Book excerpt: Major societal challenges of a global nature include climate change, efficient energy supply, environmental sustainability, and health care. Science & Technology Policy (S&T) policy is an essential contributor to dealing with these challenges; moreover, international cooperation and collaboration in S&T is vital to tackling these issues, since no single nation or even region is able to respond adequately by itself. Within this context, this book addresses recent developments in transatlantic S&T cooperation between the European Union and the United States. The EU-U.S. relationship dates back to the 1950s, with regular EU-U.S. Summits to assess and develop transatlantic cooperation. In the area of S&T, the EU and U.S. concluded an S&T Cooperation Agreement in 1998, renewed it in 2004, and extended it for another five years in July 2009. The research underlying this study is based on interviews with key stakeholders in the field, with an emphasis on: • potential new opportunities and new mechanisms for increased transatlantic EU – U.S. S&T cooperation under current conditions • examples of coordinated “science diplomacy” efforts • options for the development of effective joint efforts. While the project is focused on European-U.S. relationships, it also addresses issues of international S&T cooperation involving other regions, including Africa and Asia. The author highlights the urgency of S&T cooperation to address global issues, and the evolving roles of government, universities and research centers, and industry, in promoting successful strategies and programs.

Book excerpt: This open access book presents the proceedings of the 2nd Africa-EU Renewable Energy Research and Innovation Symposium (RERIS 18), held in Maseru, Lesotho in January 2018. The symposium aimed to foster research cooperation on renewable energy between Africa and Europe – in academia, as well as the private and public sectors. Addressing thematic areas such as • Grid-connected renewable energy; • Decentralised renewable and household energy solutions; • Energy socioeconomics; and • Promotion of energy research, innovation, education and entrepreneurship, the book brings together contributions from academics and practitioners from the EU and Africa to enable mutual learning and knowledge transfer – a key factor in boosting sustainable development in the African renewable energy market. It also plays a significant role in promoting African renewable energy research, which helps to secure energy supply in both rural and urban areas and to increase generation capacities and energy system resilience. This book is an invaluable resource for academics and professionals across the renewable energy spectrum.

Book excerpt: International collaboration has become increasingly important in carrying out research activities. This book, written by a large group of scholars from Europe and Latin America, maps, analyses and discusses research collaboration between the two continents during the last twenty years. The empirical material underlines the richness and the variety of the links that bind the two continents, well beyond the simplified views of science, either as the brainchild of global networking or as a result of dependence. The book also develops an innovative methodological approach, combining bibliometric analysis, social surveying, in-depth interviews, and a careful analysis of research programmes and policies. While arguing that the asymmetry of relations that once existed in cooperation has turned into a more equal partnership between the two continents, it deciphers some of the reasons behind this more balanced cooperation. It also challenges the view of science as a global self-organising system through collective action at the level of researchers themselves. On the contrary, the importance of policy, institutions, and previously developed research is highlighted and recognised

Book excerpt: This book analyzes Africa's current performance in Science, Technology, Engineering and Math (STEM) research, as well as future trends. It looks at Africa's research performance over a decade, what it means for the continent's development and how it can benefit the growing number of young people who leave university each year looking for jobs. The book focuses on research output and citation impact, important indicators of the strength of a region's research enterprise. These indicators are correlated with the region's long-term development and important drivers of economic success. Moreover, research is a key ingredient for quality higher education. The research performance of these regions is compared to that of South Africa, Malaysia, and Vietnam; the latter two countries had a comparable research base to the SSA regions at the beginning of the period of analysis.

Book excerpt: African Development and Europe focuses on various areas of cooperation between Europe and Africa with respect to development, including agricultural and industrial development, technological cooperation, and political relationships. Topics covered include the diversification of African agriculture and the role of private investors in African development, along with changes in trading relations between Europe and Africa. Problems of rural development and the role of the civil service in development are also discussed. This book is comprised of 11 chapters and begins by providing a background on African agriculture, including its diversification and the agricultural revolution in West African countries. The discussion then turns to the establishment of an industrial complex in Africa; the contribution of the private investor to African development; the importance of manpower and management in Africa's industrial development; and changes in commercial relations between Europe and Africa. The activities carried out by the United Nations Institute for Training and Research in Africa are also discussed. The final chapter deals with the political relations between Africa and Europe, paying particular attention to Pan-Africanism and how Africa's dependence on Europe affects the pace towards Pan-African unity. This monograph will be of interest to diplomats, politicians, policymakers, and postgraduate students concerned with international relations.

Book excerpt: "International cooperation in higher education is not new, but gained new urgency in recent years with the expansion of the knowledge economy, the easy flow of communications and the emulation created by international rankings. In the European Union's countries, international competition and the process of political and economic unification required national higher education institutions to give priority to international cooperation, while large countries such as Russia, China, Brazil and South Africa intensified their effort to modernise their institutions and link them to the international flow of science, technology and talent, leading similar trends in other countries in their regions. These global trends are shaped by the national culture and institutions of each country, and the existing national and international cooperation policies and instruments on all sides. In Building Higher Education Cooperation with the EU: Challenges and Opportunities from Four Continents, the authors look at how these interactions occur from the perspectives of the European Union and the countries involved and make recommendations on policies that could make international cooperation more fluid and beneficial to all parties involved"--

Book excerpt: Africa-Europe Cooperation and Digital Transformation explores the opportunities and challenges for cooperation between Africa and Europe in the digital sphere. Digitalisation and digital technologies are not only essential for building competitive and dynamic economies; they transform societies, pose immense challenges for policymakers, and increasingly play a pivotal role in global power relations. Digital transformations have had catalytic effects on African and European governance, economies, and societies, and will continue to do so. The Covid-19 pandemic has already accelerated the penetration of digital tools all over the globe and is likely to be perceived as a critical juncture in how and to what purpose the world accepts and uses new and emerging technologies. This book offers a holistic analysis of how Africa and Europe can manage and harness digital transformation as partners in a globalised world. The authors shed light on issues ranging from economic growth, youth employment, and gender, to regulatory frameworks, business environments, entrepreneurship, and interest-driven power politics. They add much-needed perspectives to the debates that shape the two continents' digital transformation and innovation environments. This book will interest practitioners working in the areas of innovation, digital technologies, and digital entrepreneurship, as well as students and scholars of international relations. It will also be relevant for policymakers, regulators, decision-makers, and leaders in Africa and Europe.
