Available in PDF, EPUB and Kindle. Book excerpt: China's accession to the World Trade Organisation in 2001 was a highly significant event both for China and for the wider world. This book argues that, although at the time some people doubted the likely benefits, China's WTO accession has been highly successful. It discusses how China has abided by its commitment to WTO terms and how WTO membership has contributed to China's reform and opening up; explores how vastly increased co-operative exchange with many countries around the world has been mutually beneficial in a range of fields including trade, science and culture; and shows how China's WTO membership has been a great stimulus both for China's economy and the world economy. The book considers the subject from a number of perspectives, and draws out lessons for future reform and development for China, and for China's relations with the rest of the world, emphasising the need to maintain a win-win approach.

Book excerpt: This handbook highlights the important commitments that China has made to the international community and analyzes the potential impact of such commitments on China. Part I of the book outlines China's commitments to convert her economy from a centrally planned one to a free market one as far as cross-border movement of goods, services and personnel is concerned. It reproduces China's commitments in a tabular format to facilitate reading, and is supplemented with brief references to WTO regulations where appropriate so that readers get to know how China's commitments relate to WTO obligations. Part II examines the impacts of China's WTO membership as a whole and on her specific economic sectors. Part III consists of tables and figures selected from a report compiled by the US General Accounting Office, presenting some of the Office's analysis and findings of China's commitments on WTO accession. Appendix 1 lists all the legal instruments pertaining to China's accession to the WTO.

Available in PDF, EPUB and Kindle. Book excerpt: With China's accession to the World Trade Organization imminent, this book brings together the expert views of scholars, policy-makers and business representatives on the consequences of this historic event. Insight into the past and future of China's relationship to the WTO is offered by authors involved on both sides of the negotiations on the EU-China bilateral agreement of May 2000 and the on-going negotiations up to spring 2001. An analyst and representatives from four economic sectors (the automobile industry, telecommunications, insurance and banking) clash over their predictions for the future. Also presented is an investigation of the challenges for China's political, social and legal systems, and revealing prognoses are given for the implications for global trade and investment flows for the EU and Greater China, and for the modus operandi of the WTO itself. By shedding light on economic effects and social and legal implications, the book gives a comprehensive picture of potential challenges arising from China's entry to the WTO.

Available in PDF, EPUB and Kindle. Book excerpt: China's accession to the WTO requires a great many specific policy reforms. However, if the best results are to be obtained, it is important that these reforms be implemented as part of a consistent development program, rather than simply by treating them as a recipe. To do this, policy makers must understand the range and nature of the policy changes required by accession, their implications for the economy, and the availability and effects of supporting policies. 'China and the WTO' analyzes the nature of the reforms involved in China's accession to the WTO, assesses their implications for the world economy, and examines the implications for individual households, particularly the poor. Its key objective is to provide the information that will allow policy makers to implement WTO commitments and formulate supporting policies to contribute strongly to economic development and poverty reduction. Individual chapters by leading scholars analyze the nature of the reforms in key areas, such as agriculture, services, intellectual property and safeguards and anti-dumping. These chapters form the building blocks for later chapters which analyze the implications of reform for the economy. The book also includes a series of studies that assess the implications for households, taking into account the social safety net policies applying in China, and the impacts of complementary policies in areas such as labor market reform and investments in human capital. Of interest to policymakers, academe and students studying international trade issues and to practitioners in the area of trade and development, 'China and the WTO' is a valuable addition to the wealth of information provided by the World Bank Trade and Development Series.

This book was released on 2003-07-17 with total page 24 pages. Available in PDF, EPUB and Kindle. Book excerpt: Seminar paper from the year 2003 in the subject Politics - International Politics - Topic: International Organisations, grade: 1.6 (A), University of Manchester (Manchester School of Management), course: Manchester School of Management, language: English, abstract: What were the difficulties surrounding China’s accession to the World Trade Organisation (WTO)? Why has it taken the People’s Republic of China (PRC) over 15 years to join? What are the expected benefits and disadvantages of joining? What changes is WTO membership likely to bring to China’s economy in the future? These are the question this paper will address. WTO accession by China is often seen as the most significant event about China in the last decade, even ahead of the Taiwan Independence issue, which continues to penetrate world news periodically. Since the end of the Cultural Revolution in 1978, China has been on a course of economic reform. Today, Chinese are richer than ever before in history, with the country itself having experienced extended periods of extraordinary growth. Specifically, this report will highlight China’s first attempts to join the WTO more than 15 years ago in chapter two. Chapter three will focus on the main areas of difficulty surrounding WTO accession, while chapter four will comment on the final accession in December 2001. The expected economic advantages and disadvantages for China will be discussed in chapter five; finally, chapter six will offer a brief future outlook for China, again mainly from an economic perspective.

Book excerpt: The book explores the macroeconomic and sectoral employment implications (in agriculture, industry and services) of China's World Trade Organisation accession. It argues that while short-run employment losses may occur, in the longer term China will be able to generate additional employment particularly in the tertiary sectors; and that it can maintain its comparative advantage in labour-intensive exports by relocating production from high-cost coastal areas to the hinterland with abundant supply of cheap labour. It also argues that, although China is likely to benefit in the long run, in the short and medium term China is likely to face enormous problems, including increased unemployment as weaker links cease to be protected by tariffs, and the problem of restructuring state-owned enterprises.

Book excerpt: Abstract: China's World Trade Organization (WTO) accession will have major implications for China and present both opportunities and challenges for East Asia. Ianchovichina and Walmsley assess the possible channels through which China's accession to the WTO could affect East Asia and quantify these effects using a dynamic computable general equilibrium model. China will be the biggest beneficiary of accession, followed by the industrial and newly industrializing economies (NIEs) in East Asia. But their benefits are small relative to the size of their economies and to the vigorous growth projected to occur in the region over the next 10 years. By contrast, developing countries in East Asia are expected to incur small declines in real GDP and welfare as a result of China's accession, mainly because with the elimination of quotas on Chinese textile and apparel exports to industrial countries China will become a formidable competitor in areas in which these countries have comparative advantage. With WTO accession China will increase its demand for petrochemicals, electronics, machinery, and equipment from Japan and the NIEs, and farm, timber, energy products, and other manufactures from the developing countries in East Asia. New foreign investment is likely to flow into these expanding sectors. The overall impact on foreign investment is likely to be positive in the NIEs, but negative for the less developed East Asian countries as a result of the contraction of these economies' textile and apparel sector. As China becomes a more efficient supplier of services or a more efficient producer of high-end manufactures, its comparative advantage will shift into higher-end products. This is good news for the poor developing economies in East Asia, but it implies that the impact of China's WTO accession on the NIEs may change to include heightened competition in global markets. This paper"a product of the Economic Policy Division, Poverty Reduction and Economic Management Network"is part of a larger effort in the network to assess the impact of China's WTO accession.

Book excerpt: China's forthcoming access to the World Trade Organization involves reform in many sectors, both domestic and trade-related. The starting point for reform is a partially reformed economy with relatively high import duties, in which export sectors benefit from liberal duty exemptions on inputs. Both China and its major trading partners will gain from access - with China gaining most (perhaps half of the estimated $56 billion in annual welfare gains). Some developing countries will suffer small losses because of increased competition from China. The adjustments required are greatly reduced by China's dramatic liberalization in the 1990s.

Available in PDF, EPUB and Kindle. Book excerpt: Grounded on a series of first-hand interviews with Chinese government officials, this book examines China’s accession to the World Trade Organization, providing an ‘inside’ look at Chinese WTO accession negotiations. Presenting a systematic political economy model in analyzing Beijing’s decision-making mechanisms, the book argues that China’s WTO policy making is a state-led, leadership driven, and top-down process. Feng explores how China’s determined political elite partly bypassed and partly restructured a largely reluctant and resistant bureaucracy, under constant pressure from an increasingly globalized international system. By addressing China’s accession to the WTO from a political analysis perspective, the book provides a theoretically informed and intriguing examination of China’s foreign economic policy making regime. The book highlights contemporary debates relating to state and institutionalist theory and provides new and useful insights into a significant development of this century.

Book excerpt: Joining the World Trade Organization (WTO) enables China to reform its legal order and to move towards a system incorporating major principles of the rule of law. The WTO also serves as an external impetus that guides contemporary Chinese legal reform and orients it in ways that domestic forces alone could not achieve and sustain. Much discussion on the WTO and the Chinese legal system has focused on the issue of compliance ― whether the Chinese legal system has the capacity to fulfill China’s WTO accession commitments. The focus of this work is less concerned with compliance issues per se, but rather with the extent to which the WTO’s requirements vis-à-vis China actually affect the Chinese legal system. The fine difference between the two approaches lies in the fact that efforts by the Chinese government to meet its WTO obligations necessarily impact the Chinese legal order and its way of functioning, even if their end results may or may not lead to full compliance with what is required of it by the WTO. This timely work exposes many behind-the-scene dealings and relies on valuable information that is not publicly available. Not only does it preserve for the historical record important details of the Chinese WTO accession, it also sheds light on the travaux préparatoires of China’s accession agreement and the negotiation history of important issues, some of which remain relevant and highly contentious today. As expressed by WTO Director-General Pascal Lamy in his foreword to the book, ‘through this work, Esther Lam succeeds in demonstrating how WTO membership can benefit both the acceding country and the wider WTO family of nations.’

Available in PDF, EPUB and Kindle. Book excerpt: China emerged as the largest recipient of foreign direct investment (FDI) and the fifth largest trading nation in the world in 2002. China’s entry into the World Trade Organization (WTO) represents a huge stride forward in its reform efforts. These reforms include liberalization and modernization of China’s economy (in industrial, services, and agricultural sectors) and trading activities. China’s growing economy, its international trade, and its large inward FDI have significantly affected the growth of global trade, the distribution of global direct investments, and the pace of expansion of global output. There is no other country in history, as a WTO member, to have achieved such expansion in a comparable time period. China is expected to be influential in future rounds of WTO trade negotiations. As the only major trading nation that is not classified as an advanced industrial economy, China is bringing an unparalleled perspective to the negotiations and exerting its power on matters important to its trade. China, as a new WTO member, is posing momentous opportunities and challenges to the United States and other countries. A study of the Chinese economy after entering the WTO should be of importance to practitioners, scholars, and policymakers because of China’s vast size, its rapid growth in foreign trade and FDI inflows, and the unprecedented speed of its integration into the world economy. The high quality of the chapters within this volume and their authors’ expertise unite to make this book a most timely contribution to our understanding of China’s rapidly changing economy and its transformation toward globalization after entering the WTO. This volume is divided into four parts. The first part deals with economic performance after China’s accession to the World Trade Organization. The second part relates to the WTO and China’s economic welfare. The third part deals with China’s financial reforms and capital markets, and the last part discusses China’s industrial and agricultural development. In total, we have eighteen chapters that will shed light on the Chinese economy and the challenges posed by WTO membership.

What is China's strategy in the fields of the environment and intellectual property rights?
