Book excerpt: Unravelling the debate about the Spanish nation and its identity in the new democracy, this book looks at the issue as both a historical debate and a contemporary political problem, particularly complex due to the legacy of the Francoist Dictatorship which deeply eroded the legitimacy of Spanish nationalism. During and since the transition Spanish nationalist discourse has evolved to meet the challenge of new concepts of nation and identity. These formulations argue very different configurations of the relationship between nation and state. While the Constitution of 1978 defines Spain as a nation of nationalities, many politicians and intellectuals now claim that Spain is a nation of nations, others that it is a nation of nations and regions, or a post-traditional nation state, or post-national state. For the peripheral nationalists, it is merely a state of nations and regions. What is at issue is not whether Spain exists or not as a nation; rather, it is the traditional ways of seeing Spain from both the centre and the periphery that are being challenged. The Reinvention of Spain examines the ways in which Spanish and regional identities are projected and how influence the external actions of the Spanish state. It also analyses the dynamic of comparative grievance and competition between regions deriving from the peculiar architecture of the state in Spain, and their effect on social and political cohesion. Finally, it examines scenarios of change that might foster solutions but asserts that Spain will continue to reinvent itself.

Yet by 1992 the economy was again growing, with inflation under control and the confidence of international investors restored. Mexico was now touted as an example for regimes in Eastern Europe to emulate. How did Carlos Salinas and his team of technocrats manage to gain political power sufficient to impose their economic model? How did they sustain their revolution from above despite the hardships these changes brought for many Mexicans? How did they stage their remarkable political comeback and create their “democracy within reason”? Why did Salinas succeed in keeping control of his revolution while Mikhail Gorbachev failed to do so in his similar effort at radical reform? Miguel Centeno addresses these questions by analyzing three critical developments in the Mexican state: the centralization of power within the bureaucracy; the rise of a new generation of technocrats and their use of a complex system of political networks; and the dominance of a neoliberal ideology and technocratic vision that guided policy decisions and limited democratic participation. In his conclusion the author proposes some alternative scenarios for Mexico’s future, including the role of NAFTA, and suggests lessons for the study of regimes undertaking similar transitions. Book excerpt: Eric Hobsbawm claimed that the international May Day, which dates back to a proclamation in 1889 by the Second International, 'is perhaps the most ambitious of labour rituals'. The first international May Day demonstrations in 1890 were widely celebrated across Europe and became the one day each year when organized labour could present its goals to the public, an eight-hour workday being the first concrete demand, shortly followed by those for improved working conditions, universal suffrage, peace among nations, and international solidarity. The May Day ritual celebration was the self-assertion and self-definition of the new labour class through class organization. Thus, it was trade unions and social democratic and socialist parties throughout Europe which took the initiative and have sustained May Day as a labour ritual to this day. Part I of this theoretically-informed volume explores how May Day demonstrations have evolved and taken different trajectories in different political contexts. Part II focuses on May Day rituals today.
