Book excerpt: The delayed gamma-ray assay technique utilizes an external neutron source (D-D, D-T, or electron accelerator-driven), and high-resolution gamma-ray spectrometers to perform characterization of SNM materials behind shielding and in complex configurations such as a nuclear fuel assembly. High-energy delayed gamma-rays (2.5 MeV and above) observed following the active interrogation, provide a signature for identification of specific fissionable isotopes in a mixed sample, and determine their relative content. Potential safeguards applications of this method are: 1) characterization of fresh and spent nuclear fuel assemblies in wet or dry storage; 2) analysis of uranium enrichment in shielded or non-characterized containers or in the presence of a strong radioactive background and plutonium contamination; 3) characterization of bulk and waste and product streams at SNM processing plants. Extended applications can include warhead confirmation and warhead dismantlement confirmation in the arms control area, as well as SNM diagnostics for the emergency response needs. In FY16 and prior years, the project has demonstrated the delayed gamma-ray measurement technique as a robust SNM assay concept. A series of empirical and modeling studies were conducted to characterize its response sensitivity, develop analysis methodologies, and analyze applications. Extensive experimental tests involving weapons-grade Pu, HEU and depleted uranium samples were completed at the Idaho Accelerator Center and LLNL Dome facilities for various interrogation time regimes and effects of the neutron source parameters. A dedicated delayed gamma-ray response modeling technique was developed and its elements were benchmarked in representative experimental studies, including highresolution gamma-ray measurements of spent fuel at the CLAB facility in Sweden. The objective of the R & D effort in FY17 is to experimentally demonstrate the feasibility of the delayed gamma-ray interrogation of shielded SNM samples with portable neutron sources suitable for field applications.

Book excerpt: A significant amount of progress has been achieved in the development of the novel vacuum distillation method described in the proposal. The process for the purification of Te was fully developed and characterized in a series of trials. The purification effect was confirmed with GDMS sample analysis and indicates the process yields very high purity Te metal. Results of this initial process study have been submitted for publication in the Proceedings of the SPIE and will be presented on August 28, 2007 at the SPIE Optics and Photonics 2007 conference in San Diego, CA. Concurrent to the development of the Te process, processes for the purification of Cd, Zn, and Mn have also progressed. The development of the processes for Cd and Zn are nearly complete, while the development of the process for Mn is still in its infancy. It is expected that a full characterization of the Cd process will be completed within the next quarter, followed by Zn. Parallel to those characterization studies, efforts will be made to further develop the Mn purification process. Zone melting work for Te and Cd has also been efforted as per the project work schedule. Initial trials have been completed and the processes developed. Characterization of the results will be completed within the first fiscal year. Finally, an apparatus for the zone refinement of Cd, Zn, and Mn has been constructed and initial trials are set to begin shortly.

Book excerpt: In situ gamma ray spectroscopy is a term adopted for the measurements performed in the vicinity of a source. These measurements include field gamma ray spectroscopy mostly performed 1 m above the ground. Germanium detectors are the primary tool for the field measurements. For accurate results to be obtained, the detectors have to be characterized. The main purposes of this study are to develop a new default methodology of estimating characterization parameters, to expand these values, and to compare them to the existing tables. These tables were originally developed in the Environmental Measurement Laboratory (EML) of the U.S. DOE, using the EML empirical characterization method. Response functions can be evaluated from these tables by knowing only the relative efficiency and crystal dimensions of a HPGe. Accuracy of the results obtained by this method is estimated to be between 85 and 90 percent. Such default methodologies are preferred in instances when empirical characterization has not or cannot be performed due to technical or financial limitations. The empirical characterization method used in our study was the rotating arc method developed by R. Reiman. The study was completed in the Environmental Monitoring Laboratory at Idaho State University. A variety of detectors has been characterized, and a simple default methodology for estimating characterization parameters has been developed. The estimates have been compared against the empirical characterization results and the results published by EML. Nine HPGe detectors have been characterized in this study. Based on the results, one may estimate the response functions for detectors with relative efficiencies between 23 and 78 percent and crystal length-diameter ratios between 0.90 and 1.36.

Book excerpt: Superconducting high-resolution gamma-ray spectrometers based on molybdenum/ copper transition edge sensors (TES) with tin absorbers have been developed for nuclear safeguard applications. This dissertation focuses on plutonium analysis, specifically the direct measurement of the 242Pu gamma-ray signature at 44.915keV. As existing nondestructive analysis methods cannot directly measure this or any other 242Pu signature, the feasibility of making such a measurement using a TES based system is presented. Analysis from of Monte Carlo simulations and analytical noise models shows that the direct detection of this gamma-ray line of is possible and can be quantified in the presence of a 240Pu gamma-ray line with a line separation of 324eV, even if the emission from the 240Pu is several orders of magnitude stronger. Spectroscopic measurements conducted in a liquid cryogen system offered an energy resolution of 180eV, adequate for the measurement of 242Pu; however, TES operation in a liquid-cryogen-free pulse tube refrigerator degraded sensor performance such that this measurement was no longer possible. The numerical noise model indicates that the energy resolution of this device is adequate to demonstrate a direct measurement of 242Pu if the noise pickup from the mechanical cooler can be suppressed. This work shows that the precise measurement of low-intensity gamma-ray signatures, such as the 44.915keV gamma ray from 242Pu, will require arrays of low-noise TES sensors and that such a system would offer invaluable information in the analysis of plutonium bearing materials.
