Chaque société se surprend en train de reconstruire une histoire, une partie de cette grande histoire que l'on baptise démocratie. Ce n'est guère pour autant que cette histoire reste si particulière et si originale qu'elle n'a aucune commune mesure avec l'existant. Dans cette marche qui mène vers la démocratie, les peuples franchissent des étapes à leur manière, mais s'insèrent toujours bon an mal an dans un continuum de sens qui fait de la démocratie une histoire "tourmentée". Ainsi, depuis 1990, plusieurs États africains, tentent de prendre part à cette aventure, forts de leurs particularités et de leur diversité. Le cas du Bénin qui a retenu notre attention dans ce travail s'impose, malgré le sens accordé aux pratiques sociales ni comme "une démocratie à l'Africaine, ni comme une démocratie africaine". Car ce qui donne forme à la démocratie, c'est son histoire "arc-en-ciel" qui malgré le temps et les pratiques renforce son universalité. Gouvernement du peuple par le peuple et pour le peuple, elle est déjà une histoire de "caméléon" prenant au passage la couleur des peuples et des sens que les peuples dans leur diversité ontologique accordent à leurs pratiques sociales. La démocratie est donc une histoire riche de ces histoires diverses et variées. Les sociétés sont à des étapes diverses dans le long processus de cette construction. Et c'est l'une de ces étapes que nous avons tenté de comprendre à travers ses langages, ses pratiques et les sens accordés par les acteurs à leurs pratiques.

Like the other series, these chronicles provide a survey of significant trends in contemporary philosophical discussion from 1970 to 1985. The need for such surveys has, I believe, increased rather than decreased over the last years. The philosophical scene appears, for various reasons, more complex than ever before. The continuing process of specialization in most branches, the emergence of new schools of thought, the convergence of interest (thought not neces sarily of opinion) of different traditions upon certain problems, the increasing attention being paid to the history of philosophy in discussions of contemporary problems, and the growing signifi cance for philosophical discourse of the social, political and cul tural situation in various regions of the world are the most impor tant contributory factors. Surveys of the present kind are a valu able source of knowledge of this complexity and may as such be an assistance in renewing the understanding of one's own philo sophical problems. The surveys, it is to be hoped, may also help to strengthen a world-wide Socratic element of modern philosophy, the dialogue or Kommunikationsgemeinschaft. So far, five volumes have been prepared for the new series.

What accounts for victory or defeat in war? How do victory and defeat influence the recovery of the combatants? Are the rules governing conflict behavior between nations the same since the advent of the nuclear era? The authors find such well-known theories as the balance of power and collective security systems inadequate to explain how conflict erupts in the international system. Their rigorous empirical analysis proves that the power-transition theory, hinging on economic, social, and political growth, is more accurate; it is the differential rate of growth of the two most powerful nations in the system—the dominant nation and the challenger—that destabilizes all members and precipitates world wars. Predictions of who will win or lose a war, the authors find, depend not only on the power potential of a nation but on the capability of its political systems to mobilize its resources—the "political capacity indicator." After examining the aftermath of major conflicts, the authors identify national growth as the determining factor in a nation's recovery. With victory, national capabilities may increase or decrease; with defeat, losses can be enormous. Unexpectedly, however, in less than two decades, losers make up for their losses and all combatants find themselves where they would have been had no war occurred. Finally, the authors address the question of nuclear arsenals. They find that these arsenals do not make the difference that is usually assumed. Nuclear weapons have not changed the structure of power on which international politics rests. Nor does the behavior of participants in nuclear confrontation meet the expectations set out in deterrence theory.

Book excerpt: Fiscal Disobedience represents a novel approach to the question of citizenship amid the changing global economy and the fiscal crisis of the nation-state. Focusing on economic practices in the Chad Basin of Africa, Janet Roitman combines thorough ethnographic fieldwork with sophisticated analysis of key ideas of political economy to examine the contentious nature of fiscal relationships between the state and its citizens. She argues that citizenship is being redefined through a renegotiation of the rights and obligations inherent in such economic relationships. The book centers on a civil disobedience movement that arose in Cameroon beginning in 1990 ostensibly to counter state fiscal authority--a movement dubbed Opération Villes Mortes by the opposition and incivisme fiscal by the government (which for its part was eager to suggest that participants were less than legitimate citizens, failing in their civic duties). Contrary to standard approaches, Roitman examines this conflict as a "productive moment" that, rather than involving the outright rejection of regulatory authority, questioned the intelligibility of its exercise. Although both militarized commercial networks (associated with such activities trading in contraband goods including drugs, ivory, and guns) and highly organized gang-based banditry do challenge state authority, they do not necessarily undermine state power. Contrary to depictions of the African state as "weak" or "failed," this book demonstrates how the state in Africa manages to reconstitute its authority through networks that have emerged in the interstices of the state system. It also shows how those networks partake of the same epistemological grounding as does the state. Indeed, both state and nonstate practices of governing refer to a common "ethic of illegality," which explains how illegal activities are understood as licit or reasonable conduct.

Ranajit Guha points out that the colonial state in South Asia was fundamentally different from the metropolitan bourgeois state which sired it. The metropolitan state was hegemonic in character, and its claim to dominance was based on a power relation in which persuasion outweighed coercion. Conversely, the colonial state was non-hegemonic, and in its structure of dominance coercion was paramount. Indeed, the originality of the South Asian colonial state lay precisely in this difference: a historical paradox, it was an autocracy set up and sustained in the East by the foremost democracy of the Western world. It was not possible for that non-hegemonic state to assimilate the civil society of the colonized to itself. Thus the colonial state, as Guha defines it in this closely argued work, was a paradox--a dominance without hegemony. Dominance without Hegemony had a nationalist aspect as well. This arose from a structural split between the elite and subaltern domains of politics, and the consequent failure of the Indian bourgeoisie to integrate vast areas of the life and consciousness of the people into an alternative hegemony. That predicament is discussed in terms of the nationalist project of anticipating power by mobilizing the masses and producing an alternative historiography. In both endeavors the elite claimed to speak for the people constituted as a nation and sought to challenge the pretensions of an alien regime to represent the colonized. A rivalry between an aspirant to power and its incumbent, this was in essence a contest for hegemony.
