted and established internal consistency among all items and among items related to the factors. The five factors were labeled Leadership and Professional Learning Community (PLC), Student and Parent Effects, Student Evaluation, Teacher Efficacy, and Teacher Collaboration Time. A follow-up MANOVA procedure was conducted to analyze responses based on the established demographic groups of Race, Age, Years of Teaching Experience, and Highest Education Level. Significant mean differences among the demographic groups were identified based on computed factor scores. Where applicable, post hoc analysis was conducted. Results indicated the existence of significant mean differences for all five factors with regard to the various demographic groups; however all significant effect sizes and pairwise differences for means were small. This study resulted in two key findings. The first key finding was the appropriateness of the use of the ECLS-K 5th Grade teacher survey instrument as a secondary data source with which to apply exploratory procedures to empirically identify underlying constructs (factors) of the teacher experience. Capitalizing on the large sample size afforded by the data set (N = 1,314), five factors were identified. The second key finding was the empirical identification of differences among selected demographic groups in relation to the identified factors. The data provided by this study, taken as a whole, provides educational policymakers and school leaders a multi-dimensional look at the interplay between research-based teacher factors and the implementation of activities associated with these factors by the diverse individuals that comprise a teacher workforce.

Book excerpt: Abstract: The purpose of the study is to further investigate the validity of instruments used for collecting preservice teachers' perceptions of self-efficacy adapting the three-level IRT model described in Cheong's study (2006). The focus of the present study is to investigate whether the polytomously-scored items on the preservice teachers' self-efficacy survey function the same across gender and within different school contexts. Hence, the present study also explores contextual DIF. To serve the purpose, the study used data collected by the TQP research team which elicited preservices teachers' self-efficacy beliefs using Teachers' Sense of Efficacy Scale (TSES) and Teachers' Efficacy Scale (TES) and. Participants included 1485 secondary preservice teachers who were pursuing their licensures at 45 universities and colleges in the State of Ohio in the years of 2006-2007 and 2007-2008. Six research questions were put forward based on the literature. Several quantitative methods - -Confirmatory Factor Analysis (CFA), Rasch/rating scale analyses, and multilevel IRT analyses - -were used to answer the six research questions. The results showed that Rasch/rating scale model and multilevel IRT model had the same results for TSES subscales 2 and 3. The two procedures are comparable in detecting DIF items for these subscales. However, they are not comparable in terms of detecting DIF items for TSES subscale 1, TES subscales 1 and 2. The possible reasons for the different results are discussed. In addition, when the context predictor was added to the multilevel model, the results changed for the DIF items. In general, the four-step procedure in Cheong's study (2006) worked well for the present sample. The present study, in the methodological sense, tests the applicability of the three-level model of Cheong to polymotous data which are more often used in the field of education and psychology. In addition, study takes the contextual sources of DIF into account to see whether the context exerts any impact on gender DIF as the context might be one of the sources for DIF items.
