This book systematically tests the empirical relationship between cash transfers and productive spending in agriculture amongst rural households in six different countries of the developing world. Together, the studies point to little impact of migration and public and private transfers on agricultural productivity, instead facilitating a transition away from agriculture or to a less labour intensive type of agriculture. From a policy perspective the studies raise the question of how to maintain rural economies, as migration and social assistance are unlikely to provide a sustainable way to overcome rural poverty in the long run for those that remain in rural areas. For the foreseeable future, agriculture will play an important role in alleviating poverty and sustaining growth in rural areas. Yet, public and private transfers are not providing much of the impetus needed to raise the sector’s productivity. Whether the transfers are invested in agriculture will ultimately depend on the attractiveness of the sector, which is largely determined by the policies of governments and donors. This book was published as a special issue of the Journal of Development Studies.

Book excerpt: This paper reviews the literature on migration within and from rural areas of Southeast Asia to examine the effects of redistribution of labor and remittances on livelihoods and land-use practices, as well as contexts in which migration drives, yet is also driven by, social and environmental change. Gaps in the literature and areas of contention and debate are highlighted, informing an agenda for further research. Many studies approach ways in which labor dynamics and remittances to rural villages affect agricultural productivity among migrant-sending households, or compensate for lost labor by supporting household consumption, but the reality is often found to be a combination of both on the basis of immediate priorities. Perceived returns to investments in both monetary and labor terms are critical to how migration influences household land-use decisions, while initially profitable investments and conducive local conditions are seen to enable successive enhancement and diversification of livelihoods. Overall, the expansive literature relating to migration and development often alludes to, yet stops short of, directly examining migration and remittance effects on land and forest cover change. The literature on land-use change often overlooks or briefly references migration, but migration rarely forms the central point of enquiry. Understanding of the linkages between migration and land-use can be strengthened through spatially situated studies in different geographical settings. Such studies would be better positioned to inform policies relating to land-use, agriculture and forestry in rural regions of Southeast Asia, where multi-local livelihoods are increasingly entwined with globalized processes, including those driving environmental changes that such policies seek to govern.

The main challenge is how to build policies and programs on a gender perspective approach taking into account gender differences in behavior between male and female at the level of the household. This study is undertaken in a context of two earner partners living in mixed farming systems in Senegal where earnings come primarily from crops and livestock. This book provides substantial research focused on household decision-making regarding resource allocation and consumption. Moreover, it attempts to show empirical findings on the analysis of welfare and well-being through an innovative combination of subjective and objective methods. The research shows how important socioeconomic and cultural factors are in determining earnings from agricultural activities. Important determinants of productivity are related to women’s land access, non-labor income (transfers from migrants), and the wife's access to credit and health care. The research illustrates also that women's bargaining power may be strongly linked to their access to livestock resources, their mobility in purchasing food and medicine and their participation in the management of household finance. Analysis of decision-making regarding expenditures shows that women, more than men, value household goods (related to food, health and schooling expenditures) more than private goods. The results suggest that policies aimed at improving household livelihoods must understand gender differences, obligations and priorities.

Book excerpt: This paper uses a new, nationally-representative household survey from Ghana to analyze within a rigorous econometric framework how the receipt of internal remittances (from within Ghana) and international remittances (from African or other countries) affects the marginal spending behavior of households on a broad range of consumption and investment goods, including food, education and housing. Contrary to other studies, which find that remittances are spent disproportionately on consumption (food and consumer goods/durables) or investment goods (education and housing), the findings show that households receiving remittances in Ghana do not spend more at the margin on food, education and housing than households with similar income levels and characteristics that do not receive remittances. When the analysis controls for endogeneity and selection bias, the findings show that any differences in the marginal spending behavior between remittance-receiving and non-receiving households are explained completely by the observed and unobserved characteristics of households. Households in Ghana treat remittances just like any other source of income, and there are no changes in marginal spending patterns for households with the receipt of remittance income.
