Stemming from the 2012 Expert Panel on Asylum Seekers report, the Irregular Migration Research Program commissioned 26 international research projects involving 17 academic principal researchers, along with private sector specialist researchers, international organisations and policy think tanks. The centrepiece of the research program was a multi-year collaborative partnership between the Department of Immigration and Border Protection and The Australian National University’s Crawford School of Public Policy. Under this partnership, empirical research on international irregular migration was commissioned from migration researchers in Australia, Indonesia, Iran, the Netherlands, Sri Lanka and Switzerland.

Throughout, the book’s contributors find that events in the Mediterranean cannot be considered alone in understanding migration decision-making from Sub-Saharan Africa, but as part of an increasingly complicated global system not encompassed by one simplified theory or by looking at one regional context in isolation. Knowing why individual people are moving and how they decide upon which routes to take can help to ensure policy that promotes safer travel options, or makes genuine alternatives to migration available.

Book excerpt: Interrelations between Public Policies, Migration and Development is the result of a project carried out by the European Union and the OECD Development Centre in ten partner countries: Armenia, Burkina Faso, Cambodia, Costa Rica, Côte d'Ivoire, the Dominican Republic, Georgia, Haiti, Morocco and the Philippines. The project aimed to provide policy makers with evidence on the way migration influences specific sectors - labour market, agriculture, education, investment and financial services, and social protection and health - and, in turn, how sectoral policies affect migration. The report addresses four dimensions of the migration cycle: emigration, remittances, return and immigration. The results of the empirical work confirm that migration contributes to the development of countries of origin and destination. However, the potential of migration is not yet fully exploited by the ten partner countries. One explanation is that policy makers do not sufficiently take migration into account in their respective policy areas. To enhance the contribution of migration to development, home and host countries therefore need to adopt a more coherent policy agenda to better integrate migration into development strategies, improve co-ordination mechanisms and strengthen international co-operation.

Decision rules for migration are derived from a general model of Stochastic Dynamic Programming and the properties of temporary migration equilibria are discussed as well. Finally, some hints are given for esti- mating the theoretical models which are elaborated in the book. Many results concerning the properties of optimal migration policies and of temporary migration equilibria are new. For example, it is demonstrated that less information about a country might it make more attractive for immigration, and conditions are analyzed that imply the existence of a significant stream of migrants even between identical countries in a temporary equilibrium state. The book is written for the mathematically oriented reader in economics, operations research or econometrics who is interested in application of Stochastic Dynamic Programming to an important field of research in population economics.
