Book excerpt: Vocational Education in the Nordic Countries: The Historical Evolution is the first of two books that disseminate new and systematic knowledge on the strengths and weaknesses of the different models of vocational education and training (VET) in four Nordic countries. Vocational education in Europe has resisted standardisation to a higher degree than other fields of education, and during the last decade, there has been a growth in international, comparative VET research. While the Nordic countries provide an ideal case for comparative education studies, the literature in English on the Nordic VET systems is at present very limited. This first book provides thorough examinations of VET in Sweden, Denmark, Norway and Finland over 150 years. Each section examines the historical evolution of VET at upper secondary level in one of the four Nordic countries. Contributors also analyse how each country have tried to reform their respective VET systems, and compare the paths which each nation has taken. The book explores what can be learned from the diversity of the VET-systems in the Nordic countries, which otherwise have many similarities and share a common heritage in education policy. It examines the first 3 years of the programme to discover if the funds are being distributed homogeneously throughout the regions of France, Germany, Italy, Spain and the United Kingdom. If it turns out that funds are being unevenly delivered this could result in an inequity situation: students living in specific regions might have greater chances to benefit from KA102 funds, while other students might have fewer opportunities to benefit from these funds. The book looks in detail at the implementation and performance of the various programmes within Erasmus+, the funds and distribution of these funds, and the number of students in the programmes. The book studies these five countries because they contain more than half of all the vocational education and training students in the European Union. Also, these countries had the most students participating in mobilities during the previous Leonardo da Vinci programme. Hence, it is to be expected that the conclusions drawn in this study are representative of the situation of VET mobilities and Erasmus+ funding in Europe. Erasmus+ is the European programme in charge of fostering the development of transnational programmes in the areas of education, training, sports and youth policies. It is focused on the adaptation to a fast changing world, tackling youth unemployment, and preparing workers for highly skilled jobs. Erasmus+ integrates former programmes such as the Lifelong Learning Programme, Youth in Action, and the various international Higher Education and Sports programmes. It started in 2014 and will be active until 2020.

As an increasingly precarious service sector overtakes traditional industrial work, vocational education and training (VET) is held up as a panacea for poverty alleviation, youth unemployment and economic growth. However, the views of young people in VET themselves concerning their own work and aspirations have largely been ignored. Based on interviews and focus groups conducted with over 250 young people in VET in Romania, this book examines the types of subjectivities that are generated in the processes by which they try to make sense of future and the meanings of work. In doing so, the author identifies three ideological layers that frame their views: arguing that while the young people interviewed hold ‘conventional’ aspirations for stability and predictability; they were visibly influenced by neoliberal beliefs in agency, experimentation and short termism. Ultimately, a layer of low expectations crystallises unvoiced concerns over a troubling future. In highlighting young people’s voices, this pioneering book calls for a recalibration of the emphasis on VET in Romania. It will appeal to students and scholars of youth studies, the sociology of work, vocational education and training and European studies.
