Book excerpt: An African American Dilemma offers the first social history of northern Black debates over school integration versus separation from the 1840s to the present. Since Brown v. Board of Education in 1954 Americans have viewed school integration as a central tenet of the Black civil rights movement. Yet, school integration was not the only--or even always the dominant--civil rights strategy. At times, African Americans also fought for separate, Black controlled schools dedicated to racial uplift and community empowerment. An African American Dilemma offers a social history of these debates within northern Black communities from the 1840s to the present. Drawing on sources including the Black press, school board records, social science studies, the papers of civil rights activists, and court cases, it reveals that northern Black communities, urban and suburban, vacillated between a preference for either school integration or separation during specific eras. Yet, there was never a consensus. It also highlights the chorus of dissent, debate, and counter-narratives that pushed families to consider a fuller range of educational reforms. A sweeping historical analysis that covers the entire history of public education in the North, this work complicates our understanding of school integration by highlighting the diverse perspectives of Black students, parents, teachers, and community leaders all committed to improving public education. It finds that Black school integrationists and separatists have worked together in a dynamic tension that fueled effective strategies for educational reform and the Black civil rights movement, a discussion that continues to be highly charged in present-day schooling choices.

The rise of the Conservative movement in the United States over the last two decades is evident in current public policy, including the passage of the Welfare Reform Act, the weakening of affirmative action, and the approval of educational vouchers for private schooling. At the same time, new rules on congressional redistricting prohibit legislators from constructing majority black congressional districts, and blacks continue to suffer disproportionate rates of incarceration and death-penalty sentencing. In this significant new study, the distinguished political scientist Ronald W. Walters argues that the Conservative movement during this period has had an inordinate impact on American governing institutions and that a strong, though very often unstated, racial hostility drives the public policies put forth by Conservative politicians. Walters traces the emergence of what he calls a new White Nationalism, showing how it fuels the Conservative movement, invades the public discourse, and generates policies that protect the interests of white voters at the expense of blacks and other nonwhites. Using historical and contemporary examples of White Nationalist policy, as well as empirical public opinion data, Walters demonstrates the degree to which this ideology exists among white voters and the negative impact of its policies on the black community. White Nationalism, Black Interests terms the current period a "second Reconstruction," comparing the racial dynamics in the post-Civil Rights era to those of the first Reconstruction following the end of the Civil War. Book excerpt: In the context of the evolution of affirmative action at the national and state levels, this study offers an empirical account of the citizens' movement in California that successfully resulted in the passage of a constitutional amendment to abolish such preferences in public education, public employment, and public contracting. It describes how the concept of affirmative action was transmuted into quotas and set-asides even in those situations where there was no credible evidence of past discrimination. This process was aided by Presidential Executive Orders as well as by some Supreme Court decisions which, until the late 1980s, failed to provide clear parameters of compensatory versus preferential actions. The California movement arose to reassert the original vision of equality as contained in the Civil Rights Act of 1964. Raza, Anderson, and Custred, who have studied the historical development of the phenomenon and have witnessed its actual operation, lift the curtain of secrecy that surrounds such preferences. This book challenges the notion that affirmative action is a benign and temporary measure that simply provides a helping hand to those who are disadvantaged. There is ample evidence of the institutionalization of preferences that generally provide advantages to those who could otherwise compete on their own merits. Such unfair competitive advantages, provided by government agencies and public educational institutions have neither moral nor political majority support; however, they continue to exist through pressure of political interest groups, liberal political ideology, and entrenched bureaucrats who administer the system. Quite contrary to some people's thinking, the system of preferences may no longer be considered either permanent or necessary.

Shep Melnick examines the evolution of federal school desegregation policy from 1954 through the termination of desegregation orders in the first decades of the twenty-first century, combining legal analysis with a focus on institutional relations, particularly the interactions between federal judges and administrators.
