Book excerpt: The High Frequency Active Auroral Research Program (HAARP) project is research funded by the United States Air Force, the Navy and the University of Alaska with the official purpose of understanding, simulating and controlling ionospheric processes that could change the operation of communications and surveillance systems. It started in 1993 with a series of experiments over twenty years. It is similar to numerous existing ionospheric heaters around the world, and has a large number of diagnostic instruments with the aim of improving the scientific knowledge of ionospheric dynamics. There is speculation that the HAARP project is a US weapon capable of controlling the climate by causing floods and other catastrophes. In 1999, the European Parliament issued a resolution stating that HAARP was manipulating the environment for military purposes, calling for an assessment of the project by Science and Technology Options Assessment (STOA), the European Union body responsible for studying and assessing new technologies. In 2002, the Russian Parliament presented President Vladimir Putinwith a report signed by 90 deputies from the International Relations and Defence committees, claiming that HAARP was a new geophysical weapon capable of manipulating the earth s lower atmosphere. In May 2014 it was announced by the US Air Force that the project would be terminated. The project was created by US Senator Ted Stevens, when he exercised great control over the US defense budget.

Book excerpt: In Latin America, where even today writing has remained a restricted form of expression, the task of generating consent and imposing the emergent nation-state as the exclusive form of the political, was largely conferred to the image. Furthermore, at the moment of its historical demise, the new, 'postmodern' forms of sovereignty appear to rely even more heavily on visual discourses of power. However, a critique of the iconography of the modern state-form has been missing. This volume is the first concerted attempt by cultural, historical and visual scholars to address the political dimension of visual culture in Latin America, in a comparative perspective spanning various regions and historical stages. The case studies are divided into four sections, analysing the formation of a public sphere, the visual politics of avant-garde art, the impact of mass society on political iconography, and the consolidation and crisis of territory as a key icon of the state. Jens Andermann is a Lecturer in Latin American Studies at Birkbeck College, London, and co-editor of the Journal of Latin American Cultural Studies. Among his publications are Mapas de poder: una arqueología literaria del espacio argentino (Rosario, 2000) and articles for major journals in Argentina, Brazil, Europe and the US. William Rowe is Anniversary Professor of Poetics at Birkbeck College, London. His book Memory and Modernity: Popular Culture in Latin America (London, 1991) has been translated into several languages. His most recent works, apart from translations of a wide range of Latin American poetry, are Poets of Contemporary Latin America: History and the Inner Life (Oxford, 2000) and Ensayos vallejianos (Berkeley and Lima, 2006).

Available in PDF, EPUB and Kindle. Book excerpt: When Brazil was honored at the Frankfurt Book Fair in 2013, the Brazilian author Luiz Ruffato opened the event with a provocative speech claiming that literature, through its pervasive depiction and discussion of ‘otherness,’ has the potential to provoke ethical transformation. This book uses Ruffato’s speech as a starting point for the discussion of contemporary Brazilian literature that stands in contrast to the repetition of social and cultural clichés. By illuminating the relevance of humanities and literature as a catalyst for rethinking Brazil, the book offers a resistance to the official discourses that have worked for so long to conceal social tensions, injustices, and secular inequities in Brazilian society. In doing so, it situates Brazilian literature away from the exotic and peripheral spectrum, and closer to a universal and more relevant ethical discussion for readers from all parts of the world. The volume brings together fresh contributions on both canonical contemporary authors such as Graciliano Ramos, Rubem Fonseca, and Dalton Trevisan, and traditionally silenced writing subjects such as Afro-Brazilian female authors. These essays deal with specific contemporary literary and social issues while engaging with historically constitutive phenomena in Brazil, including authoritarianism, violence, and the systematic violation of human rights. The exploration of diverse literary genres -- from novels to graphic novels, from poetry to crônicas -- and engagement with postcolonial studies, gender studies, queer studies, cultural studies, Brazilian studies, South American literature, and world literature carves new space for the emergence of original Brazilian thought.
