New institutions such as courts, judges, and a legal code emerged. In this stage, legal systems were also intended to enforce the law. - Modern stage: In this stage, legal systems have become even more complex and specialized. New areas of law such as environmental law and human rights law have emerged. In this stage, legal systems are also intended to protect the rights of individuals and groups. The Early Stage of the Legal System In the early stage of human history, societies were small and relatively simple. Disputes between individuals or groups were typically resolved through informal means such as negotiation, arbitration, or mediation.
