Book excerpt: One out of every five Latin Americans or around 130 million people have never known anything but poverty, subsisting on less than US$4-a-day throughout their lives. These are the region ́s chronically poor, who have remained so despite unprecedented inroads against poverty in Latin America and the Caribbean since the turn of the century. Left Behind: Chronic Poverty in Latin America and the Caribbean takes a closer look at the region’s entrenched poor, who and where they are, and how existing policies need to change in order to effectively assist them. The book shows significant variations of rates of chronic poverty both across and within countries. Within a single country, some regions show incidence rates up to eight times higher than the lowest. Despite the higher rates of chronic poverty in rural areas, chronic poverty is as much an urban as a rural issue. In fact, considering absolute numbers, urban areas in many countries, including Chile, Brazil, Mexico, Colombia and the Dominican Republic, have more chronic poor than rural areas. Undoubtedly the region has come a long way during the decade in terms of poverty reduction, guided by a mix of sustained growth and increased levels in amounts and quality of public spending and programs targeted directly or indirectly to the chronic poor. While improving endowments and the context where the chronic poor live is a necessary condition going forward, the decade’s experience suggests that it may not be enough to reach the chronic poor. The book posits that refinements to the existing policy toolkit †“ as opposed to more programs †“ may come a long way in helping the remaining poor. These refinements include intensifying efforts to improve coordination between different social and economic programs, which can boost the income generation process and deal with the intergenerational transmission of chronic poverty by investing in early childhood development. Equally important though, there is an urgent need to adapt programs to directly address the psychological toll of chronic poverty on people’s mindset and aspirations, which currently undermines the effectiveness of the existing policy efforts.

That is, the government only transfers the money to persons who meet certain criteria. These criteria may include enrolling children into public schools, getting regular check-ups at the doctor's office, receiving vaccinations, or the like. They have been hailed as a way of reducing inequality and helping households break out of a vicious cycle whereby poverty is transmitted from one generation to another. Do these and other claims make sense? Are they supported by the available empirical evidence? This volume seeks to answer these and other related questions. Specifically, it lays out a conceptual framework for thinking about the economic rationale for CCTs; it reviews the very rich evidence that has accumulated on CCTs; it discusses how the conceptual framework and the evidence on impacts should inform the design of CCT programs in practice; and it discusses how CCTs fit in the context of broader social policies. The authors show that there is considerable evidence that CCTs have improved the lives of poor people and argue that conditional cash transfers have been an effective way of redistributing income to the poor. They also recognize that even the best-designed and managed CCT cannot fulfill all of the needs of a comprehensive social protection system. They therefore need to be complemented with other interventions, such as workfare or employment programs, and social pensions.

Recently, the World Bank announced a twin strategy for going forward: (1) to end extreme poverty at the global level by 2030; and (2) to promote shared prosperity. This brief reviews LAC's progress toward these objectives, outlines the continuing challenges, and proposes a policy framework for keeping the region on its upward arc and picking up the speed. The World Bank's indicator of shared prosperity underscores that recent years' economic expansion in LAC has benefited the less well-off. But despite LAC's strong gains in shared prosperity, going forward it faces significant hurdles to delivering the sustained high levels of economic growth and welfare gains that many other regions of the world have achieved. Reform agendas that are underway in a number of the region's countries are helping acclerate shared prosperity. The region now needs second-generation reforms that will reinforce the "virtuous cycle" of economic growth and equity to foster shared prosperity. This brief highlights four important policy themes that LAC vountries should consider to keep on track in the years ahead.

Yet, after longstanding dominance by a small oligarchy that continually used violence to repress popular resistance, El Salvador’s democracy has proven to be a fragile one, as social ills (poverty chief among them) have given rise to neighborhoods where gang activity now thrives. Mano Dura examines the ways in which the ruling ARENA party used gang violence to solidify political power in the hands of the elite—culminating in draconian “iron fist” antigang policies that undermine human rights while ultimately doing little to address the roots of gang membership. Drawing on extensive ethnographic fieldwork and policy analysis, Mano Dura examines the activities of three nongovernmental organizations (NGOs) that have advocated for more nuanced policies to eradicate gangs and the societal issues that are both a cause and an effect of gang proliferation. While other studies of street gangs have focused on relatively distant countries such as Colombia, Argentina, and Jamaica, Sonja Wolf’s research takes us to a country closer to the United States, where forced deportation has brought with it US gang culture. Charting the limited success of NGOs in influencing El Salvador’s security policies, the book brings to light key contextual aspects—including myopic media coverage and the ironic populist support for ARENA, despite the party’s protection of the elite at the expense of the greater society.

'Globalization, Wages, and the Quality of Jobs: Five Country Studies' presents the findings and insights of this important research program. In particular, the authors present the similar experiences of low-income countries with globalization and suggest that low-income countries working conditions have improved in the sectors exposed to globalization. However, 'Globalization, Wages, and the Quality of Jobs' also highlights concerns about the sustainability of these improvements and that the positive demonstration effects on the rest of the economy are unclear. The empirical literature that exists, although vast, does not lead to a consensus view on globalization s eventual impact on labor markets. Understanding the effects of globalization is crucial for governments concerned about employment, working conditions, and ultimately, poverty reduction. Beyond job creation, improving the quality of those jobs is an essential condition for achieving poverty reduction. 'Globalization, Wages, and the Quality of Jobs' adds to the existing literature in two ways. First, the authors provide a comprehensive literature review on the current wisdom on globalization and present a micro-based framework for analyzing globalization and working conditions in developing countries. Second, the authors apply this framework to five developing countries: Cambodia, El Salvador, Honduras, Indonesia, and Madagascar. This means that extreme poverty is still an important issue in both low- and middle-income countries in the region. The book includes an overview that highlights progress towards the goals of poverty eradication and shared prosperity between 2003 and 2012, unpacks recent gains at the household level using an income-based asset model, and examines some of the policy levers used to affect social outcomes in the region.
