Book excerpt: This book is motivated by the emerging rehabilitation of industrial policies as a tool for supporting economic transformation and high rates of growth in developing countries. It argues that underperforming disciples of the Washington Consensus 'market fundamentalism' should learn and practice the art of systemic industrial policies, which requires a medium-long term strategic perspective and intelligent proactive state interventions in markets. However, it also stresses that rehabilitation requires that industrial policies be developed and implemented in a context of home- grown public-private alliances that avoid state 'capture' by special interests. It first examines the 'how' of industrial policy in the public sectors of ten non-Latin American countries in Asia, Europe, and Oceania that have been successful in promoting economic catch-up with rich countries, or have performed better than Latin American countries with similar resource endowments. The book defines '10+1' generic First Principles for the use, design, and execution of modern industrial policies, and then examines the experiences of nine Latin American and Caribbean governments against these First Principles. The authors identify large gaps in the organizational and operational effectiveness of their public sectors, and suggest ways to close these gaps.

Available in PDF, EPUB and Kindle. Book excerpt: With President Hu Jintao's November 2004 visit to Latin America, China signaled to the rest of the world its growing interest in the region. Many observers welcome this development, highlighting the benefits of increased trade and investment, as well as diplomatic cooperation, for both sides. But other analysts have raised concerns about the relationship's impact on Latin American competitiveness and its implications for U.S. influence in Washington's traditional backyard. In C hina's Expansion into the Western Hemisphere, experts from Latin America, China, and the United States, as well as Europe, analyze the history of this triangular relationship and the motivations of each of the major players. Several chapters focus on China's growing economic ties to the region, including Latin America's role in China's search for energy resources worldwide. Other essays highlight the geopolitical implications of Chinese hemispheric policy and set recent developments in the broader context of China's role in the developing world. Together, they provide an absorbing look at a particularly sensitive aspect of China's emergence as a world power. Contributors include Christopher Alden (London School of Economics), Robert Devlin (ECLAC), Francisco González (Johns Hopkins–SAIS), Monica Hirst (Torcuato Di Tella University), Josh Kurlantzick (Carnegie Endowment for International Peace), Xiang Lanxin (Graduate Institute of International Studies, Geneva), Luisa Palacios (Barclays), Jiang Shixue (Chinese Academy of Social Sciences), Barbara Stallings (Brown University), Juan Tokatlián (San Andrés University), and Zheng Kai (Fudan University).

This book was released on 2017-08-31 with total page 93 pages. Available in PDF, EPUB and Kindle. Book excerpt: Contemporary environmental problems represent complex societal challenges, and as these problems become increasingly global, the international diffusion of environmental technologies is essential. One way to diffuse technologies internationally is through export. Despite the potential benefits from the adoption of environmental technologies, their export is stifled by externalities and free-rider problems. From this background, the aim of this thesis is to analyse how to stimulate the diffusion of environmental technologies through export. This aim is operationalised using four research questions, which focus on governmental initiatives to promote environmental technology export and their perceived effectiveness among targeted firms, obstacles to and drivers for export among municipally owned companies, the use of international city networks to facilitate environmental technology export and components of business concepts for environmental technology export. These questions are explored in the Swedish context using document analyses, interviews and internet surveys in a compilation thesis which consists of a cover essay and an appendix of five scientifically peer-reviewed and published journal articles. The conclusions are that governmental export promotion initiatives are often generic for all kinds of exporters, including environmental technologies, and comprise financial support, information provision, education and training, and trade and mobility-related programs, often with little incorporation of the specific characteristics of environmental technologies which many exporters perceive as ineffective. Municipally owned companies experience different barriers to and drivers for engaging in international activities compared to privately owned companies, and are often involved in international projects which are not always commercial export. International city networks serve as important arenas for bi-directional information sharing and learning regarding market characteristics, environmental challenges and potential solutions, building legitimacy for technologies and their suppliers. Regarding components of business concepts for the export of environmental technologies, regulation, legitimacy and private-public partnership are identified as particularly important based on the complexity and systemic nature of environmental technologies. Altogether, this thesis makes a contribution by conceptualising the export of environmental technologies with emphasis on technology characteristics, the technology supplier including their business concepts, obstacles to and drivers for export, technology adopters and their characterisation, communication channels and the diffusion context. For policy makers, a dynamic approach to environmental technology export promotion, in which specific attributes of environmental technologies and their suppliers are considered along their international business development, is suggested as a complement to existing generic initiatives. The possibility to provide such support should be reconciled with resource effectiveness, heterogeneity among companies and the complementary role of governmental interventions to market initiatives. Finally, partnerships between publicly and privately owned companies are suggested as particularly relevant since they build on the long-term experience, functioning proof-of-concept and legitimacy of publicly owned companies together with the competitiveness and flexibility of privately owned companies. These attributes could help overcome the liabilities of foreignness and newness, as well as resource constraints which challenge environmental technology export.

This book was released on 2014-06-15 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: The conservation of cultural heritage requires the involvement of multiple actors from across the public, private, and nongovernmental, or third, sectors, not only to initiate and carry out conservation but also to sustain heritage places. The conservation of the historic urban environment poses specific and urgent challenges that require a multidisciplinary approach in which conservation actions are embedded within economic, social, and environmental development strategies. Increasingly, the private and third sectors are playing a pivotal role in these processes. Public-private partnerships (PPPs) are contractual arrangements in which the private and/or third sector assists in delivering a public facility or service by providing funding or operating leadership. The third sector, which may include heritage-related NGOs, as well as people living near a heritage site, is of particular relevance to PPPs used for heritage conservation. This publication focuses specifically on the use of PPPs for historic buildings and historic urban areas, and is targeted to those working in the cultural heritage sector. It draws on existing literature, which it aims to make more accessible to those interested in cultural heritage conservation. While providing information on the basic concepts of public-private partnerships and the roles and responsibilities of the partners in a PPP, this is not a guide to the use of PPPs. It discusses the types of PPPs that have been used to conserve historic buildings and historic urban areas, provides specific examples of where and how they have been used, and demonstrates ways in which PPP mechanisms have met conservation goals. This publication also makes some limited observations on the aims of PPPs drawn from the literature, from published case studies, and from a few further case study investigations. This publication draws on English-language works produced between 1992 and 2012, but concentrates on the more recent literature. Much of this material is from the Australia, the United Kingdom, and other European nations that have been the most active in conducting PPPs for heritage resources and in publishing information about these projects. This overview includes an extensive bibliography and provides some suggestions of topics for further research.

Book excerpt: The main objective of this report is to help policymakers in the Caribbean design an agenda of policy actions to accelerate trade integration and growth and reduce poverty. The report is a joint response from the World Bank and the Organization of American States (OAS) to a demand statement from the member states of CARICOM, formulated by the Caribbean Regional Negotiating Machinery and the CARICOM Secretariat, to strengthen the analytical underpinnings of the linkages between trade, economic growth, and poverty. It aims at centering the Caribbean's next round of trade reforms and its overall agenda around trade on these key thematic areas. The report provides an overview of the economic and trade system context of the Caribbean, under which the new trade environment is operating. It then discusses the opportunities and challenges for the Caribbean associated with the new trade environment. It finally quantifies the gains from global trade integration using a dynamic macroeconomic analysis. The report provides policy priorities to accelerating Caribbean integration into the world economy and to reap the benefits of global competition. Each part of the report focuses on a key question and adds value by providing an in-depth analysis of the issues raised and laying the foundations for policy recommendations described in the last chapter of the report: * Part I (Overview of economic and trade system context): is Caribbean's economic and trade system sound enough to sustain the new era of its global trade relations which is being shaped? * Part II (Focuses on the analysis of the new opportunities and challenges of the new trade environment): what are the opportunities and challenges that the new trade environment offers to the Caribbean? * Part III (Presents an assessment of the impact of the EPA on growth and poverty using two types of macroeconomic models): what are the gains in terms of growth and poverty reduction of the recently negotiated EPA?
