Its campaigning cartoon, which gives this book its title, showed the party wielding an axe towards the gates of Parliament, cutting through the special interests protecting the old system to aid the working classes. What followed was the remarkable transformation of a parliamentary pressure group into a credible governing force. The inter-war years were a crucial stage in the development of the Labour Party as it grew from pressure group status, to national opposition, to party of government. At the end of the Great War (1914-1918) Labour had a developing national organisation and a fledgling constitution. By 1922, it rivalled the war-ravaged Liberals as the party of opposition; a fact that was affirmed with the formation of the first minority Labour government in January 1924. The second Labour administration of 1929 collapsed amidst the whirlwind of the 'great depression' but the organisational basis of the party remained solid allowing Labour to reinvent itself over the 1930s. By the Second World War, the foundations had been laid for the landslide victory that brought in the Attlee government of 1945. Matthew Worley has written the first study dedicated solely to this crucial period in Labour's development. In an accessible style, he provides a comprehensive account of all aspects of the movement. Using a wide range of sources, he explores this often-marginalised period in Labour's history both looking at the parliamentary party and the growing network of constituency parties. However, workers around the world are challenging their increased exploitation by globalizing corporations. In developed countries, many unions are transforming themselves to confront employer power in ways more appropriate to contemporary circumstances; in developing countries, militant new labour movements are emerging. Drawing upon insights in anti-determinist Marxian perspectives, Verity Burgmann shows how working-class resistance is not futile, as protagonists of globalization often claim. She identifies eight characteristics of globalization harmful to workers and describes and analyses how they have responded collectively to these problems since 1990 and especially this century. With case studies from around the world, including Greece since 2008, she pays particular attention to new types of labour movement organization and mobilization that are not simply defensive reactions but are offensive and innovative responses that compel corporations or political institutions to change. Book excerpt: This paper is the product of a collaboration between the Food and Agriculture Organization of the United Nations (FAO) and Wageningen University and Research (WUR) to explore the potential application of innovative technologies to improve data collection and risk estimation of child labour in the cocoa sector. In particular, it assesses the potential role of blockchain technology and Geographic Information Systems (GIS) in collecting and sharing data on cocoa-growing areas in Ghana, and how this could contribute to monitoring and ultimately preventing child labour in those areas. During an inception mission undertaken by FAO in Ghana, open consultations with various stakeholders in the cocoa sector led to the identification of a number of Key Data Elements (KDEs) to inform the design of a blockchain system, with the objective to facilitate real-time, cost-efficient and collaborative monitoring of the risk of child labour in cocoa-growing areas in Ghana. WUR was commissioned by the FAO to further explore the potential application of blockchain technology and GIS to monitor selected KDEs related to the root causes of child labour in Ghana. Despite decades of interventions since the ratification of the Harkin-Engel Protocol in 2001 to eliminate child labour in the cocoa sectors of Côte d'Ivoire and Ghana, the latest progress report shows child labour in this sector is increasing rather than decreasing (Sadhu et al., 2020). This trend is concerning, given the detrimental effects of child labour on children’s lives, education and health and the perpetuated cycle of poverty as a result. To break this trend, it is necessary to expand and improve current methods of tracking the incidence of child labour (monitoring) and explore more sustainable ways to support rural families to keep children out of child labour (prevention). To that end, technology, digitalization, and digital innovations have a role in poverty reduction and improving living standards in developing countries, however, political and socio-economic problems can hinder these technological fixes. With smallholder cocoa producers being the most vulnerable actors within this value chain, the implementation of technological monitoring systems is not a clear-cut route. Participation and engagement depend not only on the perception of the advantages to farmers and community, but also on issues that impact the adoption and use of information and communication technologies (ICT). Book excerpt: Historians of political history are fascinated by the rise and fall of political parties and, for twentieth-century Britain, most obviously the rise of the Labour Party and the decline of the Liberal Party. What is often overlooked in this political development is the work of the Independent Labour Party (ILP), which was a formative influence in the growth of the political Labour movement and its leaders in the late nineteenth century and the early to mid-twentieth century. The ILP supplied the Labour Party with some of its leading political figures, such as Ramsay MacDonald, and moved the Labour Party along the road of parliamentary socialism. However, divided over the First World War and challenged by the Labour Party becoming socialist in 1918, it had to face the fact that it was no longer the major parliamentary socialist party in Britain. Although it recovered after the First World War, rising to between 37,000 and 55,000 members, it came into conflict with the Labour Party and two Labour governments over their gradualist approach to socialism. This eventually led to its disaffiliation from the Labour Party in 1932 and its subsequent fragmentation into pro-Labour, pro-communist and independent groups. Its new revolutionary policy divided its members, as did the Abyssinian crisis, the Spanish Civil War and the Moscow Show Trials. By the end of the 1930s, seeking to re-affiliate to the Labour Party, it had been reduced to 2,000 to 3,000 members, was a sect rather than a party and had earned Hugh Dalton’s description that it was the ‘ILP flea’. In the following monograph, Keith Laybourn analyses the dynamic shifts in this history across 25 years. This scholarship will prove foundational for scholars and researchers of modern British history and socialist thought in the twentieth century.

The set of comparative research studies within India are supplemented with a field study from the Shenzhen and Guangzhou industrial regions of South China, which are in an advanced stage of industrial development. The unprecedented inflow of capital into China has captivated many developing countries, including India, which has gone on to mimic similar strategies particularly in terms of labour market deregulation. In this context, a set of crucial questions arise – can enforcing ‘labour market flexibility’ in itself provide the required impetus for a nation’s industrial growth? Is the Chinese success in becoming the major destination for foreign direct investments (FDIs) a consequence of a flexible labour regime or is there some other concealed strength to be found in Chinese labour market institutions? In particular it needs to be noted that after double-digit growth for more than 25 consecutive years, China has recognised some of the fallacy of its development path and in 2008 adopted fairly stringent labour laws, which now regulate its labour market. This Chinese trajectory perhaps has lessons for India and other countries that are still struggling on the liberal path. In particular, the Chinese example helps put the Indian field studies in perspective and provides insights into India-specific policy recommendations that could also be useful for the developing world. The book concludes with the observation that where production entails long-term relationships, the interests of both the employer and the workers need to be maintained sustainably. As the title suggests, the book provides takeaways, not only for academics and researchers working in this field but also for lawyers, consultants, politicians, bureaucrats, and policymakers.
