Book excerpt: This report was prepared in response to the recommendation of the IAEA General Conference in 1992 that the Director General develop a process to provide a common basis on which the acceptable level of safety of all operating nuclear power plants built to earlier standards can be judged. This followed a recommendation made at the IAEA Conference on 'The Safety of Nuclear Power: Strategy for the Future' held in September 1991. The report also provides a basis for allocating responsibilities for, and deciding on the best approach to, making a safety assessment, and for selecting criteria to adopt in deciding on what corrective action to take.

Book excerpt: The March 11, 2011, Great East Japan Earthquake and tsunami sparked a humanitarian disaster in northeastern Japan. They were responsible for more than 15,900 deaths and 2,600 missing persons as well as physical infrastructure damages exceeding $200 billion. The earthquake and tsunami also initiated a severe nuclear accident at the Fukushima Daiichi Nuclear Power Station. Three of the six reactors at the plant sustained severe core damage and released hydrogen and radioactive materials. Explosion of the released hydrogen damaged three reactor buildings and impeded onsite emergency response efforts. The accident prompted widespread evacuations of local populations, large economic losses, and the eventual shutdown of all nuclear power plants in Japan. "Lessons Learned from the Fukushima Nuclear Accident for Improving Safety and Security of U.S. Nuclear Plants" is a study of the Fukushima Daiichi accident. This report examines the causes of the crisis, the performance of safety systems at the plant, and the responses of its operators following the earthquake and tsunami. The report then considers the lessons that can be learned and their implications for U.S. safety and storage of spent nuclear fuel and high-level waste, commercial nuclear reactor safety and security regulations, and design improvements. "Lessons Learned" makes recommendations to improve plant systems, resources, and operator training to enable effective ad hoc responses to severe accidents. This report's recommendations to incorporate modern risk concepts into safety regulations and improve the nuclear safety culture will help the industry prepare for events that could challenge the design of plant structures and lead to a loss of critical safety functions. In providing a broad-scope, high-level examination of the accident, "Lessons Learned" is meant to complement earlier evaluations by industry and regulators. This in-depth review will be an essential resource for the nuclear power industry, policy makers, and anyone interested in the state of U.S. preparedness and response in the face of crisis situations.

Book excerpt: There is concern about the safety of 59 Soviet-designed nuclear power reactors that operate in the Newly Indep. States of the former Soviet Union, as well as in other nations throughout Central & Eastern Europe. Many of these reactors are similar in design to the Chernobyl reactor in Ukraine that exploded in 1986, causing the worst accident in the history of nuclear power. Deficiencies in the design of many of these reactors pose grave safety risks. This report reviews efforts to improve the safety of Soviet-designed nuclear power reactors & assesses the mgmt. of the Dept. of Energy's & the NRC's nuclear safety assistance activities. Illus.

The conference was directed to decision makers on nuclear safety and energy policy at the technical policy level. Its objective was to review the nuclear power safety issues on which international consensus would be desirable, to address the concerns on nuclear safety expressed by the United Nations World Commission on Environment and Development, and to formulate recommendations for future actions by national and international authorities to advance nuclear safety to the highest level, including proposals for future IAEA activities. The major issues under discussion were: fundamental principles for the safe use of nuclear power; ensuring and enhancing safety of operating plants; approach to nuclear power plants built to earlier safety standards; the next generation of nuclear power plants; and final disposal of radioactive waste.

By means of PSA, a nuclear power plant, including its safety systems and installations, can be analysed in its entirety. The rapid development of the method has resulted in its extensive use. This report reviews the general bases of PSA, emphasizing its merits and limits as well as the general lines of the future development of that methodology and its applications.

This book was released on 1997 with total page 48 pages. Available in PDF, EPUB and Kindle. Book excerpt: The International Atomic Energy Agency (IAEA) has the dual role of promoting the peaceful uses of nuclear energy and verifying that nuclear materials under its supervision are not diverted to military purposes (safeguards). Since 1958, in promoting the peaceful uses of nuclear energy through its technical cooperation program, IAEA has provided technical assistance to its member states by supplying equipment, expert services, and training that support the upgrading or establishment of nuclear techniques and facilities. Although the United States does not receive technical assistance, it has been the leading financial donor to IAEA'5 technical cooperation program. In March 1997, we reported to you on IAEA's technical assistance for Cuba, including assistance for the partially completed Cuban nuclear power reactors whose construction is suspended. As requested, this report examines (1) the purpose and effectiveness of IAEA's technical cooperation program, (2) the cost of U.S. participation in IAEA'5 technical cooperation program, and (3) whether the United States ensures that the activities of IAEA's technical cooperation program do not conflict with U.S. nuclear nonproliferation and safety goals.
