Available in PDF, EPUB and Kindle. Book excerpt: While Europe is certainly one of the richest and most educated areas of the world, some of the challenges faced by the old continent are staggering: low economic growth, structural difficulties in the labour market, and increasing international competition. Politicians and policymakers may advocate different means of overcoming the potential economic decline of Europe, but most agree that Europe needs to strengthen human capital, its ultimate competitive advantage in the world economy. This book looks at the accumulation of human capital from two perspectives, first through formal education and then professional training. It provides a useful summary of the key characteristics of education and training in Europe and also asks key questions about the fundamental problems with the current educational and training systems. More importantly, the book goes on to discuss which policies are necessary to make existing education and training systems more efficient, while also making higher skills available to a wider range of people.

Book excerpt: « Understanding todays' Vocational Education and Training (VET) systems requires a comprehension of the rise and development, i.e. of the foundations of topical VET. This book is one of the first publications providing a comparative view of this development in Europe. Apart from older roots, the evolution of VET systems are one trigger of the modernization of economy, society and education itself. The 28 contributions, including countries like Austria, Britain, Denmark, Finland, France, Germany, Switzerland, Italy, Lithuania, Norway, Spain, Sweden and Switzerland of renowned authors and experts in this field are organized in three sections: Concepts which are discussing theoretical approaches towards this phenomenon. Cases which stress specific developments of VET in a certain country or region and Challenges which are contextualizing the historical perspective in a topical policy context. »--

Available in PDF, EPUB and Kindle. Book excerpt: Published in 1998, Education and training in the European Union is a policy area aiming to enable young people to experience the ‘reality of Europe’ through various forms of cooperation, including training periods in firms in other member states, university courses in the Community countries and exchanges. This book examines why the Community decided to take actions in the field of education and training, what the extent of this involvement is, and how the future may affect EU decisions on education and training. It argues that the logic of the EU involvement in education and training derives from both economic and political considerations; that the extent of this involvement has not so far been very significant but is growing; and that the pace of political integration will ultimately condition the Community’s competence in the field of education and training.

Available in PDF, EPUB and Kindle. Book excerpt: Youth work, coupled with effective government policies, is invaluable in ensuring that young people are given the opportunity to acquire the knowledge, skills and attitudes they need for civic engagement and social action. Youth work is experiencing a policy momentum at European level. Since the adoption of a resolution on the subject by the Committee of Ministers of the Council of Europe in 2017, youth work is back on the core agenda of the Council of Europe and the European Union youth strategies. This book looks at how youth work practitioners learn their trade, what formal and non-formal education offers exist and how education iscontextualised in the broader picture of youth work recognition. Starting with the premise that formal education entails a series of steps from which youth work practitioners would benefit, this books explores that picture through a mapping study and delves further into its findings through thematic contributions. The results of the research and debates with policy makers, researchers, practitioners, educators and other stakeholders identifies a field of growing opportunities across Europe. The situation of youth workers in different countries varies from advanced practice architectures for youth worker education to those in need of development. Youth worker education, however, is not only about the education and training offers, it is also about financial and organisational resources, legislation, support systems, competence frameworks, quality standards, ethical frameworks and guidance. This book aims to support youth work so that it becomes more visible and evolves into a recognised field of practice among other occupations and professions engaging with young people.

This book was released on 2002 with total page 46 pages. Available in PDF, EPUB and Kindle. Book excerpt: To benefit the European Union(EU) and its citizens, the EU has set education and training(ET) goals to be achieved by 2010 that will reflect the diversity of languages, cultures, and systems that are an inherent part of the identity of its countries and their regions. Diversity is valued, but need for cooperation and mobility in ET is growing. The open method of coordination has been defined as a way to enable mutual comparison and learning and limit risks inherent in change and reform. In the detailed work program, 3 identified strategic objectives are broken down into 13 objectives and 42 key issues that must be addressed to achieve them. Strategic objective (SO) 1 (improve quality and effectiveness of ET systems), has five objectives; SO 2 (facilitate access of all to ET systems) has three; and SO 3 (open up ET systems to the wider world) has five. For each objective, key issues are set out and an indicative list is provided of the instruments that will be used to foster and monitor progress. An integrated approach to policy development will be steered and monitored. (An appendix lists 16 key documents and web sites.)(YLB).

For three decades within this period, they were promoted implicitly to enable the mobility of workers in the internal market. Later on, a European dimension of education and training has developed through mobility and cooperation programs and through the lifelong learning discourse. Today, a European policy space of education and training is unfolding, which the EU is coordinating by the means of soft governance arrangements.

Book excerpt: This comprehensive collection discusses topical issues essential to both scholarship and policy making in the realm of Lifelong Learning (LLL) policies and how far they succeed in supporting young people across their life courses, rather than one-sidedly fostering human capital for the economy. Examining specific regional and local contexts across Europe, all various in context, this book uses original research to evaluate differences in scope, approach, orientation, and objectives. It enquires into the embedding of LLL policies into the regional economy, the labour market, education and training systems and the individual life projects of young people, with focus on those in situations of near social exclusion.
