Also examined is the evolution in the role of such actors in Japanese politics as bureaucrats, Liberal Democratic Party (LDP) factions, and backbenchers of the ruling party. Chapters offer multi-dimensional explanations for the preconditions of successful gradual institutional change in political systems, characterized by relatively strong veto players, rigid governmental structures, and numerous unofficial decision-making rules. It is argued that enhancement of the prime minister’s position was implemented through the creative use of pre-existing policy venues, coupled with minor institutional changes in decision-making bodies. Using three illustrated case studies, it is demonstrated how the prime minister managed to centralize the decision-making process: a result of strategic appointment of ministers, empowerment of the Cabinet Secretariat and also taking advantage of wider advisory organs, largely circumventing deliberations on key policies in the ruling party. Seemingly minor changes thus manifested in a major redefinition of decision-making patterns: a result of the long-term perspective of the Abe administration. Despite its defeat, the LDP remains the most successful political party in a democracy in the post–World War II period. In The Rise and Fall of Japan's LDP, Ellis S. Krauss and Robert J. Pekkanen shed light on the puzzle of the LDP's long dominance and abrupt defeat. Several questions about institutional change in party politics are at the core of their investigation: What incentives do different electoral systems provide? How do politicians adapt to new incentives? How much does structure determine behavior, and how much opportunity does structure give politicians to influence outcomes? How adaptable are established political organizations? The electoral system Japan established in 1955 resulted in a half-century of "one-party democracy." But as Krauss and Pekkanen detail, sweeping political reforms in 1994 changed voting rules and other key elements of the electoral system. Both the LDP and its adversaries had to adapt to a new system that gave citizens two votes: one for a party and one for a candidate. Under the leadership of the charismatic Koizumi Junichiro, the LDP managed to maintain its majority in the Japanese Diet, but his successors lost popular support as opposing parties learned how to operate in the new electoral environment. Drawing on the insights of historical institutionalism, Krauss and Pekkanen explain how Japanese politics functioned before and after the 1994 reform and why the persistence of party institutions (factions, PARC, koenkai) and the transformed role of party leadership contributed both to the LDP's success at remaining in power for fifteen years after the reforms and to its eventual downfall. In an epilogue, the authors assess the LDP's prospects in the near and medium term.

Chapter 1 discusses how Japanese corporate governance changed incrementally and cumulatively to rebuild management and restore corporate performance. Chapter 2 focuses on reform in work organization and discusses how performance-related pay was introduced in tandem with corporate governance reform. It is shown that the practice of long-term employment has been maintained despite the prolonged depression and mounting pressure to shift to shareholder-oriented corporate governance. Chapter 3 investigates how Japanese firms are diversified into four types, based on whether performance-related pay is introduced and whether long-term employment is maintained. The author demonstrates that major Japanese firms reconstruct their organization as hybrid structures based on a combination of long-term employment and performance-related pay. Chapter 4 investigates how performance-related pay actually operates. It is analyzed by distinguishing the three main objectives to be attained by performance pay: succeeding in individual performance, contributing to overall organization performance, and meeting the challenge of new tasks. Finally, Chapter 5 investigates how employees react to changes in corporate governance. Using survey data, the book shows that Japanese employees approve of increasing shareholder value, regarding it as corporate value. They not only approve the monitoring of management by shareholders, but also demand a part in the monitoring.
