The sediments in the waterways have, in many instances, become contaminated resulting in a concern that dredging and disposal of the dredged materials may adversely affect water quality and aquatic animals. Most dredges in the United States are old and not designed to handle highly contaminated sediments. This study is a literature review and technical evaluation of conventional and unconventional dredges, their dredging techniques, factors influencing the sediment resuspension characteristics associated with such dredges, the nature of improvements that have been made in such dredges to reduce their environmental impact, and further research needed in this field. This literature review indicated that all conventional dredges generate turbidity in the vicinity of the dredge to a degree depending on the type of dredge, the nature of sediment, and the dredging and disposal method adopted. The turbidity is usually of a short duration, and normal conditions are quickly restored. The sediment resuspended by dredging may release into the water column some contaminants that affect the environment. Measures such as silt curtains are only partially successful in that these do not eliminate the impact on the benthic community along the bottom. Some unconventional dredging systems appear to be successful in reducing sediment resuspension but are unable to handle large quantities of materials.

Book excerpt: Some of the nation's estuaries, lakes and other water bodies contain contaminated sediments that can adversely affect fish and wildlife and may then find their way into people's diets. Dredging is one of the few options available for attempting to clean up contaminated sediments, but it can uncover and re-suspend buried contaminants, creating additional exposures for wildlife and people. At the request of Congress, EPA asked the National Research Council (NRC) to evaluate dredging as a cleanup technique. The book finds that, based on a review of available evidence, dredging's ability to decrease environmental and health risks is still an open question. Analysis of pre-dredging and post-dredging at about 20 sites found a wide range of outcomes in terms of surface sediment concentrations of contaminants: some sites showed increases, some no change, and some decreases in concentrations. Evaluating the potential long-term benefits of dredging will require that the U.S. Environmental Protection Agency step up monitoring activities before, during and after individual cleanups to determine whether it is working there and what combinations of techniques are most effective.

Dredging operations may be required to comply with in-stream State water quality standards based on maximum allowable concentrations of inorganic and organic compounds. Although the majority of materials requiring maintenance dredging In the United States Is uncontaminated, the removal of contaminated sediments (estimated to be less than 10 percent of maintenance materials) poses a serious problem. Hence, a project to study the potential for contaminant release during dredging has been initiated through a field studies program. The field studies described herein were conducted by the Waterways Experiment Station under the Improvement of Operations and Maintenance Techniques (IOMT) research program and in cooperation with other US Army Engineer Districts to evaluate the sediment resuspension characteristics of selected dredges (McLellan et al., in preparation).
