The report describes articles in the Convention dealing specifically with education: (1) Article 28 defines education as a right and recommends steps for this right to be achieved progressively and on the basis of equal opportunity; and (2) Article 29 addresses the purpose of school education. Articles delineating general principles of the Convention are also described, relating to nondiscrimination; best interests of the child; rights to life, survival, and development; and view of the child. The report maintains that the general principles outline a direction for progressive educational reform and analyzes eight areas of potential reform: (1) universal access to basic education; (2) equal opportunities; (3) the appropriate content of education; (4) cultural roots and global values; (5) new methods of learning; (6) mutual respect; (7) pupil participation; and (8) the role of teachers, parents, and the community. The report further examines differences in implementation of educational changes in developing nations, discusses the problems of inadequate resources, and notes that development has to start from the local community. The report concludes by asserting that although the global long-term trend is to give education more priority, it is not certain that the movement will be toward schooling in the spirit of the Convention. This paper focuses on the education dimension of poverty reduction, and specifically the attainment of the International Development Targets for education, which are to: achieve Universal Primary Education (UPE) by 2015; and demonstrate progress toward gender equality and the empowerment of women by eliminating gender disparity in primary and secondary education by 2005. Section 1 underlines the importance of education as a basic human right, a right which promotes other rights and responsibility that contribute to economic and social development. Section 2 defines the scale and geography of the challenge, noting that it is in sub-Saharan Africa that the size and complexity of the challenge is greatest. Section 3 posits the argument that the experiences of the past decade--positive and negative--point to a set of important lessons which should inform the work of governments and the wider international community, lessons that include the central role of government and the need for policies inclusive of all children. Section 4 identifies priorities and strategies for action, arguing that for targets to be achieved there must be sustained commitment by national governments to sound, long-term policies that recognize the strategic contribution of primary education to development. Section 5 outlines a broad, threefold strategy for DFID: (1) contributing to the development and coordination of international commitment, policies, and programs designed to achieve UPE and Education for All; (2) strong, well-targeted country programs that will provide strategic assistance to governments and societies committed to achieving UPE and gender equality; and (3) knowledge and research strategies and outcomes that will contribute to the ability of the international community to learn lessons, share experience, and monitor progress. Section 6 underscores the importance of developing capacity to monitor progress toward the targets, and for DFID to assess the effectiveness and efficiency of its contribution to achieving UPE and gender equality. One sixth of the world's population, nearly 855 million people, are functionally illiterate, and 130 million children in developing countries are without access to basic education. Spring argues that in our crowded global economy, educational deprivation has dire consequences for human welfare. Such deprivation diminishes political power. Education is essential for providing citizens with the tools for resisting totalitarian and repressive governments and economic exploitation. What is to be done? The historically grounded, highly original analysis and proposals Spring sets forth in this book go a long way toward answering this urgent question. Spring first looks at the debates leading up to the Universal Declaration of Human Rights in 1948, to see how the various writers dealt with the issue of cultural differences. These discussions provide a framework for examining the problem of reconciling cultural differences with universal concepts. He next expands on the issue of education and cultural differences by proposing a justification for education that is applicable to indigenous peoples and minority cultures and languages. This justification is then applied to all people within the current global economy.
