In evaluating program options, managers must assess/balance wildfire risk and safety issues with public acceptance of regulations and the potential effectiveness of the regulation in mitigating wildfire hazard.

Book excerpt: Increasingly, wildfires are threatening communities, forcing evacuations, damaging property, and causing loss of life. This is in part due to a century of wildfire policy and an influx of people moving to the wildland urban interface (WUI). National programs have identified and promoted effective wildfire mitigation actions to reduce wildfire risk; yet, many homeowners do not perform these actions. Based on previous literature and using the theory of planned behavior (TPB), this study proposes an integrated wildfire mitigation behavioral model to assess and identify the factors that influence homeowners? wildfire mitigation behaviors. Specifically, the study tests the validity of the theory of planned behavior as a foundational model in exploring wildfire mitigation behaviors, develops and empirically tests a wildfire mitigation behavioral model, and explores the role of homeowner associations (HOA) on wildfire mitigation behaviors. Structural equation modeling was used on data collected from homeowners with property in the WUI in Prescott, Arizona. Results suggest TPB provides an acceptable model in describing homeowner wildfire mitigation behavior. For HOA residents, attitudes toward wildfire mitigation behaviors play an important role in predicting intentions to perform these behaviors. Additionally, perceived constraints directly influenced actual mitigation actions. For non-HOA residents, subjective norms influenced intentions to mitigate. Implications for research and local wildfire mitigation programs and policy are discussed.

Book excerpt: The wildland-urban interface (WUI) is one of the fastest growing land-use types in the United States resulting in increased populations directly vulnerable to wildfire hazards. One way to mitigate fire danger near the WUI is through adjacent fuel reduction treatments. While there is a national priority to reduce fire risk through fuel treatments, the efficacy of such treatments to mitigate fire behavior in a changed climate is unknown. We selected four fuel treatments in southern California intercepted by wildfires within the last decade to evaluate fuel treatment effectiveness under future conditions. We used FlamMap to conduct a change analysis of flame length, fire line intensity, max spot distance, and crown fire activity using 97th percentile weather and fuel moisture representative of historical and projected mid-21st century conditions. We found little change in flame length, fire line intensity, max spot distance, and crown fire activity within the fuel treatment under future conditions. However, increased fire behavior activity 1-2 kilometers from fuel treatments under future climatic conditions could impact the fuel treatment effectiveness. These results have important implications to increase cost-effectiveness of long-term fuel treatment programs by providing suggestions on where to focus on strategic areas that require further reduction of fuels to allow for safe fire management operations, protection of property, life, and egress.

Fire spread within such areas occurs from house to house, as embers from one burning structure ignite neighboring ones. Actions can be taken to mitigate the chances that a given house will ignite. This size and configuration of this external benefit depends on the assumed process of fire spread. In this paper we use a simulation model based on plausible parameters to illustrate likely patterns of marginal benefit from mitigation as a function of building density and effectiveness of mitigation. The model indicates that a common pattern is for marginal benefit to unmitigated neighbors to be low at low levels of community mitigation, rise to a maximum, and then fall quickly to a low level. This maximum marginal benefit (known as "herd immunity") helps to indicate the optimal pattern of mitigation in a community. However individual owners in Nash equilibrium will not take the spillover benefits into account. We use the distribution of house values in a California community relative to an assumed cost of mitigation to illustrate in the model the level of mitigation owners will undertake when they make independent investment decisions, and the corrective actions that can lead to the social optimum. We discuss the use of rules or subsidies for insurance premium adjustments based on mitigation activities. Because it will rarely be optimal to mitigate all homes, the optimal solution may involve unequal treatment and raise equity issues.

Building on a relatively small number of foundational studies, this research now addresses a wide range of topics including mitigation activities on private lands, fuels reduction treatments on public land, community impacts and resident behaviors during fire, acceptance of approaches to postfire restoration and recovery, and fire management policy and decisionmaking. As this research has matured, there has been a recognition of the need to examine the full body of resulting literature to synthesize disparate findings and identify lessons learned across studies. These lessons can then be applied to fostering fire-adapted communities-those communities that understand their risk and have taken action to mitigate their vulnerability and increase resilience.
