Available in PDF, EPUB and Kindle. Book excerpt: Based on privileged access to the British Railway Board's rich archives, this book provides and authoritative account of the progress made by the British Railway System prior to its privatization. It offers a unique account of the last fifteen years of nationalized railways in Britain, and it sheds light on the current problems of privatized railway systems. This volume is divided into four complete and concise sections for complete study: 'Railways Under Labour (1974-1979)', 'The Thatcher Revolution (British Rail in the 1980's)', 'On The Threshold of Privatization: Running the Railways (1990-1994)', and 'Responding to Privatization (1981-1997)'. Author Terry Gourvish is considered Britain's leading railway historian.

Available in PDF, EPUB and Kindle. Book excerpt: The PFI contract to build the Channel Tunnel Rail Link was awarded in 1996 and was based on optimistic estimates of the performance of Eurostar. In 1997 it was realised that there was not sufficient finance and the contractor asked for an increase in the £1,730 million of state funding. A deal was then agreed with DETR that restructured the project so that it could go ahead without a material increase in the size of the government grant. This report looks at the reasons for restructuring the deal rather than choosing other options, the implication of the restructured deal and the justification for direct grants. Some of the conclusions are: revenue forecasts for start up businesses are subject to great uncertainty and should be independently evaluated; bidders should not be encouraged to be over-optimistic; equity capital invested in a project should reflect the risks of that project and there are substantial risks if public sector assets are transferred in advance of the raising of external finance. If a deal goes wrong the private sector partners should take their share of the risk, in this case the contractor's shareholders have retained an interest in the project whilst avoiding the full financial consequences of the near collapse.

Book Synopsis The Official History of Britain and the Channel Tunnel by : Terry Gourvish
Download or read book The Official History of Britain and the Channel Tunnel written by Terry Gourvish and published by Routledge. This book was released on 2006-09-27 with total page 688 pages. Available in PDF, EPUB and Kindle. Book excerpt: Commissioned by the Cabinet Office and using hitherto untapped British Government records, this book presents an in-depth analysis of the successful project of 1986-94. This is a vivid portrayal of the complexities of quadripartite decision-making (two countries, plus the public and private sectors), revealing new insights into the role of the British and French Governments in the process. This important book, written by Britain’s leading transport historian, will be essential reading for all those interested in PPPs, British and European economic history and international relations. The building of the Channel Tunnel has been one of Europe’s major projects and a testimony to British-French and public-private sector collaboration. However, Eurotunnel’s current financial crisis provides a sobering backcloth for an examination of the British Government’s long-term flirtation with the project, and, in particular, the earlier Tunnel project in the 1960s and early 1970s, which was abandoned by the British Government in 1975.
