Book excerpt: First Published in 1980, Financing Urban Government in the Welfare State shows how intergovernmental structures have now become the main policy device designed for an earlier age and often for quite different purposes, linking national and local policymaking. Special attention is given to the historical structures which now form the basis for national - local spending and investment decisions, and which moderate the increasing interdependence of national and local decisions. The so called ‘crisis’ of urban spending has not emerged as a major problem, but each country has sought to modify and adapt old bargaining procedures to the new needs and problems of local government. The manner in which this has been done reflects crucially important aspects of the political process in each country- Britain, France, the United States, Germany and the Netherlands, and does not follow the lines that might be suggested by economic deterministic thinking. Essentially each country must work out its historical and institutional compromise between the financial problems of national and local government, with politics continuing to have an important explanatory role in understanding contemporary urban development. This is an interesting read for scholars and researchers of urban studies, urban politics and public policy

Book excerpt: The economic activity that drives growth in developing countries is heavily concentrated in cities. Catchphrases such as “metropolitan areas are the engines that pull the national economy” turn out to be fairly accurate. But the same advantages of metropolitan areas that draw investment also draw migrants who need jobs and housing, lead to demands for better infrastructure and social services, and result in increased congestion, environmental harm, and social problems. The challenges for metropolitan public finance are to capture a share of the economic growth to adequately finance new and growing expenditures and to organize governance so that services can be delivered in a cost-effective way, giving the local population a voice in fiscal decision making. At the same time, care must be taken to avoid overregulation and overtaxation, which will hamper the now quite mobile economic engine of private investment and entrepreneurial initiative. Metropolitan planning has become a reality in most large urban areas, even though the planning agencies are often ineffective in moving things forward and in linking their plans with the fiscal and financial realities of metropolitan government. A growing number of success stories in metropolitan finance and management, together with accumulated experience and proper efforts and support, could be extended to a broader array of forward-looking programs to address the growing public service needs of metropolitan-area populations. Nevertheless, sweeping metropolitan-area fiscal reforms have been few and far between; the urban policy reform agenda is still a long one; and there is a reasonable prospect that closing the gaps between what we know how to do and what is actually being done will continue to be difficult and slow. This book identifies the most important issues in metropolitan governance and finance in developing countries, describes the practice, explores the gap between practice and what theory suggests should be done, and lays out the reform paths that might be considered. Part of the solution will rest in rethinking expenditure assignments and instruments of finance. The “right” approach also will depend on the flexibility of political leaders to relinquish some control in order to find a better solution to the metropolitan finance problem.

Available in PDF, EPUB and Kindle. Book excerpt: This book identifies the main causes of welfare state system extension, as well as the differences in welfare state system design and their consequences for human behavior and the future financial stability of the systems in place in different parts of Asia. Providing ten in-depth country case studies from across the region, including India, Thailand, China, Hong Kong, Macao, Taiwan and South Korea, as well as Russia, Turkey and Saudi Arabia, the book focuses on the situation of welfare state system development and its financing in some of the largest countries on earth. It addresses previously neglected areas for investigation, such as the causal reasons for welfare state system extension (not only in Asia, but in general), the types of social security systems and their incentive systems in place and the way they chiefly determine behavior—and thus determine the resulting social security needs. This book will be of interest to all scholars and students of social policy, public policy, political science, sociology, finance and economics, development studies and Asian studies more broadly.

Book excerpt: Abstract: Since South Africa held its first democratic elections in 1994, it has given significant attention to building an effective system of decentralization including provincial and local government. While provincial governments are responsible mainly for the implementation of social services such as health and education, the provision of much of the urban infrastructure is the responsibility of local government. Although many challenges remain, the country has made significant progress over the past decade in addressing urban service backlogs in poor areas. At the same time, it has greatly improved macroeconomic fundamentals. The system of financing local government seeks to place accountability firmly at the local level, with most revenues in the larger urban centers raised locally through a combination of local taxes and fees for services, while poorer regions are predominantly grant funded. The objective has been to encourage the financing of capital infrastructure through local borrowing based on sustainable, transparent local finances rather than national repayment guarantees, which are outlawed. There is some indirect subsidization of loans through the state-owned Development Bank of Southern Africa. But the emphasis is on achieving redistribution through transparent, formula-based grants paid directly from national to local governments. While further bedding down of the system is needed, the approach is proving largely successful. The paper concludes by recommending that the existing division between provinces as providers of social services and local governments as the key locus of responsibility for services related to the built environment should be strengthened, particularly through the devolution of more urban transport related functions. A number of key risks are also highlighted, including issues related to the reform of local business taxes.

Two core issues are explored: how to manage complex vertical and horizontal urban governance structures, and how to raise the finances to promote efficient, equitable, and sustainable metropolitan growth. The report explores local revenue instruments, with a focus on property-based local taxes and user charges, as well as external revenue sources such as intergovernmental transfers, borrowing, public-private partnerships, and international assistance.

Book excerpt: An examination of the savings and loan crisis and subsequent bailout reveals that the welfare state is a dynamic process: the bailout is an extension of a larger process of state projects for economic intervention that began with banking regulation following the Great Depression of the 1930s, and continued with the Chrysler bailout legislation in 1979 and the Garn-St. Germain Act of 1982, which deregulated the banking industry. In viewing the welfare state as a power process involving shifts in relative emphases on corporate and social welfare policies and expenditures, this book provides both central case studies and a new conceptual framework for policy debates on "welfare as we know it."

Roy Bahl and ten other distinguished analysts look at trends in the late 1970s and discuss what they may indicate for the rest of this decade. Comparisons with Scandinavian nations and emerging Third World nations provide additional insight into potential American urban problems. `This admirable collection of articles, mostly by public finance economists, assesses the outlook for state and local government finance in the 1980s. The value of the volume lies in the commitment to exploring the possible shape of the near-term future as revealed by sound...analyses of the recent past.' -- Journal of Policy Analysis and Management, Vol 1 No 2, 1982 `..

Yet few have probed American cities’ dependence on municipal debt or how the terms of municipal finance structure racial privileges, entrench spatial neglect, elide democratic input, and distribute wealth and power. In this passionate and deeply researched book, Destin Jenkins shows in vivid detail how, beyond the borrowing decisions of American cities and beneath their quotidian infrastructure, there lurks a world of politics and finance that is rarely seen, let alone understood. Focusing on San Francisco, The Bonds of Inequality offers a singular view of the postwar city, one where the dynamics that drove its creation encompassed not only local politicians but also banks, credit rating firms, insurance companies, and the national municipal bond market. Moving between the local and the national, The Bonds of Inequality uncovers how racial inequalities in San Francisco were intrinsically tied to municipal finance arrangements and how these arrangements were central in determining the distribution of resources in the city. By homing in on financing and its imperatives, Jenkins boldly rewrites the history of modern American cities, revealing the hidden strings that bind debt and power, race and inequity, democracy and capitalism.
