We would be mistaken, Lal argues, if we lumped China and India together in one Asian policy, because these two countries differ greatly from one another. Based on over 120 in-depth interviews with government officials and scholars in Beijing and New Delhi, the author's research yields some surprising news about the differences between China and India. Chinese leaders define their national interest as preservation of the state and territorial unity, whereas Indian decision makers define their national interests in relation to forces beyond India, such as the forces of globalization and their geopolitical status. One factor that accounts for these differences, among the many explored in this book, is the influence of one-party rule in China and parliamentary democracy in India. Another important finding is that China and India are unlikely to pursue hostility with each other. The U.S. approach to Asia will need to take these differences into account.

Because it is so rare, especially among post-colonial states, this control is rightfully celebrated. But has this come at a cost? In The Absent Dialogue, Anit Mukherjee argues that the pattern of civil-military relations in India has hampered its military effectiveness. Diving deep into understanding the organization and internal processes within the Indian military, he explains how Indian politicians and bureaucrats have long been content with the formal and ritualistic exercise of civilian control, while the military continues to operate in institutional silos. Yet, there has been little substantive engagement between the two. To support this claim, Mukherjee closely examines the variables most closely associated with military effectiveness-weapons procurement, jointness (the ability of separate military services to operate together), officer education, promotion policies, and defense planning. Further, Mukherjee shows how India's pattern of civil-military relations-best characterized as an absent dialogue-adversely affects each of these processes. It states that India employed the strategy of exhaustion during the Indian Army's campaigns in the 1947-48 conflict and 1965 war, which made way to strategy of annihilation during the 1971 war (East Pakistan), but after Pakistan's acquisition of nuclear weapons capability the strategy is back to exhaustion. The book highlights the importance of designing an overall military strategy for waging limited war and pursuing carefully calibrated political and military objectives by creatively combining the individual doctrines of the three services by establishing a Chief of Defence Staff system.

The study seeks to account for the shift in opinion by looking at the parallel processes of how nuclear policy became an important part of the public discourse in India, and what it came to symbolise for the country’s intelligentsia during this decade. It argues that the pressure on New Delhi in the early 1990s to fall in line with the non-proliferation regime, magnified by India’s declining global influence at the time, caused the issue to cease being one of defence, making it a focus of nationalist pride instead. But India is still seen as a land power focused on long, disputed and militarised borders with Pakistan and China rather than the global military force it was in the first half of the twentieth century under British rule. Is this changing? India is acquiring increasing numbers of key platforms – aircraft carriers, amphibious ships, refuelling tankers and transport aircraft – that are extending its reach to the Indian Ocean littoral and beyond. But most accounts of this build-up have been impressionistic and partial. Indian Power Projection assesses the strength, reach and purposes of India's maturing capabilities. It offers a systematic assessment of India’s ability to conduct long-range airstrikes from land and sea, transport and convey airborne and amphibious forces, and develop the institutional and material enablers that turn platforms into capabilities. It draws extensively on the lessons of modern expeditionary operations, and considers how India’s growing interests might shape where and how it uses these evolving capabilities in the future. This study finds that Indian power projection is in a nascent stage: limited in number, primarily of use against much-weaker adversaries, and deficient in some key supporting capabilities. India’s defence posture will continue to be shaped by local threats, rather than distant interests. Indian leaders remain uncomfortable with talk of military intervention and expeditionary warfare, associating these with colonial and superpower excess. But as the country’s power, interests and capabilities all grow, it is likely that India will once more find itself using military force beyond its land borders.
