Book excerpt: Under 37 United States Code 1008(b), the President of the United States is required to direct a review, at least every four years, of the principles and concepts of the compensation system for the members of the uniformed services. In the three decades during which this legislation has been in effect, seven quadrennial reviews have been conducted, generally under the supervision of the predecessors to what is now the Office of the Under Secretary of Defense for Personnel and Readiness. The Eighth Quadrennial Review of Military Compensation (QRMC) was chartered by the President on January 27,1995. Its staff was active from early 1995 until mid-1997. The Eighth QRMC's presidential charter called for designing a military compensation system suitable for the needs of the Department of Defense (DoD) in the twenty-first century. To accomplish this objective, the Eighth QRMC determined that a comprehensive review of military human resource management (HRM) theory and practice would be required. As a result of that review, it concluded that no one HRM system would meet the varying needs of the diverse elements within DoD, and it recommended a contingency approach based on a process of matching HRM systems to strategic organizational objectives.

This book seeks to provide an answer to this and other questions about variability in combat performance. Some soldiers flee quickly from the battlefield, while others endure all hardships until the bitter end. Some combat units can perform numerous types of missions, while others cannot keep themselves organized during peacetime. Some militaries armed with obsolete weapons have out fought enemies with the latest weapons, just as some massively outnumbered armies have beaten back much larger opponents. In this first social scientific study of the effectiveness of combat troops, Newsome evaluates competing explanations for the varying combat capabilities and performances. There are four main explanations, each emphasizing the influence of a single factor. The first focuses on material endowments. How well funded are the troops? Do they have the latest protective gear and the most advanced weaponry? Second, some analysts claim that democracies produce better commanders, superior strategies, more motivated personnel, or better-managed personnel; others, however, associated those characteristics with more authoritarian forms of government. Third is the idea that giving more power to the troops on the ground in individual combat units empowers them with decision-making capability and adaptability to fast-changing situations and circumstances. Newsome presents evidence that decentralized personnel management does correlate with superior combat performance. Fourth, soldier capabilities and performance often are assumed to reflect intrinsic attributes, such as prior civilian values. Newsome argues that the capabilities of combat soldiers are acquired through military training and other forms of conditioning, but he does not entirely discount the role of a soldier's individual character. In the age-old nature vs. nurture argument, he finds that intrinsic qualities do count, but that extrinsic factors, such as training and environment, matter even more.

Talent management is critical to confronting these threats, particularly in an austere fiscal environment. This transformation cannot take place in a vacuum, however. As an extensive body of labor economics literature makes clear, total compensation management is an integral part of talent management. As the military changes the way it accesses, retains, develops, and employs its people, so, too, must it change the ways in which it compensates them. However, the current compensation system, rooted in industrial-era labor management practices, has outlived its usefulness. It is not linked to defined organizational outcomes, rests upon an ineffectual evaluation system, and does little to incentivize performance. Designed to complement an "up or out" personnel system that treats people as interchangeable parts, it has been rendered obsolete by dramatic changes in the American labor market, fiscal constraints, technological advances, and the changing nature of information age work. Using the Army's officer corps as a case study upon which a wider compensation model can be built, a system is proposed that integrates redesigned basic pays and pensions, "monetizes" nonpay benefits, and provides additional performance incentives in critical positions demanding organizational productivity. Audience: Personnel managers, human resources and benefits program department heads, military command leaders overseeing active duty commissioned officers, and armed forces reserve commands, plus compensation analysts, labor lobbyists, and economists may be interested in this work.
