Using a qualitative approach, semi-structured interviews were conducted with 40 scholars from diverse academic disciplines to assess their awareness, perceived opportunities, challenges, and expectations concerning NEP 2020. The results indicate a significant gender disparity in awareness levels, with 35% of male participants reporting high awareness compared to 25% of females, while 40% of female scholars expressed a lack of awareness. Participants identified opportunities such as the promotion of research culture and interdisciplinary studies, but also highlighted challenges including lack of implementation strategies and inadequate research infrastructure. The study found that NEP 2020 is anticipated to positively impact research culture, inter-institutional collaborations, and research output, though concerns about inclusiveness and accessibility remain, particularly regarding gender equality. Recommendations for effective implementation include strengthening policy monitoring, enhancing faculty development programs, and bridging the gap between policy and practice. The insights from this study contribute to the existing literature and provide valuable guidance for policymakers to support the successful realization of NEP 2020's objectives, ultimately enhancing the quality and relevance of higher education in India.

Whereas in past, governmental commitment to education was gauged to physical inputs and gross number of school built, governments are now challenged with more sophisticated but necessary task of strengthening the processes of learning, teaching, teacher capacity building, community participation and building of educational institutions. Developing a judicious policy, thus, requires that the national government align their national educational objectives with quality learner outcomes. Policies need to go beyond enabling access to schools to reframe education in context of multi-sectoral integrated programming, enabling community participation in school management, developing capacities of teachers and education specialists, all of which should be guided by the best interest of the child.The nations of the world are involved in a confused rat-race for the realization of MDGs without having considerations of their socio-economic-cultural and political resources. SAARC countries to some extent have achieved the some of the enrolment based indicators, as focused by SDGs, but they have been failed to innovate retention and quality measures. Therefore, the quality based indicators are far in realization of these objectives. On the basis of the cross country SAARC policy analysis the appropriate planning can be set to achieve the quality management and administration at the Elementary level. A model namely CCIPAM (CROSS-COUNTRY INTER STATE POLICY ANALYSIS MODEL) can be evolved for the Quality Elementary Education in SAARC. The education development index (EDI), first developed by the EFA (2003), serves as an efficient tool for ranking of the countries in various aspects of education. The EFA Global Monitoring Report (2005) especially focuses this dimension of the education. The report states that EFADI or EDI for the South Asian countries stay below .8, India, Bangladesh and Pakistan are some of them. Accordingly, in Indian scenario the EDI Developed by NUEPA provides sufficient information regarding the elementary education status of various states. The least progressing states can be excluded for the treatments. A deep cross country policy analysis of topmost ranked SAARC countries and of the interstate comparison will provide essential information regarding the treatment of the poor quality providing states. World Bank and some other international as well as national agencies spend a huge amount of funds for the promotion of quality of elementary education. Still the goal will not achieved till the year 2008 ends. Quality in Elementary Education is not a serious problem but it is an eternal quest for those who believes in quality. Copious evidences from the various SAARC countries are available in order to enable various states for making there schooling effective. It emphasizes the dynamics of teaching-learning processes, the interaction of teacher and learners, better use of instructional materials that are supported by the teaching and learning time, core subjects, pedagogical practices, language, learning materials, facilities, leadership ultimately paves the ways for Quality Education. Bhutan is striving to pursue excellence in teaching and research and to achieve Nus Shugs (Strength of inner energy) in accordance with its motto. Maldives, a totally Islamic country is successful with regard to its Elementary Education. On the other hand, in Nepal the cost of education is even without any return. Sri Lanka gets a perceptible impetus to quality of elementary education from the various western countries. On the contrary, education in Pakistan even 30-40% literacy has been achieved so far. As regarding the case of India, the total commitments to achieving the QEE is well illustrated in its planning and management of academic affairs.
