Buchwald uses as his focus the social and intellectual world of nineteenth-century German physics. Drawing on the lab notes, published papers, and unpublished manuscripts of Heinrich Hertz, Buchwald recreates Hertz's 1887 invention of a device that produced electromagnetic waves in wires. The invention itself was serendipitous and the device was quickly transformed, but Hertz's early experiments led to major innovations in electrodynamics. Buchwald explores the difficulty Hertz had in reconciling the theories of other physicists, including Hermann von Helmholtz and James Clerk Maxwell, and he considers the complex and often problematic connections between theory and experiment. In this first detailed scientific biography of Hertz and his scientific community, Buchwald demonstrates that tacit knowledge can be recovered so that we can begin to identify the unspoken rules that govern scientific practice.

Although all EM waves travel at the speed of light in vacuum, they cover a wide range of frequencies called the EM spectrum. The various portions of the EM spectrum are referred to by various names based on their different attributes in the emission, transmission, and absorption of the corresponding waves and also based on their different practical applications. There are no certain boundaries separating these various portions, and the ranges tend to overlap. Overall, the EM spectrum, from the lowest to the highest frequency (longest to shortest wavelength) contains the following waves: radio frequency (RF), microwaves, millimeter waves, terahertz, infrared, visible light, ultraviolet, X-rays, and gamma rays. Examples of waves generated by localized sources near a boundary are the electromagnetic waves from the currents in a dipole on the surface of the earth and the seismic waves from a slip event in a fault in the earth's crust like the San Andreas fault in California. Both involve a type of surface wave that is called a lateral wave in electro magnetics and a head wave in seismology. Since the two are analogous and the latter is more easily visualized, it is conveniently used here to introduce and describe this important type of surface wave using the data of Y. Ben Zion and P.
