Serpent de mer des discussions européennes depuis sa création, l’approfondissement de la zone euro est un sujet qui rassemble autant qu’il divise. Consensuel, le constat du caractère incomplet et parfois inefficace de la gouvernance de la zone euro laisse place à l’expression d’opinions divergentes quant aux réformes qui devraient être mises en place. Rappelant la nécessité de préserver l’unité des « 27 » tout en prévoyant les éléments spécifiques à la zone euro, la Commission européenne tente, dans chacune de ses propositions, de concilier ces deux impératifs mais manque parfois d’ambition pour la zone euro. Outre les propositions de nature technique concernant l’intégration au cadre juridique de l’Union européenne de certains dispositifs et instruments adoptés, pendant la crise, au niveau intergouvernemental (TSCG, MES), la création d’un instrument de protection des investissements et d’un ministre européen de l’économie et des finances sont envisagées.

Book excerpt: La gouvernante économique de l'Union européenne après l'établissement de l'euro se situe à la confluence des processus de différenciation dans la construction européenne. Rompant avec le modèle d'intégration communautaire elle en partage pourtant la dynamique fonctionnaliste. Le pilier économique de l'union économique et monétaire (UEM) constitue ainsi un système différencié d'intégration. Fondé sur la méthode de coordination et la prépondérance des organes intergouvernementaux, il constitue une troisième voie d'intégration, entre les modèles communautaire et intergouvernemental. La mise en place de ce processus d'intégration, seul susceptible d'être accepté par des Etats réticents à de nouveaux transferts de souveraineté, a toutefois permis la réalisation la plus ambitieuse de la construction européenne : la monnaie unique. De même, la création de l'union monétaire a conduit à une démultiplication des situations juridiques des Etats. Contraire à l'exigence d'application uniforme du droit de l'Union européenne, elle exclut ceux n'ayant pas rejoint la zone euro de la conduite de la politique monétaire. L'intensification des interdépendances économiques provoquée par la participation à une zone monétaire intégrée implique de pousser la logique de l'intégration différenciée dans l'UEM jusqu'à son terme. Il convient ainsi de renforcer la gouvernance économique de la zone euro en approfondissant la coordination des politiques économiques des Etats ayant adopté la monnaie unique et en structurant son cadre institutionnel. Les crises qui ont frappé, ces trois dernières années, l'Union européenne et la zone euro ont révélé, parfois confirmé, les déficiences notoires de la gouvernance économique de l'Union européenne. Premières manifestations tangibles de ces insuffisances, les crises sont également un facteur de dépassement du dispositif européen de gouvernante macroéconomique actuel comme l'atteste la réforme globale qui été engagée pour le renforcer.
