This inequality in power and income is reflected in the operation of the state, where capitalists are able to exert their will even under relatively democratic conditions. The most important reason is that states depend on the employment and profits from capitalist enterprise for both finances and legitimacy. Every meaningful victory for working people has been won through collective struggle but collective action is very difficult to coordinate. In the final section of the book, Chibber walks the reader through some of the historical attempts to build socialism and presents a vision of how we might, perhaps against the odds, build a socialist future.

Ranajit Guha points out that the colonial state in South Asia was fundamentally different from the metropolitan bourgeois state which sired it. The metropolitan state was hegemonic in character, and its claim to dominance was based on a power relation in which persuasion outweighed coercion. Conversely, the colonial state was non-hegemonic, and in its structure of dominance coercion was paramount. Indeed, the originality of the South Asian colonial state lay precisely in this difference: a historical paradox, it was an autocracy set up and sustained in the East by the foremost democracy of the Western world. It was not possible for that non-hegemonic state to assimilate the civil society of the colonized to itself. Thus the colonial state, as Guha defines it in this closely argued work, was a paradox--a dominance without hegemony. Dominance without Hegemony had a nationalist aspect as well. This arose from a structural split between the elite and subaltern domains of politics, and the consequent failure of the Indian bourgeoisie to integrate vast areas of the life and consciousness of the people into an alternative hegemony. That predicament is discussed in terms of the nationalist project of anticipating power by mobilizing the masses and producing an alternative historiography. In both endeavors the elite claimed to speak for the people constituted as a nation and sought to challenge the pretensions of an alien regime to represent the colonized. A rivalry between an aspirant to power and its incumbent, this was in essence a contest for hegemony.

Instead, he considers the case of the Palestinian struggle for liberation from its settler colonial condition as a complex psychological and empirical mix of the colonial and the postcolonial. Specifically, he examines the two seemingly contradictory, yet coexistent, anticolonial and postcolonial modes of politics adopted by Hamas following the organization's unexpected victory in the 2006 Palestinian Legislative Council election. Despite the expectations of experts, Hamas has persisted as both an armed resistance to Israeli settler colonial rule and as a governing body. Based on ethnographic material collected in the Gaza Strip, the West Bank, Israel, and Egypt, Decolonizing Palestine argues that the puzzle Hamas presents is not rooted in predicting the timing or process of its abandonment of either role. The challenge instead lies in explaining how and why it maintains both, and what this implies for the study of liberation movements and postcolonial studies more generally.

It critiques the valorization of the local in cultural theories typically accompanied by a rejection of universal categories - viewed as Eurocentric projections. But the privileging of the local usually amounts to an exercise in exoticization of the South. The book argues that the rejection of Eurocentric theories can be complemented by embracing another, richer and non-parochial form of universalism. Through readings of texts from India, Sri Lanka, Palestine and Egypt, the book shows that the fine grained engagement with culture, the mapping of ordinary lives not just as objects but subjects of their history, is embedded in much of postcolonial literature in a radical universalism - one that is rooted in local realities, but is able to unearth in them the needs, conflicts and desires that stretch across cultures and time. It is a universalism recognized by Marx and steeped in the spirit of anti-colonialism, but hostile to any whiff of exoticism.
