Book excerpt: The world's nations are moving toward agreements that will bind us together in an effort to limit future greenhouse gas emissions. With such agreements will come the need for all nations to make accurate estimates of greenhouse gas emissions and to monitor changes over time. In this context, the present book focuses on the greenhouse gases that result from human activities, have long lifetimes in the atmosphere and thus will change global climate for decades to millennia or more, and are currently included in international agreements. The book devotes considerably more space to CO2 than to the other gases because CO2 is the largest single contributor to global climate change and is thus the focus of many mitigation efforts. Only data in the public domain were considered because public access and transparency are necessary to build trust in a climate treaty. The book concludes that each country could estimate fossil-fuel CO2 emissions accurately enough to support monitoring of a climate treaty. However, current methods are not sufficiently accurate to check these self-reported estimates against independent data or to estimate other greenhouse gas emissions. Strategic investments would, within 5 years, improve reporting of emissions by countries and yield a useful capability for independent verification of greenhouse gas emissions reported by countries.

These gases are referred to as ''greenhouse gases.'' Their warming capacity, called ''the greenhouse effect, '' is essential to maintaining a climate hospitable to all plant, animal, and human life. In recent years, however, there has been increasing concern that human activity may be affecting the intricate balance between the Earth's absorption of heat from the sun and its capacity to reradiate excess heat back into space. Emissions of greenhouse gases from human activities may be an important mechanism that affects global climate. Thus, research is intensifying to improve our understanding of the role human activities might play in influencing atmospheric concentrations of greenhouse gases. On the basis of scientific findings of the past few decades, the US Government and the international community at large are now taking steps toward stabilizing greenhouse gas emissions. This report contributes to that process. Mandated by Congress this report provides estimates of US emissions of the principal greenhouse gases--carbon dioxide, methane, nitrous oxide, chlorofluorcarbons, carbon monoxide, nitrogen oxides, and nonmethane volatile organic compounds. Estimates are for the period 1985 to 1990. Preliminary estimates for 1991 have also been included, whenever data were available.

The Hidden Costs of Energy defines and evaluates key external costs and benefits that are associated with the production, distribution, and use of energy, but are not reflected in market prices. The damage estimates presented are substantial and reflect damages from air pollution associated with electricity generation, motor vehicle transportation, and heat generation. The book also considers other effects not quantified in dollar amounts, such as damages from climate change, effects of some air pollutants such as mercury, and risks to national security. While not a comprehensive guide to policy, this analysis indicates that major initiatives to further reduce other emissions, improve energy efficiency, or shift to a cleaner electricity generating mix could substantially reduce the damages of external effects. A first step in minimizing the adverse consequences of new energy technologies is to better understand these external effects and damages. The Hidden Costs of Energy will therefore be a vital informational tool for government policy makers, scientists, and economists in even the earliest stages of research and development on energy technologies.
