Book excerpt: This paper compares debt-for-climate swaps—partial debt relief operations conditional on debtor commitments to undertake climate-related investments—to alternative fiscal support instruments. Because some of the benefits of debt-climate swaps accrue to non-participating creditors, they are generally less efficient forms of support than conditional grants and/or broad debt restructuring (which could be linked to climate adaptation when the latter significantly reduces credit risk). This said, debt-climate swaps could be superior to conditional grants when they can be structured in a way that makes the climate commitment de facto senior to debt service; and they could be superior to comprehensive debt restructuring in narrow settings, when the latter is expected to produce large economic dislocations and the debt-climate swap is expected to materially reduce debt risks (and achieve debt sustainability). Furthermore, debt-climate swaps could be useful to expand fiscal space for climate investment when grants or more comprehensive debt relief are just not on the table. The paper explores policy actions that would benefit both debt-climate swaps and other forms of climate finance, including developing markets for debt instruments linked to climate performance.

Available in PDF, EPUB and Kindle. Book excerpt: Debt-for-development exchanges are an important financing tool for development. They make debt relief more politically and practically attractive to donor countries and serve the development of recipient countries through the cancellation of external debt and the funding of important development projects. This book commences by chronicling the emergence of debt-for-development exchanges from their forebears, debt-equity exchanges, and analyzes why debt for development suffers from very few of the problems that plagued debt equity. The book analyzes the different types of debt-for-development exchanges and the different ways they have been used by all donor nations that have made use of them. The book then explores a range of critical perspectives on exchanges and concludes by considering a wide range of new and innovative uses for the funds generated by exchanges.

Available in PDF, EPUB and Kindle. Book excerpt: The global economy has experienced four waves of rapid debt accumulation over the past 50 years. The first three debt waves ended with financial crises in many emerging market and developing economies. During the current wave, which started in 2010, the increase in debt in these economies has already been larger, faster, and broader-based than in the previous three waves. Current low interest rates mitigate some of the risks associated with high debt. However, emerging market and developing economies are also confronted by weak growth prospects, mounting vulnerabilities, and elevated global risks. A menu of policy options is available to reduce the likelihood that the current debt wave will end in crisis and, if crises do take place, will alleviate their impact.

Available in PDF, EPUB and Kindle. Book excerpt: This book presents new research on innovative financial instruments and approaches available to implement nature-based solutions (NBS) at various scales and in different contexts. Despite knowledge of the multiple benefits NBS provide, a key barrier to their wide-spread adoption is a lack of knowledge over their financing, in particular, who should pay for an NBS and how it can be financed. The book explores a variety of public, private, and blended finance models and their applicability in developing NBS across terrestrial and marine ecosystems, involving multiple stakeholders, and in jurisdictions of varying climates and income levels. Furthermore, the book provides case studies of the innovative financing of NBS with best practices identified. This book is of interest to environmental planners, resource conservation managers, policymakers, international companies and organizations, environmental NGOs, researchers, and graduate and undergraduate students interested in NBS.

Not only have debt levels risen sharply, but output and exports have stagnated. Standards of living have fallen drastically, and in many cases have been reduced to the level of the early 1960s. This important book argues that it is impossible for Sub-Saharan African countries to resolve the debt crisis without outside assistance. The conventional methods of debt consolidation are inappropriate and of limited use in their case. The SSA countries need to undertake major structural reforms if they are to get out of debt and achieve long term sustainable growth and development. The book provides an integrated debt-development strategy for achieving both these goals. Debt Relief and Sustainable Development in Sub-Saharan Africamakes a significant contribution to an important but hitherto relatively neglected area of the international debt crisis. It will be essential reading for development economists as well as all those with an interest in contemporary Africa.

Book excerpt: This paper provides a comprehensive survey of pertinent issues on sovereign debt restructurings, based on a newly constructed database. This is the first complete dataset of sovereign restructuring cases, covering the six decades from 1950–2010; it includes 186 debt exchanges with foreign banks and bondholders, and 447 bilateral debt agreements with the Paris Club. We present new stylized facts on the outcome and process of debt restructurings, including on the size of haircuts, creditor participation, and legal aspects. In addition, the paper summarizes the relevant empirical literature, analyzes recent restructuring episodes, and discusses ongoing debates on crisis resolution mechanisms, credit default swaps, and the role of collective action clauses.

This book was released on 2020-06-05 with total page 24 pages. Available in PDF, EPUB and Kindle. Book excerpt: Climate change is already a systemic risk to the global economy. While there is a large body of literature documenting potential economic consequences, there is scarce research on the link between climate change and sovereign risk. This paper therefore investigates the impact of climate change vulnerability and resilience on sovereign bond yields and spreads in 98 advanced and developing countries over the period 1995–2017. We find that the vulnerability and resilience to climate change have a significant impact on the cost government borrowing, after controlling for conventional determinants of sovereign risk. That is, countries that are more resilient to climate change have lower bond yields and spreads relative to countries with greater vulnerability to risks associated with climate change. Furthermore, partitioning the sample into country groups reveals that the magnitude and statistical significance of these effects are much greater in developing countries with weaker capacity to adapt to and mitigate the consequences of climate change.
