Development Discourse and Global History uses the archaeological and genealogical methods of Michel Foucault to trace the origins of development discourse back to late colonialism and notes the significant discontinuities that led to the establishment of a new discourse and its accompanying industry. This book goes on to describe the contestations, appropriations and transformations of the concept. It shows how some of the trends in development discourse since the crisis of the 1980s – the emphasis on participation and ownership, sustainable development and free markets – are incompatible with the original rules and thus lead to serious contradictions. The Eurocentric, authoritarian and depoliticizing elements in development discourse are uncovered, whilst still recognizing its progressive appropriations. The author concludes by analysing the old and new features of development discourse which can be found in the debate on Sustainable Development Goals and discussing the contribution of discourse analysis to development studies. This book is aimed at researchers and students in development studies, global history and discourse analysis as well as an interdisciplinary audience from international relations, political science, sociology, geography, anthropology, language and literary studies. Technologies are rarely, if ever, socially isolated artefacts. Instead, they materially represent an embodiment of values and priorities. Nuclear power is no different. It is a product of a particular political economy and the question is whether that political economy can helpfully engage with the challenge of addressing the environmental crisis on a finite, inequitable and shared planet. For developing countries like India, who are presently making infrastructure investments which will have long legacies, it is imperative that these investments wrestle with such questions and prove themselves capable of sufficiency, greater equality and inclusiveness. This book offers a critique of civilian nuclear power as a green energy strategy for India and develops and proposes an alternative "synergy for sustainability." It situates nuclear power as a socio-technical infrastructure embodying a particular development discourse and practice of energy and economic development. The book reveals the political economy of this arrangement and examines the latter’s ability to respond to the environmental crisis. Manu V. Mathai argues that the existing overwhelmingly growth-focused, highly technology-centric approach for organizing economic activity is unsustainable and needs to be reformed. Within this imperative for change, nuclear power in India is found to be and is characterized as an "authoritarian technology." When e-Government was first conceived, it was designed upon basic technologies where the emphasis was only on the simple display of government information for citizens to read. Nowadays, e-Government design comprises many complicated modules such as upload and download consoles, two-way interaction consoles between citizens and government agents, integrated government business processes presenting the whole of government, and it does not depend solely on technology. The complexity of e-Government has now evolved to include political, cultural, economic, social and technical dimensions. Bringing all these difficult aspects together is so complicated that it needs carefully planned strategies informed by local contextual characteristics. Rather than giving formulaic definitions and conceptual standpoints on many aspects of e-Government, as is the case in many e-Government publications, this book will explore the frontiers of global knowledge value chains by discussing current and future dimensions of e-Government. For example, the book discusses the concept of data governance by exploring how actual opening up of government data can be achieved, especially in a developing world context. Further, the book posits that opening government data should be followed by the opening up of government business processes in order to peddle the concept of accountability and responsiveness. Much text on data governance has concentrated on articulating the basic definitions surrounding this concept. Book excerpt: In this book, I address several issues of child linguistic development from the perspective of the syntax -discourse interface. Traditionally, language acquisition research has focused on the development of one of the linguistic modules, e.g. acquisition of syntax, morphology or phonology. While this approach can be viewed as fruitful in some cases, there is a number of linguistic phenomena whose explanation depends on the interaction of different modules and, therefore, different domains of linguistic knowledge. A typical example is pronominal anaphora: It can be shown that to correctly use pronominal elements, normal adult speakers must possess both syntactic and pragmatic knowledge, and that these kinds of knowledge must interact with each other. With regard to the language acquisition process, such phenomena suggest a somewhat different approach to the language acquisition research. Indeed, if some experimental studies show that children make errors in the construction under investigation, it will be necessary to consider these results from the point of view of the interaction of the different domains of linguistic knowledge involved in their interpretation. In other words, if this particular construction requires the integration of, for example, syntactic and discourse-based knowledge, children's errors may, in principle, be due to their lack of the former, the latter, or both kinds of knowledge, and cannot be taken as direct evidence for the "underdeveloped" status of just one of them.
