Book excerpt: The conversion to an all-volunteer military has greatly increased interest in the cost of training first-term enlisted personnel. This report (1) develops a method of estimating military on-the-job training costs and relationships between these costs and the personal attributes of trainees, and (2) evaluates the feasibility of this technique. The method of estimation is a straightforward application of modern human capital theory; investment in OJT is measured as the present value of the sum of positive differences between an individual's military pay and productivity over time. In a pilot study conducted at Norton Air Force Base with members of the largest Air Force specialty (Aircraft Maintenance Specialists), OJT costs were estimated to average $6600 even though all trainees had attended an Air Force technical school costing about $3200. Book excerpt: The Air Force typically trains 30,000 to 40,000 new airmen in some 300 specialties each year. It utilizes two methods for training its enlistees: centralized initial skills training (IST, or "schoolhouse" training) and decentralized on-the-job training (OJT). All too often, only IST costs are considered when "pricing" training, seriously underestimating the overall cost to train an airman. When all the costs are considered, including those of OJT, decisions related to the length of IST can be better informed. To determine the most cost-effective combination of IST and OJT, the authors developed a methodology based on a cost-benefit analysis of seven Air Force specialties. From a statistical analysis of data taken from surveys of senior enlisted personnel, they were able to assess how productivity changes when IST course length changes and to make recommendations concerning the IST course lengths that would produce the most productive airmen for the least possible cost.

Book excerpt: In this book, entitled "Military Conscription: an economic analysis of the labour component in the armed forces", military conscription is regarded as an eco nomic policy to minimize the cost of labour in the armed forces. The economic cost of conscription becomes clear when we analyse the opportunity costs of conscription. If conscripts were free to choose whether to join the armed forces, many would not under the present day conditions, since for them the costs of conscription far outweighs the benefits. The principle of opportunity costs is always central in the economics of warfare. In this book the analysis begins with an investigation of these oppor tunity costs and then uses the results to analyse the formation of an all-volunteer force, which will in fact be achieved, if everything proceeds according to schedule, by 1998. Chapter one concentrates on the structure of the thesis. One of the cor nerstones is welfare economics. Welfare economics uses a mechanical view of the state. Translated to military conscription this means that the welfare of the conscript is a central point in the analysis of the economic aspects of military conscription. Also important is the fact that the concept of welfare concentrates on scarcity. Due to conscription the aspects of scarcity of labour in the armed forces are very weak, if not absent.

The conceptual framework, or methodology, for evaluating specialty training which has been developed at Rand considers the costs of both formal and on-the-job training as well as the returns to training for first-term enlisted personnel. This methodology was pilot-tested using members of one Air Force specialty, and results of that study are described. In the pilot study, average costs and returns to training were estimated, and, in addition, estimates were made of the relationship between individual attributes and the cost of training.
