Book excerpt: U.S. Army War College How Nation-States Craft National Security Strategy Documents In some manner, shape, or form, every nation state in the international system has a national security strategy or strategies. These strategies are intended to guide the state as it makes its way through the labyrinth of challenges that every nation state faces in the 21st century. The strategy could represent the nation's overall grand strategy or it could be a national security-related strategy for one particular issue, like force structure development for the armed forces. Strategy making is an art; not a science. Sometimes these strategies work and sometimes they do not. Some are effective and efficient as desired and others are less so. The focus for this assessment is how a nation state can craft the most effective and efficient national security-type strategy possible. To address these key questions, the national security strategy development processes in this monograph were examined and contrasted in five different nation-states to determine the methodologies they employed. For each case study, members of the government who actually worked on the development of the national strategy document in question were interviewed. These individuals-civil servants, career military officers, and senior political appointees-all had a story to tell about the separate approaches to strategy formulation. In the analysis of the strategy development processes utilized by Australia, Brazil, South Africa, the United Kingdom (UK), and the United States, it became apparent that there were both similarities and differences in the manner that each nation conducted its strategy formulation. But most important, each one of national strategy development processes was found to contain elements that could have real value for those countries not employing those particular approaches. Australia and the UK were superb in ensuring true whole of government coordination, as well as concurrent application of the government's budget process and the formal administration of a risk assessment for the given strategy. Australia and South Africa did a superb job in bringing civil society into their document formulation processes. Brazil was exceptional in the creation of detailed ways and means critical for strategy implementation. Finally, the U.S. approach included addressing all elements of national power, as well as the identification of potential strategy modifiers if the national strategy was found not to be working in certain areas. Given the complexities of the 21st century in the national security arena, the Strategic Studies Institute believes that assessments like the one you are about to read will be crucial to both practitioners and academics alike to gain greater understanding for the most effective and efficient approaches to national strategy making in the 21st century.

Book excerpt: This paper argues that national will is crucial to the successful use of military force; and therefore military strategists and policy makers must understand and continuously account for the impact of national will throughout strategy development and implementation. After highlighting recent challenges regarding the use of military force by the United States, the paper examines a basic model for explaining strategy from the Army War College. While the model is useful in capturing the synergy that must exist between political and military objectives and strategic risk derived from compatibility issues of ends, ways, and means, it does not capture the risk to a strategy related to national will. A way to improve upon this basic conceptual model is to incorporate the element of national will as an integral and vital part of any strategy that involves the use of military force. National will is the foundation that both the political objective and military strategy must rest upon. As such, national will defines the limits of what is acceptable in terms of a strategy's ends, ways, and means, and also determines the amount of deviation from reality that is tolerable during a strategy's implementation. Similarly, national will is a critical component in determining the time available for the strategy to achieve desired results before change or abandonment is required. Finally, national will impacts the effort and efficiency of all of those involved in developing and carrying out the associated strategy. A strategy is more likely to be successful when national will is understood and accounted for by military strategists and policy makers because it lends itself to achieving a critical three-way balance between the people, military, and government. While lengthy ongoing military operations convey a pessimistic outlook on the United States' ability to successfully develop and implement strategy, there are several recent examples of success that highlight the importance of understanding and incorporating national will into strategy. Operation Desert Shield and Desert Storm, as well as, Operations Joint Endeavor in Bosnia-Herzegovina provide excellent examples, from both a conventional and low-intensity perspective, of how political objectives, military strategy, and national will are properly synthesized and balanced throughout strategy development and implementation to ensure success. US military operations in Somalia provide a valuable lesson in how taking this critical balance between objective, military strategy, and national will for granted, even after it is obtained, can cause it to be lost and lead to strategic failure. National will is defined and discussed later in more detail, however, the basic definition comes from what international relations scholar, Hans Morgenthau, refers to as national morale, "the degree of determination with which a nation supports the foreign policies of its government in peace and war." Strategy is defined using Joint Publication (JP) 1, "a prudent idea or set of ideas for employing the instruments of national power in a synchronized and integrated fashion to achieve theater, national, and/or multinational objectives".

This paper explains why economic development and good governance need to be the basis of security and stability in Africa, and why both should be a main focus for U. S. military engagement on the continent. Written as a primer for military and government staff members who may be unfamiliar with Africa but are assigned duties that involve participation in African affairs, this paper explains the historic and modern importance of Africa to American national interests. It then lays a foundation as to how and why the U.S. government, and especially the military, might become involved in improving African economic development and political governance in order to attain security and stability. To better understand the circumstances in Africa, this paper describes and analyzes its economic and political conditions in terms of economic, social, and demographic measures revealing why, as a region, Africa lags the world in economic and human development. The reasons for slow development are examined through Africa's main economic activities, which give insight to its current conditions and ways to improve economic development and governance. With these insights provided as background, the paper then reviews current U.S. military engagement with African nations and its effectiveness. It then argues that military-led nation assistance and peace building operations are not as good an option for improved African development as the more appropriate approach of military-support to an interagency-led operation under a better resourced U.S. Agency for International Development, which would more effectively assist Africa with achieving stability and security.

In particular, globalization has facilitated the success of formal S&T plans in many developing countries, where traditional limitations can now be overcome through the accumulation and global trade of a wide variety of goods, skills, and knowledge. As a result, centers for technological research and development (R&D) are now globally dispersed, setting the stage for greater uncertainty in the political, economic, and security arenas. These changes will have a potentially enormous impact for the U.S. national security policy, which for the past half century was premised on U.S. economic and technological dominance. As the U.S. monopoly on talent and innovation wanes, arms export regulations and restrictions on visas for foreign S&T workers are becoming less useful as security strategies. The acute level of S&T competition among leading countries in the world today suggests that countries that fail to exploit new technologies or that lose the capability for proprietary use of their own new technologies will find their existing industries uncompetitive or obsolete. The increased access to information has transformed the 1950s' paradigm of "control and isolation" of information for innovation control into the current one of "engagement and partnerships" between innovators for innovation creation.
