This publication provides recommendations for performing postearthquake inspections to detect damage in steel moment-frame buildings following an earthquake, evaluating the damaged buildings to determine their safety in the postearthquake environment, and repairing damaged buildings. FEMA-353 - Recommended Specifications and Quality Assurance Guidelines for Steel Moment-Frame Construction for Seismic Applications. This publication provides recommended specifications for the fabrication and erection of steel moment frames for seismic applications. The recommended design criteria contained in the other companion documents are based on the material and workmanship standards contained in this document, which also includes discussion of the basis for the quality control and quality assurance criteria contained in the recommended specifications. Book excerpt: Current design office methodologies for seismic design of steel moment frames include forced-based methods for calculating equivalent lateral forces and a static elastic analysis. Research has revealed erroneous assumptions in forced-based methods and proposes that displacement-based methods, due to modeling inelastic systems, result in more reasonable lateral force distributions. Additionally, LRFD1 member design interaction equations implicitly account for geometric and material non-linear effects. This philosophy does not satisfy compatibility between the actual inelastic member response and the elastic system as assumed by conventional elastic analysis. Displacement-based lateral force distributions in combination with a second-order inelastic static analysis that sufficiently determines the limit state strength and stability of a structural system, or "Advanced Analysis," is advantageous to the design of steel moment frames. Second-order geometric and inelastic effects are directly accounted for in the analysis. This allows engineers to predict actual frame behavior with greater accuracy and results in a more efficient and economical frame. Another advantage is that force reduction factors outlined in current seismic codes are not required since the frame is designed for inelastic behavior. This approach eliminates discrepancies between initially assumed force reduction factors and final frame ductility capacity. Also, individual member capacity checks outlined in design specifications are similarly not required. The goal of this research is to advance the validity and accuracy of displacement-based design methods and Advanced Analysis for the engineering of seismic resistant steel moment frames. Book excerpt: The 2010 AISC Specification establishes the Direct Analysis Method (DM) as the standard stability analysis and design procedure. Although the DM has important benefits over conventional stability design methods, the interface between the DM, the AISC Seismic Provisions and the seismic design requirements in ASCE-7 is not fully established. Since the DM, which was developed for design scenarios that do not contain seismic loading, includes the effects of initial geometric imperfections and inelastic behavior compounded by residual stresses, it is critical to explore the impact of these parameters on the seismic behavior of typical steel buildings before the DM is required for seismic design. To examine these issues, a series of steel special moment-resisting frame models were subjected to monotonic pushover, cyclic pushover and response history analyses. The observed behavior was used to draw comparisons between systems with and without residual stresses and initial imperfections. Cyclic strength degradation at beam-to-column connections was also considered to examine the potential interaction it may have with the other parameters. Whereas the well-known impact of strength degradation on cyclic stability was noted, residual stresses and initial imperfections did not have any appreciable effect on stability behavior for the systems considered. The analyses conducted in this study indicate no clear benefit to using the DM when designing ductile steel systems in high seismic regions and simpler design methods may be equally effective.

However, current seismic design practice in the U.S. is based on elastic structural behavior and accounts for inelastic behavior only in an indirect manner through certain modification factors such as R, I, and Cd. Under moderate to severe earthquakes, inelastic activity, including severe yielding and buckling of structural members can be unevenly distributed in the structure which may result in global collapse or costly repair work. Recently, a new design method has been developed and referred to as Performance-Based Plastic Design (PBPD). This method directly accounts for inelastic behavior by using pre-selected target drift and yield mechanism as key performance limit states. In this research work, the application of PBPD is successfully extended to design of mid-rise to tall steel Concentrically Braced Frames (CBF) with increased confidence level against collapse and also to tall steel Moment Frames (MF). The PBPD procedure for design of Steel Plate Shear Walls (SPSW) is also developed. The PBPD method is extended to design of mid-rise to tall CBF structures by proposing several key modifications in the calculation of design base shear. These include: consideration of column axial deformations in estimation of yield and target drifts, lateral force distribution to prevent large story drifts at upper stories due to higher mode effects, and target drift by proposed lambda-factor to account for pinched hysteretic behavior. Moreover, different methods are suggested to enhance the confidence level of mid- to high-rise CBF structures against collapse. These methods include: increase in design base shear by using slightly larger lambda-factor for mid- to high-rise frames, using Split-X configuration for braces, and increasing the minimum required fracture life, Nf. Application of PBPD method in design of tall MF structures is successfully carried out. Modifications for design of tall MF systems, primarily on design of columns, are proposed to achieve this goal. The current PBPD procedure for design of columns in steel MF structures works well for low-rise frames, but results in overdesigned sections for mid- to high-rise frames. It is shown that by applying the proposed modifications in design of tall MF, excellent seismic performance under pushover as well as time-history analyses can be achieved. The PBPD procedure for design of SPSW, an emerging lateral load resisting system, is developed. This procedure uses target drift and yield mechanism as key performance limit states. The pinched hysteretic behavior of SPSW is directly accounted for in this method by using the proposed lambda-factor method. By applying this method in the design of a 4-story SPSW frame, it was shown that the proposed PBPD procedure works very well for design of these systems. The performance criteria of target drifts and yield mechanisms were successfully met for the PBPD designs. In addition, with the proposed PBPD procedure, multiple level design based on appropriate target drifts for each hazard level, can be easily implemented. In general, the PBPD designed frames showed improved performance compared to the code designed SPSW frame, especially under MCE ground motions.
