Book excerpt: In its thirtieth session the Commission reviewed the intersessional activities of its Scientific Advisory Committee (SAC) and its Committee on Aquaculture (CAQ). Based on the advice emanating from SAC and proposals by Members, the GFCM adopted respectively: three binding recommendations on fisheries management measures, including on fishing effort and on the protection of sensitive habitats; two recommendations on illegal, unreported and unregulated (IUU) fishing, including on the establishment of a black list of vessels and on data confidentiality procedure. It also endorsed three recommendations from the International Commission for the Conservation of Atlantic Tunas (ICCAT), including on the establishment of a programme for transshipment by large-scale longliners. The GFCM reiterated its satisfaction with progress made in the implementation of the five regional projects executed by FAO in support of the Commission. The Commission ascertained its financial situation and agreed to use arrears to build a Working Capital Fund. In the Secretariat, it established a post of Statistician and a post of Programmer/System Analyst. Work progress related to the new headquarters of the Commission was reviewed. The Commission decided to postpone the adjustments to its Rules of Procedure to its next plenary. The Commission established a Compliance Committee. It formalized the Environment Aquaculture Mediterranean Network (EAM) and the Statistical Information System on Aquaculture (SIPAM) as subsidiary bodies of CAQ, and endorsed the guidelines prepared by the Joint GFCM/ICCAT Working Group on Sustainable Tuna Farming. Book excerpt: The forty-second session of the General Fisheries Commission for the Mediterranean as well as the ninth session of the Committee on Administration and Finance was attended by delegates of 22 contracting parties, as well as of four cooperating non-contracting parties and two non-contracting parties. Representatives from 15 intergovernmental and non-governmental organizations, the Food and Agriculture Organization of the United Nations and its regional projects as well as the Bureaux of the Commission and its subsidiary bodies, were also in attendance. During the session, progress in activities related to fisheries, aquaculture, compliance and other strategic activities was reviewed. Moreover, cooperation activities within the framework of agreements with contracting parties and cooperating non-contracting parties and with partner organizations were discussed. In light of increasing cooperation with the GFCM, the Commission granted cooperating noncontracting party status to Jordan. In relation to the management of fisheries and aquaculture in the GFCM area of application, a total of eleven binding recommendations were adopted, dealing with the following issues: multiannual management plans for European eel, for deep-water red shrimp fisheries in the Levant and Ionian Seas and for demersal fisheries in the Strait of Sicily; conservation of sharks and rays; international joint inspection and surveillance in the Strait of Sicily; regional research programmes on blue crab in the Mediterranean and on rapa whelk fisheries in the Black Sea; further emergency measures for small pelagic stocks in the Adriatic Sea; access to information and data related to monitoring, control and surveillance and regional marking of fishing gear. Futhermore, the Commission agreed to launch its second performance review in 2019 and welcomed the establishment of five subregional technical units in Bulgaria, Croatia, Lebanon, Spain and Tunisia. Finally, the Commission adopted its programme of work for the next intersession and approved its budget amounting to USD2 537 241 for 2019 as well as a number of strategic actions to be funded through extrabudgetary resources. It also unanimously endorsed the new Bureaux of the Scientific Advisory Committee on Fisheries, the Working Group on the Black Sea and the Committee on Administration and Finance. Finally, on the occasion of its resumed session held in December 2018, the Commission unanimously elected its new Chairperson and Vice-Chairpersons.

Book excerpt: Bycatch – a term widely used to refer to part of the catch unintentionally caught during a fishing operation, in addition to target species, and consisting of the discards and incidental catch of vulnerable species – is considered one of the most important threats to the profitability and sustainability of fisheries, as well as to the conservation of the marine environment and ecosystems. Understanding the bycatch issue and adopting effective measures in order to reduce bycatch rates are essential steps towards minimizing the impacts on vulnerable species and ensuring both a sustainable fisheries sector and healthy seas. In the Mediterranean and the Black Sea, the incidental catch of vulnerable species – namely seabirds, sea turtles, elasmobranchs, marine mammals and macrobenthic invertebrates – represents one of several challenges for the industrial, semi-industrial and small-scale fisheries that coexist in the region, as well as for the diverse and sensitive ecosystems impacted. Typically, data on this issue have been collected in an opportunistic manner and in ways that make comparisons difficult. The annual absolute values of incidental catch of vulnerable species are not available: studies cover only a small portion of the total fishing activity and often present important knowledge gaps for many types of fishing gear, countries and/or subregions, as well as on temporal scales, for example, to establish reliable baselines. The result is that little is known of the scope of the problem, despite incidental catch being a significant pressure on the populations of vulnerable species, as well as a concern for fishers.This regional review is an attempt to compile, in one single document, all available data and historical records on the incidental catch of vulnerable species in the Mediterranean and Black Sea fisheries, obtained from existing literature, databases and other grey sources, and collated in a standardized and comparable way. The main objective is to provide comprehensive baseline information, earmark the main data gaps, as well as identify the most impacting types of fishing gear by taxonomic group. This work is a reminder of the importance of standardized data collection and the need to have baseline information in order to support decision-making in the identification of appropriate bycatch mitigation techniques, thus enabling analysis of their effectiveness and comparison over time and space, as well as facilitating the implementation of relevant conservation and/or management measures at the national, subregional and regional levels.

The GFCM strengthened the mandate of CAQ and adopted a new set up and modus operandi for the subsidiary bodies of the Committee. The Commission decided to strengthen its activities in the Black Sea. It acknowledged the importance of the five regional projects supporting the activities of the Committees and endorsed a series of amendments to its Rules of Procedure. The Commission agreed on its programme of work and adopted its budget for 2007, including the establishment within the Secretariat of a post of Aquaculture specialist.

The session was attended by delegates from 19 Mediterranean contracting parties, 11 observers, as well as representatives of the Food and Agriculture Organization of the United Nations (FAO) Fisheries Division, the GFCM Secretariat and invited experts. The Committee reviewed the work carried out during the 2019–2021 intersession, including within the framework of the mid-term strategy (2017–2020) towards the sustainability of Mediterranean and Black Sea fisheries and in light of the COVID-19 pandemic, and provided advice on status of priority stocks and ecosystems and on potential management measures addressing key fisheries and vulnerable species in the Mediterranean. In line with the subregional approach, the Committee formulated advice focusing on: i) small pelagic and priority demersal fisheries in the Adriatic Sea; ii) common dolphinfish and blackspot seabream fisheries in the western Mediterranean; iii) small pelagic and bottom trawl fisheries exploiting demersal stocks, particularly European hake, in the central Mediterranean; iv) deep-water red shrimp fisheries in the eastern-central Mediterranean, including their interactions with vulnerable marine ecosystems; and v) round sardinella in the eastern Mediterranean. The Committee also agreed on the technical soundness of three FRA proposals for the Bari Canyon, the Ebro Delta margin and the Palmahim Disturbance, to be submitted to the Commission. At the regional level, the Committee provided advice on the following: i) fishing technology and bycatch, including minimal technical specifications for bottom-trawl nets and the need for targeted pilot projects to investigate possible mitigation measures; ii) data call for the database on sensitive benthic habitats and species and other effective area-based conservation measures for the protection of vulnerable marine ecosystems and essential fish habitats; and iii) advances in the adaptation strategy for climate change. Furthermore, the Committee discussed additional work in support of the GFCM, namely the implementation of the Regional Plan of Action for Small-Scale Fisheries in the Mediterranean and the Black Sea, dedicated research programmes as well as other activities to enhance fisheries management in the region. Finally, the Committee agreed upon its work plan for 2021–2023.

Book excerpt: Recent decades have seen significant changes in the biota of the Mediterranean and the Black Sea due to the introduction of non-indigenous species. Reliable scientific data on the dynamics of their distribution and abundance are essential to understand their ecological and economic effects. This review – in addition to providing images and descriptions of relevant species to aid in identification – presents a unique historical and regional perspective on these species’ impacts, based on many years’ worth of research. The Black Sea’s primary invaders come from the Mediterranean. Species like the comb jelly Mnemiopsis leidyi have caused major declines in biodiversity in the region by crippling key segments of the food chain. Similar results have been noted in the Marmara Sea, a crucial water exchange point located between the Aegean Sea and the Black Sea. Infiltration into the Mediterranean comes from both the east and west – with Lessepsian species passing through the Suez Canal and fish and invertebrate species originating from the Atlantic expanding their ranges. As of the publication of this review, over 900 non-indigenous species have been reported in the Mediterranean and almost 300 in the Black Sea, with these numbers expected to rise in the future. Numerous Lessepsian fishes are commercially relevant and have been absorbed into local markets, particularly in the eastern Mediterranean region. While these species are targeted through various fishing techniques, many others are simply discarded due to a lack of value and there are even some, such as lionfishes, pufferfishes and several species of jellyfishes, that present immediate dangers to human health. Stewardship of native species, regional cooperation on the enforcement of legal measures, increased public awareness and the creation of marine protected areas are thus essential to minimize and reduce the impacts of non-indigenous species both in the Mediterranean and the Black Sea.

Book excerpt: FAO has promoted the ecosystem approach to fisheries (EAF) as an appropriate framework for the sustainable development and management of fisheries worldwide. With a view to contribute to the identification of lessons and good practices for EAF implementation, this publication documents nine case studies that attempted to put into practice some of the key principles and tools of the approach in the Mediterranean Sea. The case studies were selected to cover a broad range of contexts including smallscale and industrial fisheries operating at local, national and sub-regional scales. It was not within the scope of the publication to evaluate the level of implementation of the ecosystem approach. A specific tool for monitoring implementation is proposed and exemplified. Case studies were analysed with a view to draw preliminary lessons regarding the enabling factors that facilitated the progress made as well as the challenges faced in the transition towards EAF-based management systems. Attention is drawn to key enabling conditions such as favourable policies, legislation and regulatory frameworks, the existence of regional mechanisms for cooperation, favourable market dynamics and social processes, and the relatively low complexity of the fishery systems analysed. A set of factors emerged that contributed to progress during implementation, such as the clear definition of fishing rights, the enhancement of mechanisms for compliance, scientific monitoring and adaptation of management measures, as well as the explicit consideration of biological and socioeconomic aspects in management actions. Further progress in the transition towards sustainable management systems is hampered by external and internal factors. External factors are related, for instance, to environmental changes, the poor regulation and control of competing sectors, consumer behaviour and the governance environment. Issues such as stakeholder representation, knowledge gaps and the availability of sustainable sources of funding are among common internal factors. The authors also discuss how slow progress in the implementation of management plans can generate discredit with the institutions and add additional challenges for any future initiatives to engage stakeholders in participatory management. The case-based results and lessons of how the ecosystem approach to fisheries was considered, developed and implemented in the fisheries discussed in this publication not only contribute to the documentation of current practices in the Mediterranean but may also guide future attempts to further develop the field.
