Book excerpt: Major societal challenges of a global nature include climate change, efficient energy supply, environmental sustainability, and health care. Science & Technology Policy (S&T) policy is an essential contributor to dealing with these challenges; moreover, international cooperation and collaboration in S&T is vital to tackling these issues, since no single nation or even region is able to respond adequately by itself. Within this context, this book addresses recent developments in transatlantic S&T cooperation between the European Union and the United States. The EU-U.S. relationship dates back to the 1950s, with regular EU-U.S. Summits to assess and develop transatlantic cooperation. In the area of S&T, the EU and U.S. concluded an S&T Cooperation Agreement in 1998, renewed it in 2004, and extended it for another five years in July 2009. The research underlying this study is based on interviews with key stakeholders in the field, with an emphasis on: • potential new opportunities and new mechanisms for increased transatlantic EU – U.S. S&T cooperation under current conditions • examples of coordinated “science diplomacy” efforts • options for the development of effective joint efforts. While the project is focused on European-U.S. relationships, it also addresses issues of international S&T cooperation involving other regions, including Africa and Asia. The author highlights the urgency of S&T cooperation to address global issues, and the evolving roles of government, universities and research centers, and industry, in promoting successful strategies and programs.

Book excerpt: The successful conclusion of the US-EU Agreement on Science and Technology Cooperation offers the prospect of a new chapter in transatlantic cooperation. As with any international agreement in science and technology, the accord's full potential will be realized only if it can encourage mutually beneficial cooperation. With this in mind, responsible officials of the European Union (EU) and the U.S. government contacted the National Research Council's Board on Science, Technology, and Economic Policy (STEP) to discuss how this negotiating success might be publicized and productively exploited. It was agreed that the STEP Board should organize a conference to celebrate the accord, inform the U.S. and European research communities of the agreement, and explore specific opportunities for enhanced cooperation. At the same time, the conference would provide the occasion to review existing and evolving areas of transatlantic cooperation in science and technology from the perception of the United States, the European Commission, and the member states of the European Union.

Book excerpt: In today’s complex and interconnected world, scholars of international relations seek to better understand challenges spurred by intensified global communication and interaction. The complex connectedness of modern society and politics compels us to investigate the pattern of interconnections among actors who inhabit social and political spaces. Gabriella Paár-Jákli's study aims to advance theory and practice by examining the networks used by specialists in North America and Europe to achieve their policy goals in the area of science and technology. Her book suggests that to overcome policy problems transnationally, three critical factors should be considered. First, as science and technology policy becomes increasingly critical to resolving global issues, it should be regarded as an integral element of the foreign policy process. Second, as liberal international relations theory argues, the increasing role of NGOs must be taken seriously alongside states as vital agents of policy reform. Third, as transatlantic relations remain center to maintaining the global order, they must be reconsidered. Paar-Jakli assesses the role of digital networks as facilitators of regional cooperation. Utilizing various techniques of social network analysis, her research indicates an active and structurally discernible network in cyberspace among transatlantic organizations, and demonstrates the role of virtual networks as facilitators of cooperative arrangements in transatlantic relations. Paár-Jákli's original research uses social network analysis to investigate transatlantic cooperation, a new approach that will be noteworthy to network and transatlantic scholars as well as policymakers.

Entrepreneurs in the United States see opportunities and are willing and able to assume risk to bring new welfare-enhancing, wealth-generating technologies to the market. Yet, although discoveries in areas such as genomics, bioinformatics, and nanotechnology present new opportunities, converting these discoveries into innovations for the market involves substantial challenges. The American capacity for innovation can be strengthened by addressing the challenges faced by entrepreneurs. Public-private partnerships are one means to help entrepreneurs bring new ideas to market. The Small Business Technology Transfer (STTR) and the Small Business Innovation Research (SBIR) program form one of the largest examples of U.S. public-private partnerships. In the SBIR Reauthorization Act of 2000, Congress tasked the National Research Council with undertaking a comprehensive study of how the SBIR program has stimulated technological innovation and used small businesses to meet federal research and development needs and with recommending further improvements to the program. When reauthorizing the SBIR and STTR programs in 2011, Congress expanded the study mandate to include a review of the STTR program. This report builds on the methodology and outcomes from the previous review of SBIR and assesses the STTR program.
